Roughly fifteen years later in England, Henry Goodwyn set out to create a much more ambitious version of Haros’ table. A leap year (also known as an intercalary year or bissextile year) is a calendar year that contains an additional day (or, in the case of a lunisolar calendar, a month) added to keep the calendar year synchronized with the astronomical year or seasonal year. False precision is the gist of numerous variations of a joke which can be summarized as follows: A tour guide at a museum says a dinosaur skeleton is 100,000,005 years old, because an expert told him that it was 100 million years old when he started working there 5 years ago. If a car's speedometer indicates the vehicle is travelling at 60 mph and that is converted to km/h, it would equal 96.5606 km/h. The conversion from the whole number in one system to the precise result in another makes it seem like the measurement was very precise, when in fact it was not. Measures that rely on statistical sampling, such as IQ tests, are often reported with false precision.

Lunar movements may have had calendrical significance to early peoples, especially farmers who would have benefited from the division of the year into periods which indicated the best times for planting. 18.61 is not a whole number and so it cannot be used to predict an eclipse without precision equipment, using only crude marker stones or timber posts in a circle instead. Hawkins' theory was that three 18.61 year cycles multiply out to 55.83, which is much closer to an integer and therefore easier to mark using 56 holes. Hawkins argued that the Aubrey Holes were used to keep track of this long time period and could accurately predict the recurrence of a lunar eclipse on the same azimuth, that which aligned with the Heel Stone, every 56 years.
There are a few non-Wythoffian uniform polyhedra, which no Schwarz triangles can generate; however, most of them can be generated using the Wythoff construction as double covers (the non-Wythoffian polyhedron is covered twice instead of once) or with several additional coinciding faces that must be discarded to leave no more than two faces at every edge (see Omnitruncated polyhedron#Other even- sided nonconvex polyhedra). Such polyhedra are marked by an asterisk in this list. The only uniform polyhedra which still fail to be generated by the Wythoff construction are the great dirhombicosidodecahedron and the great disnub dirhombidodecahedron. Each tiling of Schwarz triangles on a sphere may cover the sphere only once, or it may instead wind round the sphere a whole number of times, crossing itself in the process.
Jöns Jacob Berzelius, the chemist who worked out the modern technique of chemical formula notation and is considered one of the fathers of modern chemistry A Swedish chemist and disciple of Dalton, Jöns Jacob Berzelius embarked on a systematic program to try to make accurate and precise quantitative measurements and to ensure the purity of chemicals. Along with Lavoisier, Boyle, and Dalton, Berzelius is known as the father of modern chemistry. In 1828 he compiled a table of relative atomic weights, where oxygen was used as a standard, with its weight set at 100, and which included all of the elements known at the time. This work provided evidence in favor of Dalton's atomic theory - that inorganic chemical compounds are composed of atoms combined in whole number amounts.
It is identical to the charge number of the nucleus. In an uncharged atom, the atomic number is also equal to the number of electrons. The sum of the atomic number Z and the number of neutrons N gives the mass number A of an atom. Since protons and neutrons have approximately the same mass (and the mass of the electrons is negligible for many purposes) and the mass defect of nucleon binding is always small compared to the nucleon mass, the atomic mass of any atom, when expressed in unified atomic mass units (making a quantity called the "relative isotopic mass"), is within 1% of the whole number A. Section 22 and section 39 of the Constitution of Australia set the quorum for sittings of the House of Representatives and Senate at one-third of the whole number of MPs and senators, respectively, but Parliament is permitted to change the quorum for each House by ordinary legislation. In the House of Representatives, the quorum was amended down to one-fifth by the House of Representatives (Quorum) Act 1989, which means the quorum of the current House of 150 MPs is 30 MPs. In the senate, the quorum was amended down to one- quarter by the Senate (Quorum) Act 1991, so 19 senators is a quorum. The quorum includes the occupant of the Chair and is not reduced by the death or resignation of a member or senator.
The idea of the direct correlation of the charge of the atom nucleus and the periodic table was contained in his paperA. van den Broek (20 July 1911) The Number of Possible Elements and Mendeleff's 'Cubic' Periodic System, Nature published in Nature on July 20, 1911, just one month after Rutherford published the results of his experiments that showed the existence of a small charged nucleus in an atom (see Rutherford model). However, Rutherford's original paper noted only that the charge on the nucleus was large, on the order of about half of the atomic weight of the atom, in whole number units of hydrogen mass. Rutherford on this basis made the tentative suggestion that atomic nuclei are composed of numbers of helium nuclei, each with a charge corresponding to half of its atomic weight.

