Solvent abuse is not a new phenomenon, the report points out, and is primarily found in "young and vulnerable people," according to Kramp.

The report's authors hope increased awareness will help reduce further inhalant-related deaths, through education in schools around the fatal consequences of solvent abuse.

In the short term, death from solvent abuse occurs most commonly from aspiration of vomit while unconscious or from a combination of respiratory depression and hypoxia, the second cause being especially a risk with heavier-than-air vapors such as butane or gasoline vapor. Deaths typically occur from complications related to excessive sedation and vomiting. Actual overdose from the drug does occur, however, and inhaled solvent abuse is statistically more likely to result in life-threatening respiratory depression than intravenous use of opiates such as heroin. Most deaths from solvent abuse could be prevented if individuals were resuscitated quickly when they stopped breathing and their airway cleared if they vomited.

Other known environmental conditions that have led to anophthalmia are maternal vitamin A deficiency, exposure to X-rays during gestation, solvent abuse, and exposure to thalidomide.

Supervised treatment intervention is for mid-range offenders who are required to undertake case managed treatment before sentencing. The drug court regime consists of more intensive treatment and judicial case management. Additionally, a drug court style program operates in Geraldton in the form the Geraldton Alternative Sentencing Regime (GASR). There has been effort put into investigating the possible use of oxiracetam as a medication to attenuate the symptoms of dementia. However, no convincing results were obtained from studies where patients suffering from Alzheimer's dementia or organic solvent abuse. Tests performed on patients with mild to moderate dementia experienced beneficial effects measured by higher scores on tests for logical performance, attention, concentration, memory and spatial orientation. The Lowdown is a documentary series for young people first broadcast on Children's BBC in 1988. Reminiscent of World In Action and Panorama it was produced by Landseer Productions, and broadcast after Newsround (and similar to Newsround Extra) until 1998. One episode of the documentary (filmed in Page Moss, Liverpool in 1992) looked at an educational programme called "Child to Child" and how it was being used to combat problems with solvent abuse that were prevalent in the area at the time.

An alternative to drug treatment is ventral intermediate nucleus (vim) thalamotomy. The tremors associated with toluene misuse do not seem to be a transient symptom, but an irreversible and progressive symptom which continues after solvent abuse has been discontinued. There is some evidence that low-level toluene exposure may cause disruption in the differentiation of astrocyte precursor cells. This does not appear to be a major hazard to adults; however, exposure of pregnant women to toluene during critical stages of fetal development could cause serious disruption to neuronal development.

Mackay was Parliamentary Under-Secretary of State for Scotland from 1982 to 1987 with responsibility for Health and Social Work and was Commons Scottish spokesman on Agriculture (which was the responsibility of the Earl of Mansfield sitting in the Lords). Against the advice of officials he supported a Private Member's Bill on solvent abuse, a scourge of the time, which became law in 1983.
