There are two versions of the FreeBee program — FreeBee 360 and FreeBee Data — but the differences between them amount to how they are billed to the content providers and the net result is the same for Verizon users.

" In its letter to Verizon, the FCC said the company's FreeBee Data 360 plan "has the potential to hinder competition and harm consumers.

Verizon said FreeBee Data 360 would be commercially available from Tuesday and a trial version of the pay-per-click service will begin on Jan. 25.
|

Verizon, in its response, makes similar arguments defending its FreeBee data program, which allows data from Verizon-owned Go90 to not count toward a data plan.
|
|
In a press release announcing FreeBee, Verizon says that it will be available in a beta form starting today, with a greater rollout later this year.
|
|
Any interested content provider can use FreeBee Data 360 to expand their audiences by giving consumers the opportunity to enjoy their content without incurring data charges.
|
|
FreeBee Data 360 allows content providers to sign up to provide consumers some or all of their mobile content, without using up their data plan, Verizon said.
|
|
Similar concerns were also raised about AT&T's Sponsored Data and Data Perks programs, as well as Comcast's Stream TV service and Verizon's FreeBee Data 360 program.
|
|
"FreeBee data provides tangible benefits to consumers by increasing the amount of what they can do and watch online, at no cost to them," the company's response says.
|
|
Verizon already offers zero-rated services (it runs a program with the obnoxious name "FreeBee Data 360," which Verizon's own Go90 service takes advantage of), so that one's answered.
|
|
For Verizon customers, content that is part of the FreeBee program will have a literal "bee" icon on it, denoting that it will not count against their monthly data allotment.
|
|
The company said a second service under FreeBee Data would allow content providers to sponsor specific consumer actions on a per-click basis, including for mobile video clips, audio streaming and app downloads.
|

Verizon's argument for the legality of the service is that go90 is open to other content providers via its sponsored data program, FreeBee Data 360, which lets content providers pay for customers' data costs.
|
|
Whether it be Verizon's FreeBee, T-Mobile's BingeOn, or a similar alternative, the idea is that companies like ESPN or Facebook will cover the cost of accessing their content so consumers don't have to.
|

That's bad news for Netflix, YouTube, and other competing streaming video services, which will continue to count against your data cap—unless perhaps those companies participate in one of Verizon's FreeBee program, which allows companies to underwrite their app's bandwidth costs on behalf of users.

As with similar service's like T-Mobile's BingeOn, which lets T-Mobile customers access certain streaming services like Netflix without that data counting against their monthly cap, on the surface FreeBee Data sounds like a great deal for consumers—who wouldn't want cheap and/or free access to content that normally would eat a big chunk of your monthly data allotment?

While the Federal Communications Commission passed net neutrality regulations in 2015, several internet service providers have in recent months launched controversial zero-rating programs of their own, including T-Mobile's BingeOn (which lets subscribers watch select streaming video services, including Netflix and Hulu, without eating into their data cap) and Verizon Wireless' FreeBee (which does much the same but isn't limited to streaming video services).

The problem, according to net neutrality proponents, is that data schemes like FreeBee Data put companies with deep pockets (Hearst and AOL are among the companies testing out the service first—suggestions that Verizon bought AOL in 2015 to serve as a cheap source of content seem to be right on the money) at an unfair advantage over their smaller competitors, which goes against the idea of the internet being a level playing field for everyone.
