HELSINKI, May 21 (Reuters) - Nokia Chief Executive Rajeev Suri said on Tuesday that the company had been a little slow in getting 5G technology up and running, citing merging its own technology plans with those of acquired Alcatel-Lucent as a reason.

In China, for instance, both Ericsson and Nokia have secured 5G contracts from state-run carrier China Mobile (although Nokia's Chinese entity, a joint venture with Alcatel-Lucent Shanghai Bell, is directly controlled by China's State-owned Assets Supervision and Administration Commission).

"The Rogers/Alcatel-Lucent solution would let a [telecom service provider] either decrypt traffic in real time or retroactively decrypt traffic that had been encrypted using the [pseudo-random number generator]," the pair wrote in their 2015 report on the telecommunications surveillance.

Having been slower to cut costs than recently merged rivals Nokia and Alcatel Lucent, Ericsson has now announced plans to axe thousands of jobs, but analysts said third-quarter results showed the challenges facing the firm as it looks for a new leader.

When buying Alcatel-Lucent in 2016, Nokia pledged to hire 500 people in research and development in France, but the firm said earlier this month it would cut nearly 600 jobs in France by end-2019 as part of a cost-cutting plan.

Unlike the deep restructuring in past years at recently merged rivals Nokia and Alcatel-Lucent, Ericsson's cost cuts have been gradual, with additional measures announced in the two past quarterly reports on top of a big cost cutting program in place since 2014.

Secretary of Defense Donald Rumsfeld had previously been CEO of GD Searle and General Instrument and served on the boards of Amylin Pharmaceuticals, Gilead Sciences and Tribune Co. Treasury Secretary Paul O'Neill was CEO of Alcoa and director of Eastman Kodak and Lucent Technologies.

"Having worked with lots of Lucent, Avaya, HP, United, and other employees in the 2001 recession who lost their shirts by being over-invested in company stock, I'm leery of the employee stock purchase plans," said Kristin Sullivan, a certified financial planner in Denver.

At the time, some reported that the cuts were part of a wider cost-cutting process that would reportedly see up to 15,000 jobs cut globally in the wake of Nokia's merger with Alcatel Lucent and a bid to cut some €900 million ($1 billion) by 2018.

But, Nokia — which massively expanded its patent trove with its $16 billion purchase of Alcatel-Lucent — was more specific on the financial outcome of this agreement, which it said will increase revenue from patent and licensing to around EUR 950 million, that's about $1 billion, per year.

Marshaling its disparate businesses, Nokia strengthened its position in the networking equipment industry last April by buying Alcatel-Lucent (a deal which triggered thousands of layoffs), before jettisoning its maps business Here later that year, selling the unit for $3 billion to a consortium of German carmakers.

Nokia, which bought rival Alcatel-Lucent this year in a bid to cope, forecast at an investor meeting in Barcelona that its network equipment sales were likely to fall around 2 percent next year, in line with the broader market, and return to modest growth in 2018.

One notable name absent from the line-up is Lucent Dossier Experience, the Cirque du Soleil-meets-Burning Man performance troop that has been a a fixture at The DoLaB since 2006 (sans 2014 when the group got its own slot on one of the primary festival tents).

At that meeting, which was held in Barcelona, Rogers and Alcatel-Lucent proposed an approach to encryption where, instead of protecting communications using a random number generator the system would use a pre-defined "pseudo-random number generator," or a secret number, that only a telecom provider or network operator would know.

"I think of him as Sammy 'The Bull' Gravano; he knows where the bodies are buried and he could bring down the whole organization," said Morgan Wright, a cybersecurity consultant who has worked with tech companies like Cisco and Alcatel-Lucent, referencing the underling who helped bring down mob boss John Gotti.
