Mahuad concluded a well-received peace with Peru on October 26, 1998, but increasing economic, fiscal, and financial difficulties drove his popularity steadily lower. However, the coup de grace for Mahuad's administration was Mahuad's decision to make the local currency, the sucre (named after Antonio José de Sucre), obsolete and replace it with the U.S. dollar (a policy called dollarization). This caused massive unrest as the lower classes struggled to convert their now useless sucres to U.S. dollars and lost wealth, while the upper classes (whose members already had their wealth invested in U.S. dollars) gained wealth in turn. Under Mahuad's recession-plagued term, the economy shrank significantly and inflation reached levels of up to 60 percent.

This set marked the debut of multikicker, a variant of kicker from Invasion, which allows a player to pay an optional, extra cost when casting a spell to create an additional effect. Unlike kicker, which can only be paid once, multikicker can be paid as many times as the player is able, adding to the additional effect.

Off the battlefields, important dynastic and political changes occurred: Francesco Sforza entered the service of Visconti and married his daughter, Bianca Maria Visconti, while Florence took a new turn under Cosimo de' Medici. The German Empire, in turn, under the "Drang nach Osten" policy, aspired to turn the Ottoman Empire into its own de facto colony, and thus supported its integrity.

Colonel Louis Binot, who had sailed on the frigate, called on the British officials then operating the factories in Pondicherry to turn them over to the French as stipulated in the Treaty of Amiens, but was refused. The factory owners were under orders from Governor-General Lord Wellesley, in turn under orders from Lord Hawkesbury, to deny the French access to Pondicherry's commercial assets. The French position was further weakened when a large British squadron, consisting of the ships of the line HMS Tremendous, and , the fourth-rate and the frigates , , and anchored at Cuddalore, to the south of Pondicherry. This squadron had been sent from Bombay under Rear-Admiral Peter Rainier to watch French movements. On 5 July, Rainier had received word from Bombay, via Madras, that war was imminent although not yet declared, and had moved his ships to an anchorage within sight of Pondicherry in anticipation of the outbreak of war. Linois arrived at Pondicherry on 11 July to find Rainier's ships anchored nearby and most of the city's financial institutions still in British hands.

A player may build a "stone for Jerusalem" at a cost of one stone resource (called "clay" in Catan) and one ore resource, during his or her turn under one of two conditions: # The player owns a settlement or city on the southern border of Canaan (west of the Salt Sea), or # Another player owns a settlement or city on the southern border of Canaan, and the current player owns a settlement or city that is connected to the other player's settlement or city by a (multiplayer) trade route. When a player builds a stone for Jerusalem, this stone is immediately placed in the Wall of Jerusalem, an area in the desert south of Canaan which can hold up to 28 such stones. If a player builds a stone using a multiplayer trade route, then that player must pay one resource card of his or her choice to the owner of the trade route's final settlement or city. The player who has contributed the most stones to the Wall of Jerusalem earns the King's Blessing, which is worth 2 victory points and gives that player the privilege of trading a resource of his or her choice at a 2:1 ratio.
