In 1937, after a study of overseas libraries, two branch libraries would be opened, as was a hospital library and its first mobile travelling library as well the cancellation of the returnable cash deposit making it a free library.

Fan convention organizer and comic dealer Phil Seuling approached publishers in 1972 to purchase comics directly from them, rather than going through traditional periodical distribution companies. Unlike the newsstand, or ID (for independent distributor) market, which included drugstores, groceries, toy stores, convenience stores, and other magazine vendors, in which unsold units could be returned for credit, these purchases were non-returnable. When the Metrication Board was abolished in 1980, agreement had been reached with the EEC regarding the use of certain imperial measures until the end of 1989, a date that was subsequently extended to 1999. By this date most pre-packaged goods were sold in metric quantities with loose goods and goods weighed in front of the customer continuing to be sold in imperial quantities. In 1999, when the British Government allowed the derogation for the use of imperial units to lapse, all goods (apart from beer, cider and milk in returnable containers) had to be priced in metric units. The changeover to selling of petrol by the litre rather than by the gallon took place after the Board was wound up.

Historically, financial motivation was one of the main drivers of reuse. In the developing world this driver can lead to very high levels of reuse, however rising wages and consequent consumer demand for the convenience of disposable products has made the reuse of low value items such as packaging uneconomic in richer countries, leading to the demise of many reuse programs. In the late 1970s, the distribution of comic books on spinners and racks at newsstands, drug stores and supermarkets continued, but Western also sold packs of three comics in a plastic bag to toy and department stores, airports, and bus/train stations, "as well as other outlets that weren't conducive to conventional comic racks". The newsstand comics were returnable -- the dealer could return unsold copies to the distributor for a refund -- but the bagged comics were not.

Ayrton convinced Richardson that Camouflage could implement this despite the shortage of time and materials. Ayrton's plan was to flatten and join thousands of the non- returnable 4-gallon petrol cans to make 5 miles of dummy pipe, which was laid in a trench and left for one day. The next night, the trench was filled in, and the pipe laid in a trench 5 miles further south. The trench remained about 10 miles short of its destination - the southern part of the British front line - on 23 September, showing Rommel that the pipeline and the attack were not ready. To give the pipeline realism, Ayrton planned dummy overhead storage tanks, pumphouses, and filling stations complete with dummy men and trucks.

In 2003 two American authors Ken Englade and Patricia Simpson sued HarperCollins (USA) for selling their work to its foreign affiliates in Canada, Australia, New Zealand and the UK at improperly high discounts (72.5% for hardback and trade paperbacks and 75% for mass market paperbacks). They asserted 'that Harper Collins has improperly engaged in selling quantities of its books on a non-returnable basis to its foreign affiliates, at below-market prices. Thus, according to plaintiffs, since Harper Collins and its foreign affiliates all have the same parent company, and since all of the contracts between authors and Harper Collins require that calculations of royalties to such authors be based on amounts "received" by Harper Collins, Harper Collins is essentially selling books to itself, at discounted rates, upon which it then calculates the author's royalty, and then Harper Collins shares in the extra profit when the book is resold to the consumer by the foreign affiliates, without paying the author any further royalty.' The suit was successful, and the court forced a class action readjustment for all authors contracted by HarperCollins between November 1993 and June 1999.
