The Treaty of Lisbon expanded the role of Member States' parliaments in the legislative processes of the EU by giving them a prior scrutiny of legislative proposals before the Council and the Parliament can take a position. The Treaty of Lisbon provides for national parliaments "to contribute to the good functioning of the Union" through receiving draft EU legislation, seeing to it that the principle of subsidiarity is respected, taking part in the evaluation mechanisms for the implementation of the Union policies in the area of freedom, security and justice, being involved in the political monitoring of Europol and the evaluation of Eurojust's activities, being notified of applications for EU accession, taking part in the inter-parliamentary cooperation between national parliaments and with the European Parliament. Secession of the Confederate States of America from the United States was anchored by a version of subsidiarity, found within the doctrines of John C. Calhoun. Antebellum South Carolina utilized Calhoun's doctrines in the Old South as public policy, adopted from his theory of concurrent majority. This "localism" strategy was presented as a mechanism to circumvent Calhoun's perceived tyranny of the majority in the United States. The European Union policy for disabled people guarantees governmental responsibility for all disabled people in all of the EU's 27 member states. This policy operates in the framework of the subsidiarity principle: if possible, one should improve at the national level, though in principle the EU will refrain from setting hefty laws in this area. The European Health Forum Gastein (EHFG) nicknamed the 'Davos for Public Health' is a non-profit and non-partisan association led by Dr. Clemens Martin Auer (President) and Dorli Kahr-Gottlieb (Secretary General). The EHFG is the leading health policy conference in Europe. When Marshall Fritz was alive, among conservative groups and think tanks, there was a movement advocating tax-funded vouchers and charter schools. Many, such as Ron Trowbridge, argued that allowing government voucher programs would encroach on school and parental autonomy, and give government new powers to define and regulate education. For most of its existence, it has explicitly defined itself as Catholic and anti-socialist, with the ideals of subsidiarity as defined by the encyclical Quadragesimo anno and decentralisation. For the first election after World War II, the ÖVP presented itself as the Austrian Party (), was anti-Marxist and regarded itself as the Party of the Center (). The ÖVP consistently held power—either alone or in so-called black–red coalition with the Social Democratic Party of Austria (SPÖ)—until 1970, when the SPÖ formed a minority government with the Freedom Party of Austria (FPÖ).
AER's Youth Regional Network was established on 25 November 2008 in Wiesbaden (Hessen region, Germany), where a founding meeting of ninety young people representing 55 European regions launched Europe's first platform of regional youth councils, parliaments and organisations. They adopted the Wiesbaden Resolution, in order to define their main priorities and goals. The YRN was founded on the idea that decision- making should be based upon the principle of subsidiarity. This means that, on the one hand, youth policy at European level should reflect the diversity of the regions and of the young people that live in those regions.

Concerns have also been expressed about the single mode aspect of the national centralisational proposal which would remove rail safety regulation from the New South Wales and Victorian regulators. Critics argue that the national proposal militates against the contemporary integrated transport directions evident in these larger jurisdictions in recent years.Victoria, for example, enacted a Transport Integration Act in 2010 which pursues a policy and organisational direction which contrasts sharply with the national rail safety regulation centralisation proposal.

Unlike nationalists who esteem the role of the state or nation over the local or regional community, traditionalists hold up patriotism as a key principle. Traditionalist conservatives think that loyalty to a locality or region is more central than any commitment to a larger political entity. Traditionalists also welcome the value of subsidiarity and the intimacy of one's community, preferring the civil society of Burke's "little platoons" over the expanded state. Alternately, nationalism leads to jingoism and views the state as abstract from the local community and family structure rather than as an outgrowth of these local realities.
Forty years after Rerum novarum, and more than a year into the Great Depression, Pope Pius XI issued Quadragesimo anno, subtitled "On Reconstruction of the Social Order". Released on 15 May 1931, this encyclical expanded on Rerum novarum, noting the positive effect of the earlier document but pointing out that the world had changed significantly since Pope Leo's time. Unlike Leo, who addressed mainly the condition of workers, Pius XI concentrated on the ethical implications of the social and economic order. He called for the reconstruction of the social order based on the principle of solidarity and subsidiarity.
