Hutchison was also president of the Board of Health from 1868 to 1873 and was instrumental in the early development and management of the leper settlement of Kalaupapa on the island of Molokai. Previously as a board member, he had proposed the site as a place of exile after visiting the remote peninsula as a circuit judge. During his tenure as president, Hutchison adopted an economizing attitude to the conditions of the settlement and developed a bias toward the afflicted patients whom he regarded as amoral. One noted later exile was his own son Ambrose K. Hutchison, who was sent to the settlement on January 5, 1879 and became a superintendent of Kalaupapa from 1884 to 1897.

Trust, Ethnicity, and Identity deals with the economic role of laws and institutions in achieving social order in a decentralized economy. This book mainly examines how ethnic kin-based trading networks can rely on trust when a well-developed framework of contract laws is missing. Specifically, this book considers the coordinating role of three major nonprice institutions—ethnic trading networks, contract law, and gift- exchange—in economizing on transaction costs and thus facilitating the process of exchange in decentralized economies in different historical contexts. The major unifying theme of the book is this: identity matters when traders operate in an environment characterized by contract uncertainty, where the legal framework for the enforcement of contracts is not well developed.

Without such truce, the explanation behind the disturbing interference in the routine environment and their stability will be lacking. Third, routines are major mechanisms in economizing on bounded cognitive resources by freeing up such resources on the greater awareness levels via the relegation of repetitive decisions to be tackled through semi-conscious mechanisms. Attention is focused on the exceptional events rather than the repetitive ones, and as such, the search is guided by experience and in this way, routines significantly contribute to the actor's ability to handle uncertainty. Fourth, routines assist in handling uncertainty with two mechanisms underlying this potential namely, the freeing up of mental resources through relegation of activities, and setting up a specific predictability of other participants via the constraints of setting.

Prince Gabriel Constantinovich was born on 15 July 1887 at Pavlovsk Palace in Pavlovsk. He was the second son among the nine children of Grand Duke Konstantin Konstantinovich of Russia and his wife Grand Duchess Elizaveta Mavrikievna of Russia) (born Princess Elisabeth of Saxe-Altenburg). Gabriel and his brother Prince Ivan, born a year earlier, were the first to suffer the effects of the reforms of Emperor Alexander III, his father's cousin, who decreed that in the name of economizing the state budget, only the children and grandchildren of the reigning sovereign would bear the title of grand duke. Gabriel was three days old when Tsar Alexander III issued a manifesto announcing his title as a Prince of the Imperial Blood with the style of Highness.
