The youngest of six sons, Donald J. Hying was born in West Allis, Wisconsin, to parents Albert and Catherine Hying (both deceased) on August 18, 1963. He attended St. Aloysius and Immaculate Heart of Mary grade schools, and graduated from Brookfield Central High School. Hying received his bachelor's degree from Marquette University and his master's degree from Saint Francis de Sales Seminary. On May 20, 1989, Hying was ordained a priest for the Milwaukee Archdiocese by Archbishop Rembert Weakland. He was associate pastor of St. Anthony Parish, Menomonee Falls, from 1989 to 1994.

On May 26, 2011, Pope Benedict XVI appointed Hying titular bishop of Regiae and auxiliary bishop of Milwaukee. He was consecrated on July 20, 2011.

200px On November 24, 2014, Pope Francis appointed Bishop Hying as the fourth Bishop of the Diocese of Gary, Indiana, and accepted the resignation of Bishop Dale Joseph Melczek, who had submitted his resignation as required when he reached the age of 75. Hying's installation in Gary took place on January 6, 2015. While he was Bishop over the Diocese of Gary, Hying oversaw that diocese's first Synod in 2017.

In 2006, Hying was temporary administrator of St. Augustine Parish, Milwaukee in 2006. He then became the Dean of Formation at Saint Francis de Sales Seminary from 2005 to 2007. He was appointed rector of St. Francis de Sales Seminary by Archbishop Timothy Michael Dolan from 2007 to 2011.

On April 25, 2019, he was named Bishop of the Diocese of Madison, Wisconsin, to replace the deceased Bishop Robert Morlino. He was installed on June 25, 2019. Hying was one of the few bishops to publicly criticize the destruction of statues due to the George Floyd protests, especially those of Junípero Serra in California. He also condemned Shaun King's calling for images of Jesus as a Caucasian to be destroyed.

There are about 270,000 Catholics in the Diocese. The bishop of the diocese was Robert C. Morlino until his death on November 24, 2018. Following Morlino's death the Diocese's College of Consultors elected Monsignor James Bartylla as diocesan administrator until a new Bishop is named. On April 25, 2019 Donald J. Hying of the Diocese of Gary, Indiana announced that Pope Francis had named him the next Bishop of Madison.

A year after he submitted his resignation, the Vatican accepted it on November 24, 2014. That same day, Bishop Donald J. Hying, the auxiliary bishop of the Archdiocese of Milwaukee, Wisconsin, was named the 4th Bishop of the diocese, replacing Melczek. Bishop Melczek became the apostolic administrator of the diocese until Hying's installation that following January. Bishop Melczek is the now the Bishop Emeritus of the Diocese of Gary.

The dispensation from Mass has since been extended through September 13. On Aug. 22, Bishop Donald J. Hying expressed extraordinary disappointment at the timing of a Dane County order to close in person instruction at schools that requires virtual instruction instead, which gave the parents less than sixty hours to make home-based arrangements. On August 28, 2020 Madison's St. Ambrose Academy and seven Dane County parochial schools filed an original action in the Wisconsin Supreme Court challenging the County health office's emergency order on religious liberty grounds and as lacking statutory authority.

Following its arrival on Trinidad, the unit's aircraft were kept very busy Hying very low-level patrols around Trinidad and, occasionally, some of the other nearby islands in the Lesser Antilles, morning and night, with special instructions to keep a watch for possible German saboteur landing attempts. On 25 June 1943, the character of the unit changed significantly when it was redesignated as the 39th Reconnaissance Squadron and was assigned five Bell P-39N Airacobras. The Squadron had been assigned to the Antilles Air Command from 1 June. With the war now having essentially passed the Lesser Antilles by, the need for the Squadron quickly ebbed and, on 26 February 1944, the unit was relieved from the AAC and transferred back to the U.S. where it went on to become the 101st Photo Reconnaissance Squadron on 12 June 1944.
