From 1326 to 1331, Kőszegi acted as co-judge alongside Judge royals Alexander Köcski, then Paul Nagymartoni several times. Kőszegi countersigned the peace treaty between Charles and the three dukes of Austria in Bruck an der Leitha on 21 September 1328. He summoned a general assembly in Vas County in July 1330, upon the request of the king.

Most of the discussion focussed upon the "promise of life" by the Bishop. Rothes swore to having seen Mitchell sign his confession, which was countersigned by himself. But both he and the archbishop denied that the promise of life had been given. Mitchell's counsel produced a copy of the Act of Council of 12 March 1674, in which his confession under promise of life was recorded, but a request that the books of the council might be produced was refused.

An absolute or a three-fifths majority is required in exceptional cases (for example, the accession into the EU needed a majority). The president can also exercise certain emergency powers, which must be countersigned by the appropriate cabinet minister. The president may not dissolve parliament, dismiss the government, suspend certain articles of the constitution, issue a proclamation or declare a state of siege without countersigning by the prime minister or the appropriate cabinet minister. Which would be the equivalent of £7,000,000 in today's money when re-valued by the rate of inflation. Prior to the second Robinson fight the system had been that the accountant dealt with the financial matters and his manager countersigned cheques for Randolph to withdraw money from his boxing earnings.

Each secretary of state was the head of a specialized department of state with a functional area of expertise (War, Foreign Affairs, the Navy, the Maison du Roi, Protestant Affairs) and a geographical area of expertise (several provinces). The secretaries gave council to the king, and countersigned (or co-signed) and expedited royal decisions (edicts and declarations). The secretaries of state were members of the king's "Conseil privé", but rarely attended its sessions. The secretaries of war and of foreign affairs attended the "Conseil royal de commerce".

Informing the council that they had captured "the tyrant and former Governor", they made two proclamations. The first—"chillingly uncompromising"—was from Fédon, demanding the British surrender within two hours and written in French, thus—to the British—confirming Jacobin influence over Fédon.The next speech had been prepared by Victor Hugues, in English, and countersigned by Goyrand and Le Bas. This emphasised the extent of his victory over the British at Guadaloupe, revenge, they said for the taking of Martinique by the "cannibals", Lords Grey and Jervis.

Germany let Hungary and Slovakia know that it would acquiesce to such a border revision. On 18 March, the Slovak leaders, in Vienna for the signing of the Treaty of Protection, were forced to accept that, and Bratislava ordered Slovak civil and military authorities to pull back. All other potential Hungarian requests were supposed to be illegal in Slovakia. Hungary was aware that Slovakia had signed a treaty guaranteeing Slovakia's borders on 18 March and that it would come into force when Germany countersigned it.

On another occasion he himself becomes complicit in a corrupt transaction. Rueful after the event, he is told some time later by Federico, his accomplice, that "things were different now . . . every move you make is watched, everything is countersigned" (p 245). At one point during the lobbying over the privatization of the country's oil industry, Richard becomes convinced that the privatization would be bad for Argentina (p 260), but the insight is not further developed nor does it lead to any change of course on Richard's part.

Rather, responsibility rested with the ministers; all acts of the sovereign had to be countersigned by a minister, who then became responsible for it. Although the constitution was very advanced and democratic in many respects, it also contained imperfections in the functioning of state institutions that made it easy to subvert democracy. For instance, the King appointed the president of the Council of Ministers, who then organised elections. The government was thus in a position to ensure that its party won a majority in the legislature.

All legislative and executive powers were transferred to the hetman who also was recognized as the Commander-in-Chief of the National Armed Forces. The mentioned edicts provided the Council of Ministers with the legislative and executive functions, members of which were appointed by the hetman and solely responsible to him. All decrees and orders of the hetman had to be countersigned by an otaman-minister (prime-minister) or another appropriate minister, while the hetman was to ratify all decision of the council. Civil rights were to be guaranteed within the limits of the law.

