"I believe we are on the edge of a fundamental reshaping of finance," Mr. Fink writes.
This is not the first time Fink has used his annual letter to push for change.
LARRY FINK: Well, I mean, you know, you have to have a thick skin for this.
"For now over eight years, I've been writing CEO letters about 'long-termism,'" Fink told CNBC.
In this year's letter, out yesterday, Fink announced that the asset management giant would change direction.
However, the challenge for executives who agree with Fink is to come up with a plan.
Mr. Fink, the Florida dealer, said he was happy with the job Mr. Zuchowski was doing.
"For every minute that passes without treatment, the brain loses 1.9 million brain cells," Fink said.

A senior administration official did not deny that Schwarzman, Fink and Powell were invited to the forum.

Nonetheless, BlackRock's Fink said it would be "essential" for Middle East governments to drum up support from domestic investors too.
The memo describes changes in eight areas of BlackRock's business after what Fink and Kapito described as an annual evaluation.
Finally, Mr. Fink suggests that business actually needs to take on a greater responsibility in pushing for change in Washington.
"But that's at the same time the U.S. deficit still seems to be growing at a trillion dollars," Fink added.
"When you think about what happened in the first quarter, the markets fell double-digits [at one point]," Fink said.

For Mr. Fink, recommending a successor to his board is probably the weightiest decision he will make as BlackRock chief.
"We are reorienting some of the humans' jobs in terms of doing more data science and data analysis," Fink said.
But none of these firms' chief executives have taken up the public fight against short-termism that Mr. Fink has.
In a recent study, it concluded that Mr. Fink was the 39th-most-overpaid chief executive among 100 large companies.
Fink joins a number of major Wall Street executives who have spoken on digital currencies in the last several weeks.
"There are thyroid hormone receptors on many different organs, not just on the gland in the neck," Dr. Fink adds.
Fink told Business Insider the Army would hold the agencies more accountable by attaching goals to every individual budget item.
"They're supposed to achieve and be recognized as men," Dr. Fink said, referring to the double standard faced by women.
"We have to force behaviors," said Laurence D. Fink, chairman and chief executive of BlackRock, the global investment management company.
Fink has since expressed regret for some of her actions, but her stance against "LGBT hegemony" has grown deeper roots.
Fink said she suffered severe mental health symptoms after the story broke, and checked herself into a hospital that day.