The main topics considered in the 60 Minutes programme, which was broadcast a week before Christmas 2003, were Rutter's popularity with choral groups in the United States, Britain and other parts of the world and his composition Mass of the Children, written after the sudden death of his son Christopher while a student at Clare College, Cambridge, where Rutter himself had studied. In a 2009 interview Rutter discussed his understanding of "genius" and its unique ability to transform lives – whether that genius is communicated in the form of music or other media. He likened the purity of music to that of mathematics and connected the two with a reference to the discovery made by the early Greeks that frequencies of harmonic pitches are related by whole-number ratios.
The origins of the Daily Worker begin with the weekly Ohio Socialist published by the Socialist Party of Ohio in Cleveland from 1917 to November 1919. The Ohio party joined the nascent Communist Labor Party of America at the 1919 Emergency National Convention. The Ohio Socialist only used whole numbers. Its final issue was #94 November 19, 1919. The use of a CQ call is almost always used in single-sideband (SSB) voice or CW mode (morse code telegraphy). Unlike FM mode, in the SSB voice and CW mode areas of the amateur radio bands operators are free to center their transmissions where it is most optimal (such as away from adjacent traffic that can interfere) and not expected to use whole-number, divisible-by-five, or otherwise channelized center frequencies. CQ is constantly used on the HF shortwave amateur bands but very rarely used in the FM voice mode of transmission or on FM repeaters common on the VHF and UHF local bands since tuning of a repeater or FM signal does not require the aid of human perception to perfectly tune the signal. The code was used as part of the chorus to the song "Communications" by Slim Gaillard.
Typically, by far the majority of the computational effort and time is spent on calculating the median of each window. Because the filter must process every entry in the signal, for large signals such as images, the efficiency of this median calculation is a critical factor in determining how fast the algorithm can run. The naïve implementation described above sorts every entry in the window to find the median; however, since only the middle value in a list of numbers is required, selection algorithms can be much more efficient. Furthermore, some types of signals (very often the case for images) use whole number representations: in these cases, histogram medians can be far more efficient because it is simple to update the histogram from window to window, and finding the median of a histogram is not particularly onerous.

The law of multiple proportions is one of the basic laws of stoichiometry used to establish the atomic theory. Despite the importance of the work as the first view of atoms as physically real entities and introduction of a system of chemical symbols, New System of Chemical Philosophy devoted almost as much space to the caloric theory as to atomism. French chemist Joseph Proust proposed the law of definite proportions, which states that elements always combine in small, whole number ratios to form compounds, based on several experiments conducted between 1797 and 1804 Along with the law of multiple proportions, the law of definite proportions forms the basis of stoichiometry. The law of definite proportions and constant composition do not prove that atoms exist, but they are difficult to explain without assuming that chemical compounds are formed when atoms combine in constant proportions.
Balanced equations are written with smallest whole-number coefficients. If there is no coefficient before a chemical formula, the coefficient is 1. The method of inspection can be outlined as putting a coefficient of 1 in front of the most complex chemical formula and putting the other coefficients before everything else such that both sides of the arrows have the same number of each atom. If any fractional coefficient exists, multiply every coefficient with the smallest number required to make them whole, typically the denominator of the fractional coefficient for a reaction with a single fractional coefficient. As an example, seen in the above image, the burning of methane would be balanced by putting a coefficient of 1 before the CH4: :1 CH4 \+ O2 → CO2 \+ H2O Since there is one carbon on each side of the arrow, the first atom (carbon) is balanced.
However, it is critically dependent on the speed of addition. Addition of long integers suffers from the problem that carries have to be propagated from right to left and the final result is not known until this process has been completed. Carry propagation can be speeded up with carry look-ahead logic, but this still makes addition very much slower than it needs to be (for 512-bit addition, addition with carry look-ahead is 32 times slower than addition without carries at all). Non-modular multiplication can make use of carry-save adders, which save time by storing the carries from each digit position and using them later: for example, by computing 111111111111+000000000010 as 111111111121 instead of waiting for the carry to propagate through the whole number to yield the true binary value 1000000000001.