In August 2000, local government reforms abolished the "Division" as an administrative tier and introduced a system of local government councils, with the first elections held in 2001. Following that there was radical restructuring of the local government system to implement "the principle of subsidiarity, whereby all functions that can be effectively performed at the local level are transferred to that level". This meant devolution of many functions, to districts and tehsils, which were previously handled at the provincial and divisional levels. At abolition, there were twenty-six divisions in Pakistan proper – five in Sindh, six in Balochistan, seven in Khyber-Pakhtunkhwa and eight in Punjab.
The European Free Alliance stands for "a Europe of Free Peoples based on the principle of subsidiarity, which believe in solidarity with each other and the peoples of the world." It consists of various national-level political parties in Europe advocating either full political independence (statehood), or some form of devolution or self-governance for their country or region. The alliance has generally limited its membership to progressive parties, and therefore, not all European regionalist parties are members of EFA. The EFA stands on the left of the political spectrum, and in the Brussels declaration it emphasises the protection of human rights, sustainable development and social justice.
The Pope suggests that in addition to solidarity, attention needs to be paid to the principle of subsidiarity — "the most effective antidote against any form of all-encompassing welfare state". While welcoming the role of different cultures and faiths in fostering cooperation for human development, the Pope advises discernment is needed so folk can avoid dangerous ideologies and religions that encourage people to cut themselves off from communion with others. He says religion must play a part in political discussion, so there can be a fruitful dialogue between faith and reason. The Pope cautions against secularism and fundamentalism, both of which make such dialogue difficult.
Distributism sees the family of two parents and their child or children as the central and primary social unit of human ordering and the principal unit of a functioning distributist society and civilization. This unit is also the basis of a multi- generational extended family, which is embedded in socially as well as genetically inter-related communities, nations, etc., and ultimately in the whole human family past, present and future. The economic system of a society should therefore be focused primarily on the flourishing of the family unit, but not in isolation: at the appropriate level of family context, as is intended in the principle of subsidiarity.

The 1992 Treaty may have introduced a more consequential constitutional principle in its promotion "co-decision". It introduced procedures that made the European Parliament "co-legislator with the Council of Ministers" and have since have since been developed and extended to nearly all areas where the Council decides by qualified majority voting. The "foundations of co-decision in the Maastricht Treaty" have led to the "trialogues" involving the European Parliament, Council and Commission, which have become standard legislative practice.

Though awareness for linguistic diversity is a policy target, the language rights of speakers of regional, minority, lesser-used and migrant languages are not legally protected. In the European Union, language policy is the responsibility of member states and European Union does not have a "common language policy." Since Lawrence's episcopate, tensions appear to have emerged between the sees Esztergom and Kalocsa. When Pope Paschal sent pallium to Ugolin around 1105–06 and demanded oath of fealty from him, Lawrence tried to prevent it. This rivalry also appeared in the coeval Life of King Stephen of Hungary, compiled by Hartvik, Bishop of Győr (thus a subordinate to Lawrence), when it derived the title of the superior of Kalocsa from Esztergom, emphasizing its subsidiarity.
From 1996 to 2004, she advised prominent Greek politician, George Papandreou on European affairs during his first term as Foreign Minister of Greece. Separately, she chaired the International Group of Expert Advisors on the Convention on the Future of Europe. She was advisor to the 2004 Dutch Presidency of the Council of EU on the theme of "Europe: a Beautiful Idea", a policy-academia dialogue culminating in the December 2004 intellectual summit. Actually, Bozell at the end recommended a social policy based upon the moral principle of subsidiarity, which is not all that different from Meyer's position. A Parry articleStanley Parry, "The Restoration of Tradition," Modern Age, Spring 1961, 125–138 argued that the Meyer libertarian critique was correct about the state and reform did necessitate a revision of tradition once the previous vision had lost its energy. Pure restoration would be reactionary and impossible once broken. Restoration required a new "prophet" who would have to convince people freely to adopt the revision, not to rely upon force, which simply cannot be inspiring enough for substantial change.

