An ambitious 29-year-old at the forefront of the Imperial invasion, Maximilian is an Imperial prince, second in line of succession to the Imperial throne, and absolute commander of the Empire's occupation forces in Gallia. His strategies revolve around using massive force to crush the Gallian opposition, including super weapons such as huge land battleships and Selvaria's Valkyrian abilities.
In the anime version, it is revealed that Maximilian named Selvaria after a blue flower of the same name. After being captured by Gallian forces in Ghirlando, Selvaria sacrifices herself, annihilating the fortress and most of Gallia's main forces with it. :She is recruitable as a hidden character in Valkyria Chronicles II. Selvaria is known to be in the game as a pre-order bonus. Selvaria later appears as an antagonist character in the crossover title Project X Zone, opposing Kurt, Riela and Imca from Valkyria Chronicles III.

The characters of the Valkyria Chronicles games were designed by Raita Honjou. For Valkyria Chronicles, the developers aimed for a "rustic" look due to the game's use of the PlayStation 3's CANVAS engine. During the early development process, Raita based his designs more directly on examples from World War II, however they proved to be too modern for what the developers wanted to achieve. Thus, Raita aimed for a motif closer to that found in World War I, first creating Alicia and Welkin's concept illustrations and using them as a basis for the rest of the Gallian cast.
In the Japanese version, his given name was originally Karl, but was changed in the English version to Johann to avoid confusion with Karl Landzaat, a Gallian Militiaman who is also an Engineer. :In the anime, Johann/Karl's occupation is changed to a second lieutenant who is assigned as deputy to Selvaria Bles by Imperial High Command as part of a plot. He becomes loyal to the Drei Stern after Jaeger and Bles save him during an assassination attempt against Maximilian. He later confronts Maximilian in anger over the latter's lack of remorse to Selvaria's death.
Despite this, Kluivert continued to apply his military skills as a Gallian Army staff officer for many years, eventually leading to his selection as head of Lanseal. :In order to gain power to defend Gallia, Kluivert brought Foerster to the academy and together they formed Project Vahalla, providing her with students that were adequate enough to undergo her experiments and become Valkyrur. After Dirk stole all of the project's data, Kluivert's secrets are exposed to Avan and Hubert. Feeling that Lanseal had lost the war, he locks himself up alone in one of the laboratories and commits suicide by shooting himself.

Private Jimmy (Cole Gallian real self) (John Ferrell False Memory) was a Blue Team Simulation Trooper who was chosen to be the original host body of the Alpha. Not much was known of his past except that he had a girlfriend back home and that he was brought to Sidewinder by Captain Flowers who tells him that he is the 'final piece of a very complex puzzle,' and that the future would see him as the unsung hero of their story. To his horror he was restrained and violently implanted with the Alpha. Jimmy was later killed in the first season of Red vs Blue by Caboose.

Between 1977 and 2019, Gallian ran forty Research Experience for Undergraduates (REU) programs at the University of Minnesota Duluth. Together with their fellow squad members, these three are tasked to fight against a mysterious, primarily Darcsen Imperial unit known as Calamity Raven. As the Nameless officially do not exist, the upper echelons of the Gallian Army exploit the concept of plausible deniability in order to send them on missions that would otherwise make Gallia lose face in the war. While at times this works to their advantage, such as a successful incursion into Imperial territory, other orders cause certain members of the 422nd great distress. One such member, Gusurg, becomes so enraged that he abandons his post and defects into the ranks of Calamity Raven, attached to the ideal of Darcsen independence proposed by their leader, Dahau.
This is short-lived, however, as following Maximilian's defeat, Dahau and Calamity Raven move to activate an ancient Valkyrian super weapon within the Empire, kept secret by their benefactor. Without the support of Maximilian or the chance to prove themselves in the war with Gallia, it is Dahau's last trump card in creating a new Darcsen nation. As an armed Gallian force invading the Empire just following the two nations' cease-fire would certainly wreck their newfound peace, Kurt decides to once again make his squad the Nameless, asking Crowe to list himself and all under his command as killed-in-action. Now owing allegiance to none other than themselves, the 422nd confronts Dahau and destroys the Valkyrian weapon.
Gallian has won both the Allendoerfer and Evans awards for exposition from the Mathematical Association of America (MAA) and was the Pólya lecturer for the MAA from 1999 to 2001. His excellence in teaching earned him the Haimo Award for distinguished teaching from the MAA in 1993 and he was the Carnegie Foundation for the Advancement of Teaching Minnesota Professor of the Year in 2003. In 2019 he received the MAA's Mary P. Dolciani Award for making a distinguished contribution to the mathematical education of K-16 students in the United States or Canada. After managing to escape their hometown Bruhl after the Imperials captured it, the three of them join Squad 7 of the Gallian Militia to help free their country from the Empire. The theme song, is performed by Catherine St. Onge, as winner of the Animax Anison Grand Prix competition, under her chosen moniker of Himeka; the original score for the anime is composed and conducted by the game's composer Hitoshi Sakimoto. Born and raised in the southern Gallian town of Mellvere, Avan lived a fairly typical life working and attending high school. As a child, he looked up to his older brother Leon, who had excelled as a member of the nation's militia forces. However, the sudden news of Leon's death in December 1936 ignites his passion, after which he enrolls at Lanseal and is assigned to Class G. After his graduation, Avan travels throughout Gallia, helping to restore towns that were destroyed during the war.
