One of the major tools of this strategy was the Regional Quality Assurance Program (Programme Régional d'Assurance Qualité (PRAQ)) which started in 1993 to help the PECO States implement the New Approach in their economy. The Acquis Communautaire contained 3,000 directives and some 100,000 pages in the Official Journal of the European Union to be transposed. It demanded a lot of administrative work and immense economic change, and raised major cultural problems – e.g.

To prevent Amazone from escaping once more, the British blockade squadron was reinforced. On the evening of 23 March 1811, Amazone left Le Havre once more, sailing west towards Cherbourg through the night. Escaping the ships watching Le Havre, Amazone was sighted at dawn on 24 March weathering Cape Barfleur by ship of the line HMS Berwick, which pursued the French frigate into a bay west of the Phare de Gatteville lighthouse. The day before his death, daily newspaper Le Phare had published a commentary by Mwamba criticizing authorities and the international community for what he deemed to be the failure of the country's political transition. It was not clear whether the killing was politically motivated; local sources said the attackers took only Mwamba's cell phone. On July 25, authorities in the southwestern port city of Matadi arrested and detained a former soldier, Vungu Mbembe, and two civilians, Mangenele Lowawi and Kunku Makwala Sekula, and charged them with Mwamba's murder. No trial date had been set by year's end.
Criticism continued after the construction, and a few years later the city council passed a by-law limiting building heights in the old town to — a size only exceeded by one other building at the time: the then seven-floor Hôtel-Dieu de Québec. Nowadays, however, the building is considered an architectural monument in the capital and a defining element of the city's skyline. When the proposal of the Phare de Québec major skyscraper project in the Sainte-Foy area began attracting criticism, parallels with the major controversies that surrounded Édifice Price′s construction were drawn.

Starting from 1993, there was a long and bitter dispute between Romania and Bulgaria about the location of the second Danube bridge. Bulgaria wanted to revive the isolated city of Vidin, putting the bridge as far west as possible, between Vidin and Calafat. A research under the European PHARE programme found that the most profitable place for the bridge would have been between Lom and Rast, but neither countries agreed with this. Romania wanted transiting trucks to stay in their country as long as possible by placing the bridge further east, between Turnu Măgurele and Nikopol.

Rather, they serve a function for allocating European Union PHARE funds for regional development, as well as for collection of regional statistics.

Morelli suffered from poor health, and this coupled with concerns about his Compagnie insulaire de navigation à vapeur kept him away from the senate, particularly from 1891. His company was in poor financial condition and Morelli did not manage it well while engaged in the senate. The Compagnie insulaire de navigation à vapeur, F. Morelli et Cie was declared bankrupt by two judgements pronounced by the Marseilles commercial court on 17 April 1891 and 5 May 1891, confirmed by the Aix-en-Provence court of appeal on 5 August 1891. On 16 May 1892 Le Phare de la Corse reported that five steamers of the former Morelli company had been auctioned at the Marseille stock exchange for one million francs.

In her review for AllMusic, Heather Phare wrote that the album "finds Vampire Weekend embracing change and delivering some of their most mature and satisfying music in the process". Thomas Smith of NME praised the album's fun nature, writing that it "sounds like the work of some pals noodling away in the studio and shooting the shit" and "more often than not it’s a hit, not a miss". In Robert Christgau's Expert Witness column for Vice, he applauded Koenig's complex exploration of class, describing it as a "sprightly, allusive, elusive, technically accomplished collection" that generally "bespeak[s] some fraught combination of lost youth, career anxiety, and, way down deep, political dismay." His one caveat was that the songs are "melodic yet seldom uplifting or effervescent".

Tiersen has always composed his music in solitude, starting from simple melodies to which he added subsequent layers. His first album, La Valse des monstres, is almost entirely performed by him alone playing all the instruments, with the exception of "Quimper 94" and "Le Banquet" with drums and charleston provided by Laurent Heudes. His second album, Rue des cascades, saw the participation of French soloist singer Claire Pichet, who provided vocals on two tracks on the album, "Rue des cascades" and "Naomi", and François-Xavier Schweyer, who played cello on "C'était ici" and "La Fenêtre". Le Phare saw his first collaboration with French singer and songwriter Dominique A. Claire Pichet and drummer Sacha Toorop are also featured on this album, but both albums can be considered as a one-man works.

Another major source of inspiration was il Risorgimento. In 1859 he published A Vittorio Emanuele II, celebrating Victor Emmanuel II, and one of his most importants poems, the 1018 verse Giuseppe Garibaldi (episodio della guerra per l’indipendenza italiana), first published in 1927, contributed in an original way to the creation of the Garibaldian myth. Not least of his achievements in this area was the composition of a version of Camicia rossa Garibaldina for which he was personally thanked by Garibaldi himself. In May 1869, to commemorate the centenary of the Battle of Ponte Novu (in which his grandfather had fought and been seriously injured) he published, in several installments in the Bastia weekly Phare de la Corse, a vast poetic fresco consisting of fourteen canti entitled Pasquale Paoli.

Ras Beirut XI or Minet ed Dhalia is on the second headland south of Pigeon Rock on the terrace and was excavated by Raoul Describes in 1914, publishing his studies in 1921 and originally suggesting he had found a large number of tools and waste from a Solutrean industry in the black soil that covered the limestone headland at a depth of .
HMS Amelia, John Christian Schetky, 1852, Norwich Castle Amazone, commanded by Captain Bernard-Louis Rosseau, attempted to sail to Cherbourg again on 23 March 1811. On this occasion Rosseau successfully evaded the blockade of Le Havre and by dawn on 24 March was weathering the point of Cape Barfleur. As the frigate passed the Phare de Gatteville lighthouse, only a few miles from her destination, she was spotted by a British ship of the line recently sailed from the British fleet anchorage at St Helens, the 74-gun HMS Berwick under Captain James Macnamara, then sailing approximately offshore. Macnamara took Berwick in pursuit, seeking to cut off Rosseau's advance, and the French captain managed to evade Berwick by taking shelter in a small bay west of the lighthouse.