The company quartermaster sergeant was required to sign for the uniforms and equipment that were in his custody and before disbursing these items to a soldier, he required a signature of receipt, countersigned by an officer. U.S. Cavalry company quartermaster chevrons The rank of company quartermaster sergeant was not a command position, although he was required to know the drills and the duties and responsibilities of the line NCOs. He was the second most senior NCO in the company after the first sergeant. During combat, his place was safeguarding the company wagon and its supplies.

All presidential decrees must be countersigned, however, and the president is bound by the constitutional reality that the prime minister is responsible for the functioning of the government. The president is elected for a five-year period and is limited to two terms in office. In the event that no candidate wins a simple majority of the popular vote, a run-off election is held between the two leading candidates within a period of two months. The most important unwritten law regarding the executive branch revolves around the côtier/central highlands distinction.

The construction of the cathedral was finished by Géza's spouse Queen Euphrosyne of Kiev after the death of Martyrius. In 1157, Martyrius appears as a witness, when the Barátka church was granted the salt custom of Nána and Párkány (Štúrovo, Slovakia) by Géza. In the same year, Martyrius countersigned the last will and testament of comes Wolfer (co-founder of the gens Héder and ancestor of the Kőszegi family). According to a non-authentic charter, which contains royal donations to the Diocese of Nyitra, Archbishop Martyrius was still alive on 13 February 1158.

Dana recalls the times after the success of the song: "There was no fortune, only fame." Surin adds: "Each of us received the first one or two cheques and then, no more. It's not that the recording company didn't pay Tokyo Square... The fault was within the band." It turned out that the contract between the band and the recording company had been signed by only one person and was not countersigned by the other members, so the signatory was not legally bound to distribute payment to the rest of the band members.

In March 1998, prompted by Deborah Massey from Frank Massey and Sons funeral parlour, Dr Linda Reynolds of the Brooke Surgery in Hyde expressed concerns to John Pollard, the coroner for the South Manchester District, about the high death rate among Shipman's patients. In particular, she was concerned about the large number of cremation forms for elderly women that he had needed countersigned. Police were unable to find sufficient evidence to bring charges, and closed the investigation on 17 April. The Shipman Inquiry later blamed the police for assigning inexperienced officers to the case.

In addition to these teachers, Trias learned from other martial art teachers, such as Yajui Yamada (judo), Gogen Yamaguchi (Gōjū-ryū), Roy Oshiro (Gōjū-ryū), Yasuhiro Konishi, Makoto Gima (Shotokan, Shitō-ryū), and several others. Both Konishi and Gima served as mentors to Trias instead of in a formal teacher-student relationship. Konishi, a prominent student of Gichin Funakoshi, Choki Motobu, and Kenwa Mabuni, recognized and countersigned Trias's promotion certificate to 9th Dan by the USKA in the 1960s.

Baron Ádám Récsey de Récse (, ; 10 February 1775 – 26 October 1852) was a Hungarian general, joined the army of Habsburg Monarchy, and briefly a politician who was appointed illegally as the Prime Minister of Hungary by King Ferdinand V during the Revolution of 1848, serving in this capacity from 3 October to 7 October 1848. Récsey countersigned his own appointment, neglecting the Diet of Hungary. He resigned when an uprising broke out in Vienna in the effects of the Hungarian Revolution. He was the only Hungarian Prime Minister, who was born in the 18th century.

In 1935, the Royal Canadian Mounted Police Long Service Medal was established as the first award specifically for service in Canada. The Canadian government managed the creation of this medal by passing the recommendation on to the Dominions Office, who had experience with drafting Royal Warrants. In 1934, King George V signed the Royal Warrant creating the Royal Canadian Mounted Police Long Service Medal. Prime Minister R.B. Bennett countersigned the Royal Warrant on 15 December 1934, signifying that the King was acting on the advice of his Canadian Ministry.

However, all prescriptions and most other orders (e.g., radiology requests and charting of IV fluids) made by trainee interns must be countersigned by a registered doctor. New Zealand medical schools currently award the degrees of Bachelor of Medicine and Bachelor of Surgery (MBChB). Upon completion of the 6th year, students go on to become "House Officers," also known as "House Surgeons" for 1–2 years where they rotate through specialities in the first year and then begin to narrow down to what they'd like to do for speciality training in the second year.