In a section negotiated by James Madison of Virginia, Section 2 of Article I designated "other persons" (slaves) to be added to the total of the state's free population, at the rate of three-fifths of their total number, to establish the state's official population for the purposes of apportionment of Congressional representation and federal taxation.Section 2 of Article I provides in part: > Representatives and direct taxes shall be apportioned among the several > states...by adding to the whole number of free persons, including those > bound to service for a term of years, and excluding Indians not taxed, > three-fifths of all other persons. The earliest law establishing public education ("Common Schools") in California was passed in 1851 and divided state funding "by the whole number of children in the State, between the ages of five and eighteen years" without specifying race (Article II, §1). Whereas the mass number simply counts the total number of neutrons and protons and is thus a natural (or whole) number, the atomic mass of a single atom is a real number giving the mass of a particular isotope (or "nuclide") of the element, expressed in atomic mass units (symbol: u). In general, the mass number of a given nuclide differs in value slightly from its atomic mass, since the mass of each proton and neutron is not exactly 1 u; since the electrons contribute a lesser share to the atomic mass as neutron number exceeds proton number; and (finally) because of the nuclear binding energy. For example, the atomic mass of chlorine-35 to five significant digits is 34.969 u and that of chlorine-37 is 36.966 u. However, the atomic mass in u of each isotope is quite close to its simple mass number (always within 1%).
Proponents of the compact, such as law professors Akhil and Vikram Amar (the compact's original framers), as well as U.S. Representative Jamie Raskin from Maryland's 8th congressional district (a former law professor), have argued that state legislatures have the plenary power to appoint electors in accordance with the national popular vote under the Elections Clause of Article II, Section I, which states that "Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress". Vikram Amar and other legal scholars have also cited the Supreme Court's rulings in McPherson v. Blacker (1892) and Arizona State Legislature v. In 1955, a student at the university, Rickard Wilson, held a fake disputation on fatilary calculus, witnessed by many of the larger newspapers in Sweden, fooling many of the journalists, who the day after produced a number of serious articles on the disputation. Three years later, in 1958, a committee at the union, Chalmersspexet, donated 64 öre- corresponding to around 4.5 USD of today-to the Swedish state to "even out the national debt to a whole number of kronor". In 1968, when the Stockholm University Student Union occupied their union building, ChS decided to occupy the brewery Pripps. (1992). and it is possible that he was the first Stoic to promote the idea of a line of Cynic succession from Socrates to Zeno (Socrates - Antisthenes - Diogenes - Crates - Zeno). His book on Physics was well known in ancient times, and the Stoic Theon of Alexandria wrote a commentary on it in the 1st century AD.Suda, Theo. It is quoted several times by Diogenes Laërtius, and Stobaeus records Apollodorus' views on the nature of time: > Time is the dimension of the world's motion; and it is infinite in just the > way that the whole number is said to be infinite.
To be elected by the electoral college, the Constitution requires that a candidate receive "a majority of the whole number of Electors appointed." One early virtue of this wording was that if certain states decided not to participate in the election by failing to appoint any electors, a president could still be elected by a majority of those who were appointed. However, when Congress rejects a state's electoral vote, or chooses not to count any of multiple competing returns, "the effect that decision has on the denominator that determines whether a candidate has more than fifty percent of the electoral vote is an entirely open issue.". For example, if there are currently 538 total votes, and all votes from a state that appointed 20 electors are rejected, a majority could be either remain as 270 votes out of 538, or be reduced to 260 votes out of 518.
Postcard of Rudolf Koch Although very common in most German-speaking areas with the possible exception of the extreme north of Germany, the Swabian salute is used for a whole number of purposes among the people of Swabia, Baden, parts of Bavaria and Austria, while in most other regions it is regarded as a rather vulgar insult only. According to the reasons given for a judgement of a German court, the mentioned words can serve the purpose of "picking up an earlier conversation, continuing a stagnating conversation, giving new impulses to a conversation, ultimately end a conversation". Writer Thaddäus Troll, who cited the court in his 1975 book Preisend mit viel schönen Reden, added more reasons: "to express surprise, to express joy about unexpectedly meeting a fellow Swabian, to turn down a request regarded unacceptable". Naturally, the salute is also used as an insult in the mentioned regions.
