Recovering the fairing is a big cost savings for SpaceX, as is recovering the Falcon 9 booster, all of which contributes to SpaceX's goal of achieving 100% reusable launch capabilities.
Given how poorly the economy is fairing today, an attempt by the Venezuelan government to spin this as a boon to Venezuelan workers is likely to fall on deaf ears.
Today's launch also includes a recovery attempt of both the Falcon 9 first stage (which has flown twice previously already) and the two fairing halves used to protect the cargo.

Launching objects from Earth to space doesn't just carry a financial burden; escaping our gravity and atmosphere is not a gentle process, and there are limits to the fragility, shape and materials that can be used in payloads delivered to orbit on a rocket, even when covered by a protective fairing.
The two larger ones, at least one of which was labelled as a Sammad-3, did not appear to have surveillance payloads, but had bulges above the area where their wings join their fuselages, possibly to accommodate a larger explosives payload, as well as a fairing in front of their engines.