Up to 50,000 Scottish troops arrived on the continent having been levied on warrants issued by the Privy Council and countersigned by their king, usually at periods corresponding to the participation of a particular ally in a campaign against the Habsburgs. They mostly served initially in established Scottish brigades in the Dutch Republic and Sweden which had existed before 1618. Later, specially commissioned army groups were also created in Denmark-Norway and France to facilitate further Scottish participation. Some fought for better prospects, some for kin loyalty, not a few for dynastic and confessional considerations.

The legislature also instituted a new commission to modify the composition of the Lumumba Government. It recommended that Adoula be made Deputy Prime Minister, that Vital Moanda, Bolikango, and Kalonji be given ministerial portfolios, and that Kashamura (who was strongly disliked by the deputies), Bomboko, and Delvaux be excluded. The next day Kasa-Vubu rejected Parliament's action in a communique, declaring the joint session to be illegal. Fearing that the Iléo Government would never secure a vote of confidence, he proceeded to adjourn Parliament for one month in an order that was countersigned by Iléo.

The Ministry of Defence (MINISDEF) is the department of the Government of Spain responsible for planning, developing and carrying out the general guidelines of the Government about the defence policy and the managing of the military administration. It is the administrative and executive body of the Spanish Armed Forces. According to the Constitution of 1978, the Monarch is the Commander in Chief of the Spanish military. He can declare war or conclude peace with authorization of the Cortes Generales, provided this act is countersigned by the Prime Minister.

Their parish priest, Emmanuel Metaxí, angered Catholic supervisors by omitting references to Filioque and ignoring the Gregorian calendar. Other Byzantine-Rite Greeks were prosecuted for similar offenses involving the calendar, prompting priest Constantin Sguro to ask advice from the Holy See. In one other case, the five daughters of a Greek priest were formally investigated by the Inquisition after accusations that they practiced witchcraft using his leftover chrism. In 1600, Metaxí bequeathed Damascena Church to monks from the Church of Sinai; unusually, this transfer was countersigned by the Catholic Archbishop, Tomás Gargallo.

According to Article 109 of the constitution: "The King sanctions and promulgates laws". In Belgium, the royal assent is called sanction royale / koninklijke bekrachtiging (Royal Sanction), and is granted by the King signing the proposed statute (and a minister countersigning it). The Belgian constitution requires a theoretically possible refusal of royal sanction to be countersigned—as any other act of the monarch—by a minister responsible before the House of Representatives. The monarch promulgates the law, meaning that he or she formally orders that the law be officially published and executed.

He was also responsible for acquiring fuel, forage for the horses, and straw for bedding for the company. These were normally drawn from the supplies of the regimental quartermaster, along with replacements for uniforms and equipment. When they were not available from stores, the company quartermaster sergeant was responsible for forage parties to acquire them. The company quartermaster sergeant was required to sign for the uniforms and equipment that were in his custody and before disbursing these items to a soldier, he required a signature of receipt, countersigned by an officer.

Other letters patent, due to the nature of their contents (such as those that authorise the expenditure of money, or those that signify Royal Assent to Acts of Parliament), require the royal sign-manual to be affixed directly to them. Such letters patent contain, at the bottom, the words: "By the King/Queen Him/Herself, Signed with His/Her own hand." The royal sign- manual is usually placed by the sovereign at the top of the document. These papers usually must be countersigned by a principal secretary of state or other responsible minister.

Iban, who bought a house in Vienna, borrowed large sums to the dukes in the following years. He countersigned that document, which granted Leopold control over Tyrol, Further Austria and Carniola while income would be split between the dukes in July 1373. After the Treaty of Neuberg (1379), which determined the division of the Habsburg hereditary lands, Iban's lands in Styria belonged to Leopold's realm, while his possessions in Lower Austria was under the suzerainty of Albert. In the 1370s, Iban received several pledge lands from the dukes (for instance, Mahrenberg and Aspang castles).