Vodafone Ltd (along with Telefónica O2 Europe plc, T-Mobile International AG and Orange Personal Communications Services Ltd, Hutchison 3G UK Ltd and the GSM Association) claimed that the Roaming Regulation 717/2007 lacked any legal basis under TEC art 95 (now TFEU art 114TFEU art 114). This capped charges that mobile operators could make for roaming services on public mobile networks for voice calls between member states. They also argued it was disproportionate and offended the principle of subsidiarity, imposing a ceiling for wholesale charges per minute and for retail charges, plus an obligation to inform roaming customers about the charges. AG Maduro gave an opinion that there was no lack of proportionality in price regulation.
Road safety policy making in the EU falls jointly on the European institutions and member states; and it is the European Commission (EC) which has a particularly important role in overseeing road safety policy across the Union. This is because it has oversight over product standards and regulations, as well as certain aspects of infrastructure development and management. Road safety is based upon the EU principle of subsidiarity: national and local authorities are responsible for most decisions, including enforcement and awareness-raising, while the EU operates a general framework for improved road safety via legislation and recommendations e.g. introducing minimum safety requirements for the Trans- European Transport Networks, and technical requirements for the transport of dangerous goods.
In this context, it refers to the principle of subsidiarity, which places decisions as close as possible to the citizens and ensures that that action at Union level is justified in light of the possibilities available at national, regional or local level. In practice Multilevel Governance within the EU is about participation and coordination between all levels of government both in the decision making process and in the implementation or evaluation of European policies. The combination of communal decision-making with the wide area of policy areas results in a deep entanglement of the member states’ national policy levels with the European policy level. This entanglement is one of the basic principles of the multi- level governance theory.
Consistency requires the compatibility of forest regulations with constitutional values and democratic rules, with national policies addressing land-use, economic development and environmental protection, and with international commitments and multilateral agreements. Comprehensiveness refers to the objectives of forest legislation with regard to forest protection and forestry development, to different types of forest tenures, and to the rights and responsibilities of various categories of forest owners. Subsidiarity relates to the role of forests as national, regional and local resources. It also relates to the double nature of forests as private production means that may be used according to the decisions of land owners and as resources that yield numerous benefits to the community.
Germany has the world's oldest national social health insurance system, with origins dating back to Otto von Bismarck's social legislation, which included the Health Insurance Bill of 1883, Accident Insurance Bill of 1884, and Old Age and Disability Insurance Bill of 1889. Bismarck stressed the importance of three key principles; solidarity, the government is responsible for ensuring access by those who need it, subsidiarity, policies are implemented with the smallest political and administrative influence, and corporatism, the government representative bodies in health care professions set out procedures they deem feasible. Mandatory health insurance originally applied only to low-income workers and certain government employees, but has gradually expanded to cover the great majority of the population.
The new preamble also provides a provision about responsibility before and the rights of the future generations of the people of Switzerland. The general provisions contained in Title 1 (articles 1–6) define the characteristic traits of the Swiss state on all of its three levels of authority: federal, cantonal and municipal. They contain an enumeration of the constituent cantons, affirm cantonal sovereignty within the bounds of the Constitution and list the national languages – German, French, Italian and Romansh. They also commit the state to the principles of obedience to law, proportionality, good faith and respect for international law, an explicit claim for subsidiarity, before closing with a reference to individual responsibility.
This increasing monopoly and disregard for the wishes of the fisheries industry led to alienation of stakeholders and resulted in reduced compliance. The failure of this increasingly centralised reform has proved to de-centralisation advocates that stakeholder participation in the governance process is crucial to the future success of fisheries governance. However, some critics argue that applying the subsidiarity principle to the CFP may not improve the policy's effectiveness, as it may lead to what de Vivero et al. term the "participation paradox"—the theory that the greater the number of actors involved in the decision-making process, the less significant the contribution made by each actor, and the smaller the participatory role played in the policy process.
Their demands occur in "strong" forms, such as sovereignty, separatism, secession and independence, as well as more moderate campaigns for greater autonomy (such as states' rights, decentralization or devolution). Strictly, regionalists favour confederations over unitary nation states with strong central governments. They may, however, embrace intermediate forms of federalism. Proponents of regionalism usually claim that strengthening the governing bodies and political powers within a region, at the expense of a central government, will benefit local populations by improving regional or local economies, in terms of better fiscal responsibility, regional development, allocation of resources, implementation of local policies and plans, competitiveness among regions and, ultimately, the whole country, consistent with the principle of subsidiarity.
