Facebook's lengthy public summary of libra says it will seek a group of at least 100 financial contributors which then also become voting board members in a not-for-profit governing body called the Libra Association.
|
|
Lawmakers pressed David Marcus, head of Libra, at a prior hearing for answers about how the project would comply with the complex web of banking, illicit finance, securities and money transferring regulations likely applicable to Libra.
|
|
David Marcus, the head of Calibra (which is a wallet for Libra), recently addressed the notion, saying that there's "no new money creation" in Libra, which will be backed 1:1 by a basket of currencies.
|
|
"The risks are increased by the anonymity that Libra users would have," Villeroy said in an interview with French weekly magazine L'Obs, adding that Libra would have to ensure transactions and users' data were fully secure.
|
|
Members who'll verify transactions can opt to invest more in exchange for more Libra Investment Tokens that will earn them dividends from the interest earned by the Libra Reserve after it pays for infrastructure and operations costs.
|
|
"The Libra Association, which will manage the (Libra) Reserve, has no intention of competing with any sovereign currencies or entering the monetary policy arena," Marcus will say, according to prepared testimony posted by the Senate Banking Committee.
|
|
For people who don't have the ability to digitally purchase Libra with a credit card or digitally linked account, Marcus says he expects companies in emerging markets to create locations where people can exchange Libra for cash.
|
|
I'd imagine that most of these businesses that we work with will support Libra more broadly, so even if we get these deals started it will benefit the whole ecosystem and every Libra wallet, not just Calibra.
|
|
Unlike cryptocurrencies like Bitcoin, Libra will be backed by a reserve of real assets, it can't be mined, there's no cap on the number of Libra that can be produced, and it won't be decentralized at launch.

The Libra Association maintains this basket of assets and can change the balance of its composition if necessary to offset major price fluctuations in any one foreign currency so that the value of a Libra stays consistent.
