For several seasons, Oscar was frequently shown with his friend and pet Slimey, an orange worm. On occasional episodes he has mentioned leaving Sesame Street to attend "the annual Grouch convention in Syracuse, New York". Oscar openly admits that he does not like anything or anybody that is nice, except young human children (the only people that he can actually act nice to without facing ridicule from his fellow Grouches) as well as older fans of the show. However, the only person he has ever liked on- camera was Maria, which he would never admit.

Telly Monster, rollerskating out of control, accidentally swipes the blanket leading to a chase around Sesame Street. The blanket falls into the hands of Oscar the Grouch, who drops it in his trash can. Elmo dives into the bottom of Oscar's trash can, where he finds his blanket snagged on a door. Attempting to retrieve it, he and his blanket are teleported through a colorful swirling tunnel to Grouchland, a city filled with Grouches, garbage, and Huxley, a greedy man who steals anything he can grab, including Elmo's blanket.

All the puppeteers who performed the primary Sesame Street characters (such as Kevin Clash, Jerry Nelson, Caroll Spinney and Fran Brill) were called to Wilmington, North Carolina for the table read on May 19, 1998. The regular puppets were used for the normal Sesame Street characters, and puppets for assorted Grouches (including Grizzy) were designed and built by Mark Zezsotek. Paul Andrejco, Muppet designer for Bear in the Big Blue House, also designed Humungous Chicken. Sonia Manzano reprised her role as Maria and Roscoe Orman reprised his role as Gordon.

During this time period, older puppets were re-used for new characters such as Simson (on and off in 1989–2000), Samson's cousin; with slight changes being made to his appearance (equipped with a hat, a tie, or another article of clothing). Originally, Simson was only imagined by Samson and other characters doubted his existence, much like Big Bird and Mr. Snuffleupagus in the United States. In 2000, the cast was expanded further and the sets changed once again. Newcomers to the puppet cast were Feli Filu (2000–2007), the monster reporter, the comic duo Pferd the horse (2002–present) and Wolle the sheep (2002–present), as well as a few recurring grouches, and some Anything Muppets. In 2005, after a 27-year presence on the show, Tiffy was replaced with single mom Moni (2005–2007) and her pink and furry daughter Lena (2005–2009).