The Court of Justice of the European Union in Luxembourg is the authority that has to decide whether a regulation falls within the exclusive competence of the Union, as defined by the Treaty of European Union and its predecessors. As the concept of subsidiarity has a political as well as a legal dimension, the Court of Justice has a reserved attitude toward judging whether EU legislation is consistent with the concept. The Court will examine only marginally whether the principle is fulfilled. A detailed explanation of the legislation is not required; it is enough that the EU institutions explain why national legislation seems inadequate and that Union law has an added value.
Distributism puts great emphasis on the principle of subsidiarity. This principle holds that no larger unit (whether social, economic, or political) should perform a function which can be performed by a smaller unit. In Quadragesimo anno, Pope Pius XI provided the classical statement of the principle: "Just as it is gravely wrong to take from individuals what they can accomplish by their own initiative and industry and give it to the community, so also it is an injustice and at the same time a grave evil and disturbance of right order to assign to a greater and higher association what lesser and subordinate organizations can do".Pope Pius XI, Quadragesimo anno, 1931.
Thus, any activity of production (which distributism holds to be the most important part of any economy) ought to be performed by the smallest possible unit. This helps support distributism's argument that smaller units, families if possible, ought to be in control of the means of production, rather than the large units typical of modern economies. In Quadragesimo anno, Pope Pius XI further stated that "every social activity ought of its very nature to furnish help to the members of the body social, and never destroy and absorb them". To prevent large private organizations from thus dominating the body politic, distributism applies this principle of subsidiarity to economic as well as to social and political action.
Other amendments create the office of European Ombudsman, expand the Structural Fund assistance to the poorer EU regions; and broaden Community competencies in education, culture, public health, consumer protection, trans- European networks, industry and the environment. In these and other areas which do not fall within Community's "exclusive competence", in accordance with "the principle of subsidiarity" action is to be taken only if, "by reason of the scale or effects", the objectives cannot be more "efficiently" achieved by the Member States themselves.TEU pp. 13-14 In several of these areas, the Treaty seeks to enhance the "democratic functioning" of the institutions by conceding the directly-elected European Parliament rights not only of consultation but also of co-decision.

He was elected as the Member of the European Parliament for Kent East from 1979 (the first European Parliament Elections) to 1994, he served as Conservative Spokesman on Development Policy; Agriculture; Economic Affairs and Foreign Affairs. In 1984 he proposed the inclusion of subsidiarity in the Draft Treaty on European Union and led a European Parliament delegation, including Altiero Spinelli to the UK for discussions on the Draft Treaty with the Conservative, Labour, and Liberal parties, the CBI and the TUC.

Ederer, Edwin Mellen Press (2003)–review; and, Storck, Thomas, "A Giant Among Catholic Economists", New Oxford Review (February 2005) (1854-1926) and are also contained in the papal encyclical letter Quadragesimo anno (1931). Cobbenhagen and his fellow intellectuals advocated solidarism as a socio economic planning principle to overcome both individualist capitalism and state socialism, and a view of society as a community having an organic and hierarchical order and organized according to the principle of subsidiarity.
However, this Act does not cover other forms of physical coercion by police officers such as the use of handcuffs as these are seen as basic police measures that do not require specific legislation. The officer must be legitimately executing his duty and his actions and must be compatible under the principles of proportionality, subsidiarity, reasonability, and measure in order to use force. To ensure the Grand Ducal Police do not engage in police brutality, numerous safeguards and prevention methods are implemented. The police inspector (the term used for a common officer) must undergo legal and tactical training lasting an intensive 26 months followed by further training at an allocated police station.
