The product of their labour went towards both the costs of their incarceration and their accrued debt. Increasing access and lenience throughout the history of bankruptcy law have made prison terms for unaggravated indigence obsolete over most of the world. Since the late 20th century, the term debtors' prison has also sometimes been applied by critics to criminal justice systems in which a court can sentence someone to prison over willfully unpaid criminal fees, usually following the order of a judge.

Following the quashing of George Speight's civilian coup d'état in 2000, the Military handed power over to a civilian administration led by the banker, Laisenia Qarase, who won the parliamentary election held to restore democracy in September 2001. Despite the role of the military in the rise to power of the Qarase government, relations between them noticeably deteriorated subsequently, to the extent that by July 2004, the Military was threatening to overthrow the government. The Military commander, Commodore Frank Bainimarama, kept a high profile following the coup. Throughout 2003 and 2004, and into 2005, he repeatedly entered the political arena to criticize government policy - especially its policy of lenience, as he saw it, towards persons responsible for the coup.

Schwab wrote to Illinois governor Richard James Oglesby for lenience and on November 10, 1887, Oglesby commuted his sentence, along with that of Samuel Fielden, to life imprisonment. He served six years at Joliet Penitentiary before being pardoned with the other two by Illinois Governor John Peter Altgeld on June 26, 1893. After his release, he continued to write for the Arbeiter-Zeitung and opened a shoe store from which he also sold books on labor rights, but his health was poor since leaving prison and the store failed. During his last years Schwab abandoned anarchist doctrine and embraced international socialism, speaking and writing in opposition to the notion of revolution by force.

The club fell behind on its Association levies in July and August 1987, resulting in its suspension from the final match of the 1987 season. By November, the club still owed the Association $11,000 in levies and fines, and on 4 November, the Association executive suspended Caulfield for the 1988 season. The club did not dispute that it was behind on its levies, but believed that the Association suspended it, rather than showing lenience, because of its desire to achieve the FORT's vision of a rationalised competition. The club never returned to the Association, ending its 80-year affiliation which had begun in Brighton in 1908 before moving to Caulfield in 1962.

When Qian's friends subsequently suggested that he submit Duan's and Li Shen's letters trying to influence the examinations to the emperor to show that they were the ones trying to influence results, Qian, who believed that revealing these private letters was inappropriate, burned them. (This was considered a precipitating event to a partisan struggle among Tang officials later known as the Niu-Li Factional Struggles.) Meanwhile, because Duan was familiar with the customs of the Xichuan people, it was said that he governed with lenience and decisiveness, and that the non-Han people around the circuit respected and feared him. In 822, when Nanzhao attacked Tang territory, Duan sent an emissary and was able to persuade Nanzhao forces to withdraw.

In anger, Emperor Yizong executed some 20 of imperial physicians who were unable to save her, and further had some 300 of their family members arrested. Liu initially requested the advisory officials, whose responsibilities were to correct the emperor's behavior, to submit petitions to ask for lenience on their behalf, but none of the advisory officials dared to do so, so Liu himself did, drawing Emperor Yizong's displeasure. Subsequently, both he and the mayor of Jingzhao, Wen Zhang (), met with Emperor Yizong to further to plead for these prisoners' case; Emperor Yizong had them ejected from his presence. Soon thereafter, Liu was sent out of the capital to serve as the military governor of Jingnan Circuit (荊南, headquartered in modern Jingzhou, Hubei), and Wen committed suicide.

The cost of production totaled 16,000 Pesos, and the film 2 and a half months to complete. Four reasons were stated as to why it was pulled-out: Three are aspects of the movie: the priest portrayed in a villainous light, the use of a hypodermic needle as a murder weapon, the amorous scenes between a 10-year-old couple, and the fact that "[the film] might give [the] youth certain subversive ideas". The production crew argued that this was an example of foreign films being given more lenience, despite being as bad (or sometimes, worse) than local cinema. The novel adaptation of Batang Tulisan which was published in Liwayway Magazine, in contrast, was not met with the same negative criticism.

Around that time, after the warlord Li Shidao was killed after an imperial campaign against him, Emperor Xianzong asked for opinions on how to deal with Li Shidao's sister-in- law Lady Pei (the wife of Li Shidao's brother and predecessor Li Shigu), as well as the wife and children of another previously killed rebel, Li Zongshi (). Cui advocated lenience, and as a result, Emperor Xianzong released Lady Pei and her daughter Li Yiniang () as well as Li Zongshi's wife Lady Wei and children. Also at Cui's urging, the official Quan Changru (), who had been sentenced to death after receiving bribes but whose mother Lady Liu had made earnest pleas to the chancellors for his life, was exiled and not executed.

The preamble of the Edict of Compiègne, like earlier ones, remarked on the ineffectiveness of the courts in acting against "heretics", because of the malice or lenience of judges. He abandoned the forward bases along the Yellow River in preparation for a determined defence at Guandu. After the engagements at the river, Yuan Shao's army pushed to Yangwu (陽武; near present-day Yuanyang County, Henan), directly north of Guandu, and began constructing earthen fortifications.

Prime Minister Laisenia Qarase appointed Tavola Minister for Foreign Affairs in the Interim Government that took office in July 2000, following a counter-coup which thwarted George Speight's putsch against the elected government of Mahendra Chaudhry. In the general election held to restore democracy in September 2001, Tavola was elected as a candidate of the Soqosoqo Duavata ni Lewenivanua to represent the Lami Open Constituency, and retained his Cabinet position subsequently. As Foreign Minister, Tavola had to defend Fiji's international image in the face of criticism from some countries of the government's perceived lenience towards perpetrators of the 2000 coup. He also had to deal with elements in his own government who have promoted relations with Taiwan (ROC), in defiance of his policy of fostering closer relations with the People's Republic of China.

Later in the year, Lu was removed from his chancellor post and made the secretary general at Yi Prefecture (益州, roughly modern Chengdu, Sichuan), as well as the examiner of the Jiannan Circuit (劍南道, roughly modern Sichuan, Yunnan, and Chongqing). While Lu served at Yi Prefecture, he was known for his lenience and kindness. His subordinate Wei Baozhen (韋抱真) once complained that he was being overly lenient and that the people would not respect him, but he responded: At a later point, Lu was made the mayor of Hezhong Municipality (河中, roughly modern Yuncheng, Shanxi). In 718, when Hezhong Municipality was disbanded and converted back into Pu Prefecture (蒲州), Lu remained prefect of Pu Prefecture and also made the examiner of Hedong Circuit (河東道, roughly modern Shanxi).

In 1981, new VFA president Alan Wickes attempted to rectify the decline with further expansion: the VFA expanded further into the outer suburbs to twenty-four teams in 1983, adding Springvale, Moorabbin, Kilsyth and Berwick, and Wickes had a vision of expanding to thirty teams with an additional lower division which could affiliate more directly with the top tiers of suburban football; but (with the exception of Springvale), the new second division teams did little to reinvigorate the competition, and the clubs rejected any further expansion. The VFA's direction changed dramatically with the election of Brook Andersen as president in 1985. At the time, the VFL was looking at national expansion (ultimately becoming the Australian Football League in 1990) and Andersen's executive committee believed that the VFA could fill a new role as top state level league in Victoria when this happened; however, it believed that the VFA would need to be rationalised to a competition of twelve financially stable teams for this to occur. Andersen attempted but failed to obtain a mandate from the clubs to impose this rationalisation, but the VFA under his guidance nevertheless contracted, as it showed no lenience in suspending clubs who failed to meet minimum requirements.
