Pinocheques were three cheques of total US$3,000,000 paid in mid-1989 by the Chilean army to Augusto Pinochet, Jr., the son of former dictator General Augusto Pinochet for the purchase of bankrupt "Valmoval", a small rifle company in 1987. Pinochet's son was not under the rifle company's owner and no reason could be found for the payment. The payment was investigated 1990 by a parliamentary investigative committee chaired by Jorge Schaulson. On 19 December 1990, General Pinochet, still commander-in-chief of the army, stormed into the army headquarters and placed the 57,000 member force in alert, in what the general called a "ejercicio de enlace" (Spanish for Link exercise) and asked for an end to the investigation.

With this change, San Antonio Fox affiliate KABB (which was carried on Time Warner Cable's Laredo system) was removed from the provider's lineup due to FCC rules.

Pending, however, were improvements in strained relations between the center-left administration of President Cristina Kirchner and (among others) nation's important agrarian sector, whose leading figures approved of her decision to reinstate the Agriculture Ministry, but expressed skepticism at the appointment to the post of a legislator with no farming experience, and who had recently supported a hike in provincial farm income taxes. Domínguez's tenure saw the federal government regain the initiative to some extent vis-à-vis the agrarian sector. The contentious entity regulating agricultural subsidies, ONCCA, was dissolved in 2011; and the proposed return to a Federal Grain Board (such as the one prevailing in Argentina between 1935 and the creation of ONCCA in 1996), as well as the revival of the Federal Agrarian Council of provincial officials dealing with the sector, succeeded in dividing the powerful agrarian lobby round table, the Mesa de Enlace. Elected to the Argentine Chamber of Deputies in 2011, he was named president of the body on December 6.
It wasn't until 1985 that the first would be elected to city government, with Betty Medina gaining a seat on the school board. Medina, who was active instrumental in organizing the nonprofit Enlace de Familias, serving as its director in subsequent decades would be the first Puerto Rican woman to hold any public office in the Commonwealth. In city politics, Diosdado López, one of Nueva Esperanza's former interns, and key figure in La Familia Hispaña, was the first to be elected to the city council in 1992. By 2018, the representation of Puerto Rican and Latino councilors closely resembled that of the city's demographics, an outcome from gradual integration from the previous margins of municipal politics. Gradually Puerto Rican culture in schools saw greater acceptance as well; in 1988 the city hall would host more than 100 exhibits talking about the history and art of the island made by students of Holyoke Public Schools.