The first handicap system to be introduced by the USGA was largely the work of Leighton Calkins, who based it on the British "three score average" system where the handicap was calculated as the average of the best three scores to par in the last year. The key difference was the introduction of a par rating (later known as course rating), which was based on the ability of leading amateur Jerome Travers, to account for variances in the playing difficulty of different courses. After initially allowing clubs to determine their own ratings, at the behest of Calkins the USGA quickly began assigning ratings centrally. Course ratings were rounded to the nearest whole number until 1967, when they started being given to one decimal place. In 1947, the number of scores used to calculate handicaps was increased to the best 10 from all scores ever recorded subject to a minimum of 50.
Many pitched acoustic instruments are designed to have partials that are close to being whole-number ratios with very low inharmonicity; therefore, in music theory, and in instrument design, it is convenient, although not strictly accurate, to speak of the partials in those instruments' sounds as "harmonics", even though they may have some degree of inharmonicity. The piano, one of the most important instruments of western tradition, contains a certain degree of inharmonicity among the frequencies generated by each string. Other pitched instruments, especially certain percussion instruments, such as marimba, vibraphone, tubular bells, timpani, and singing bowls contain mostly inharmonic partials, yet may give the ear a good sense of pitch because of a few strong partials that resemble harmonics. Single-precision floating-point format (sometimes called FP32) is a computer number format, usually occupying 32 bits in computer memory; it represents a wide dynamic range of numeric values by using a floating radix point. A floating-point variable can represent a wider range of numbers than a fixed- point variable of the same bit width at the cost of precision. A signed 32-bit integer variable has a maximum value of 231 − 1 = 2,147,483,647, whereas an IEEE 754 32-bit base-2 floating-point variable has a maximum value of (2 − 2−23) × 2127 ≈ 3.4028235 × 1038. All integers with 7 or fewer decimal digits, and any 2n for a whole number −149 ≤ n ≤ 127, can be converted exactly into an IEEE 754 single-precision floating-point value. In the IEEE 754-2008 standard, the 32-bit base-2 format is officially referred to as binary32; it was called single in IEEE 754-1985.
Generally speaking, a calendar year begins on the New Year's Day of the given calendar system and ends on the day before the following New Year's Day, and thus consists of a whole number of days. A year can also be measured by starting on any other named day of the calendar, and ending on the day before this named day in the following year. This may be termed a "year's time", but not a "calendar year". To reconcilie the calendar year with the astronomical cycle (which has a fractional number of days) certain years contain extra days ("leap days" or "intercalary days"). Section 2 of the Fourteenth Amendment (1868) later superseded Article 1, Section 2, Clause 3 and explicitly repealed the compromise. It provides that "representatives shall be apportioned ... counting the whole number of persons in each State, excluding Indians not taxed." A later provision of the same clause reduced the Congressional representation of states who denied the right to vote to adult male citizens, but this provision was never effectively enforced. (The Thirteenth Amendment, passed in 1865, had already eliminated almost all persons from the original clause's jurisdiction by banning slavery; the only remaining persons subject to it were those sentenced for a crime to penal servitude, which the amendment excluded from the ban.) Hackett had played the game himself, quarterbacking the Army Cadets to a 40-5 rout of Navy in 1903. He was the first-ever winner of the Army Athletic Association Award. He would become a member of the American Intercollegiate Football Rules Committee in 1907American Gymnasia and Athletic Record, Volume IV, No. 5, Whole Number 41, page 62, January 1908 and be prominent in the game for the next three decades. Hackett was thus uniquely qualified to compare St. Louis' passing game with what everyone else in the country was doing in 1906.

Tax horsepower (Steuer-PS) was introduced in Germany on 3 June 1906. However, in contrast to many regions, i.e. English and French tax horsepower formulae above, it was calculated based on the overall engine displacement from its implementation. The German formula applied a higher tax horsepower factor to two-stroke engine cars than to four-stroke engine cars based on the fact each cylinder in a two stroke engine fires (has a power stroke) every revolution where an Otto cycle or four-stroke cylinder only fires every second revolution. The formula for tax horsepower was as follows: : Units of tax horsepower (Steuer-PS) for four-stroke engined cars = 0.30·n·b2·s : Units of tax horsepower (Steuer-PS) for two-stroke engined cars = 0.45·n·b2·s In these formulae: ::: n = number of cylinders ::: b = cylinder bore ::: s = cylinder stroke Incomplete fractions were rounded up to the nearest whole number so a four stroke engined car of 1 dm3 would end up designated as 4 tax horsepower.
A Swedish "pirate" station, Skånes Radio Mercur (changed name to Radio Syd in 1961), started broadcasting on December 14, 1958, from the same ship.
