The combination of Russian military success in the recent Russo-Turkish War, the clear weakening of the Ottoman Empire in various spheres including financial (from 1873, the Ottoman Empire suffered greatly from the Panic of 1873), territorial (mentioned above), and the hope among some Armenians that one day all of the Armenian territory might be ruled by Russia, led to a new restiveness among Armenians living inside the Ottoman Empire. The Armenians sent a delegation led by Mkrtich Khrimian to the 1878 Congress of Berlin to lobby the European powers to include proper safeguards for their kinsmen in the eventual peace agreement. The sultan, however, was not prepared to relinquish any power. In Syria, increasing Bedouin restiveness challenged Ikhshidid rule, especially as it coincided with an invasion of Syria by the Qarmatians, an Isma'ili sect based in Bahrayn (Eastern Arabia). Frequently allied with the Bedouin, the Qarmatians raided the caravans of merchants and Hajj pilgrims alike, with the Ikhshidids unable to counter their attacks. The situation was such that the overland routes from Egypt to Iraq were practically cut. Modern scholars have suspected the hand of the Fatimids behind at least some of these events: according to the French Orientalist Thierry Bianquis, the Makurian raid of 956, which pillaged the area of Aswan, was "probably supported covertly by the Fatimids", and a Fatimid collusion in the Bedouin and Qarmatian attacks in Syria has been "usually supposed", but, as the historian Michael Brett cautions, there is "no real evidence" to that effect.

President Ferdinand E. Marcos declared martial law in the midst of rising student movements and an increasing number communist and socialist groups lobbying for reforms in their respective sectors. Leftists held rallies to express their frustrations to the government, this restiveness culminating in the First Quarter Storm, where activists stormed Malacañang Palace only to be turned back by the Philippine Constabulary. This event in particular left four people dead and many injured after heavy exchanges of gunfire. There was further unrest, and in the middle of the disorder on September 21, 1972, Marcos issued Proclamation No. 1081, effectively installing martial law in the Philippines, a declaration that suspended civil rights and imposed military rule in the country. The GDP of the Philippines rose during the martial law, rising from P55 million to P193 million in about 8 years. This growth was spurred by massive lending from commercial banks, accounting for about 62% percent of external debt.