De Benoist rejects the nation state and nationalism on the grounds that both liberalism and nationalism eventually derive from the same metaphysics of subjectivity, and that the centralized and "Jacobin" state French Republic had destroyed regional identities in the project of "one and indivisible" France. He stands instead for the political autonomy of each and every group, favouring an integral federalism built on the principle of subsidiarity that would transcend the nation state and give way for both regional and Europe identities to thrive. De Benoist believes that knowledge of ethnic and religious traditions is a duty which must be passed on to following generation, and he has been critical of the idea of a moral imperative to cosmopolitanism.
Subsidiarity, meaning that decisions are taken collectively if and only if they cannot realistically be taken individually, is a founding principle of the EU. In the 1950s, six core states founded the EU's predecessor European Communities (Belgium, France, Italy, Luxembourg, the Netherlands, and West Germany). The remaining states have acceded in subsequent enlargements. To accede, a state must fulfill the economic and political requirements known as the Copenhagen criteria, which require a candidate to have a democratic, free-market government together with the corresponding freedoms and institutions, and respect for the rule of law. Enlargement of the Union is also contingent upon the consent of all existing members and the candidate's adoption of the existing body of EU law, known as the acquis communautaire.
In 2009, Frérot was nominated to be the CEO of the Veolia group. Soon after Henri Proglio, the former director-general, stepped down in November to join Électricité de France, Frérot took over as the company's CEO. In addition to that, on December 12, 2010, he also became the Chairman of Veolia Environnement. Frérot's goal is to manage a "focused and reactive" enterprise whose activities are aligned with demands of the market and piloted by the State. The altar panel shows Christ in Heaven surrounded by four figures emblematic of the four pillars of Catholic Social Teaching: Saint Matthew the Evangelist representing the common good, Pope John Paul II representing solidarity, Theresa of Calcutta representing human dignity, and Louis Martin and Marie-Azélie Guérin representing subsidiarity.
The party participated in the 2009 European Parliament election in list with the Union of the Centre, representing the internal right-wing of the UdC, and Allam was elected MEP. The party was socially conservative and, in its program, supported: human rights, a pro-life stance, freedom and in particular religious freedom, the centrality of the family, democracy, economic liberalism, solidarity, subsidiarity, meritocracy and stewardship. The Fund is activated upon request of a member state when a company (whether national, multinational or SMEs) lays off more than 1,000 people either in an enterprise, or in a sector within a region, due to structural changes in world trade. The Fund seeks to intervene when redundancies have a significant impact on a region or a sector and therefore there is an EU dimension in terms of scale and impact. The EGF is open to all persons who work legally in the EU. It operates under the principle of subsidiarity, and in a system of shared management between the European Commission and the member state. Responsibility for implementing the EGF lies with the authorities of the member states.
Hilaire Belloc in 1915 In the early 20th century, traditionalist conservatism found its defenders through the efforts of Hilaire Belloc, G. K. Chesterton and other proponents of the socioeconomic system they advocated: distributism. Originating in the papal encyclical Rerum novarum, distributism employed the concept of subsidiarity as a "third way" solution to the twin evils of socialism and capitalism. It favors local economies, small business, the agrarian way of life and craftsmen and artists. In such books as Belloc's The Servile State (1912), Economics for Helen (1924) and An Essay on the Restoration of Property (1936) and Chesterton's The Outline of Sanity (1926), traditional communities that echoed those found in the Middle Ages were advocated and big business and big government condemned.
Since its inception, the European Community, then becoming the European Union, has faced the remarks and critics of two main school of thoughts: the federalists, defending a centralised decision-making model, and the intergovernmentalists, in favour of a broader share of competences. On one side, the federalist school is in favour of more supranational decisions. For them, most of the decisions should be taken at a central level, by the Union, in order to improve the efficiency of decision-making, enjoy scale economies and avoid negative spillovers issued from local decisions. The fiscal federalism theory therefore perceives the principle of subsidiarity as a guarantee that the decisions will be taken at central level when there would demonstrable benefits of conducting the policy by the Union.

By respecting the principles of democratic control and subsidiarity credit union leaders were able to achieve vast economies of scale without surrendering local autonomy. Compared to Schulze's urban credit unions, the village banks of Raiffeisen were smaller and had to rely on much more limited human resources. This made them very vulnerable to fraud and mismanagement, and (independently of any actual problems) very vulnerable to public skepticism.