The party also advocates that terminally ill people should have the right to legally choose assisted dying, on which subject it believes "provisions should apply only to those with a terminal illness which is likely to result in death within six months". It also states that "such a right would only apply where the person has a clear and settled intention to end their own life which is proved by making, and signing, a written declaration to that effect. Such a declaration must be countersigned by two qualified doctors".Assisted Dying .

The law was not enforced as General Sarit soon overthrew the elected government in a coup and repealed the law. Bhumibol had the constitutional prerogative to pardon criminals, although there are several criteria for receiving a pardon, including age and remaining sentence. The 2006 pardoning of several convicted child rapists, including an Australian rapist and child pornographer, caused controversy. However, under the Thai constitution, the king has the prerogative to grant pardons and all laws, royal rescripts, and royal commands relating to state affairs must be countersigned by a minister unless otherwise provided for in the constitution.

An ordinary member can become a voting member of the Club, has he been able to show his continuous participation of the Club's activities for two years. His application must be recommended and countersigned by two other qualified voting members and is subject to the approval of the Standing Committee of the Club. In recent years there have been changes of the procedure that applicants are required to attend seminars on the Club's history. It is seen as necessary, as the voting members are the electors of the Standing Committee, the governing body of the Club.

Blaise Diagne, an indigenous Senegalese, was elected deputy for Senegal in 1914 despite protests about whether he had French nationality. He made his first speech in 1917, where he said that he had the right to serve as a deputy as a French citizen. The text of his speech was countersigned by Louis-Albert Grodet (Guiana), Paul Bluysen (French India), Joseph Lagrosillière, Gratien Candace (Guadeloupe), Georges Boussenot (Réunion), Achille René-Boisneuf (Guadeloupe), Henry Lémery (Martinique), Lucien Gasparin (Reunion) and Ernest Outrey (Cochinchina). In the 1919 general elections Grodet was defeated in the first round by Jean Galmot.

In 1534, William and Edmund Walsingham examined Anne Husee on the charge of addressing Henry's daughter Mary as Princess when Anne had stayed with her at Hunsdon, and whether she thought her the lawful daughter of the king. Anne Husee, knowing her head to be in danger if she continued to support Mary, took the more prudent way and besought pardon. 'She most humbly beseecheth his Highness of mercy and forgiveness, as One that is repentant for that she hath so offended and purposeth never hereafter to fall in to semblable danger, – signed Anne Husee, countersigned Edmund Walsyngham. Per me Gulielmum Petre'.

Samuel was born in the West Indies the younger son of soldier John Davis, whose appointment as Commissary general there had been signed by King George II in 1759 and countersigned by William Pitt. After his father died, Davis returned to England with his mother (who was of Welsh descent, née Phillips) and his two sisters. He became a cadet of the EIC under the aegis of director Laurence Sulivan in 1788, and sailed for India aboard the Earl of Oxford, which also brought the artist William Hodges to India, arriving in Madras in early 1780.

Following major sieges such as the Siege of Esztergom (1543), Suleiman took a commanding position in Hungary, obtaining the signature of the Truce of Adrianople with the Habsburg in 1547. Letter of Francis I to the Drogman Janus Bey, 28 December 1546, delivered by D'Aramon. The letter is countersigned by the State Secretary Claude de L'Aubespine (bottom right corner). Besides the powerful effect of a strategic alliance encircling the Habsburg Empire, combined tactical operations were significantly hampered by the distances involved, the difficulties in communication, and the unpredictable changes of plans on one side or the other.

As the head of state, the president has the power to dissolve the DPR and order for an election to be held within 30 days. Militarily, the president holds supreme authority over the Armed Forces although any decision on this matter needs to be countersigned by the appropriate ministers and wartime control of troops has to be placed under an Armed Forces Commander. The president requires permission from the DPR to declare war and sign treaties although he or she has independent power to appoint ambassadors and to accept them. The president also has the power to grant pardons.

The declaration may either be made on a separate document, or incorporated in another trade document, such as an invoice. Where third-party certification is required, normally the certificate of origin must be signed by the exporter or the manufacturer, and countersigned by a local issuing body, such as a chamber of commerce or a customs authority. The certification officer may require the exporter or manufacturer to submit documents relating to the manufacturing process, or even examine the manufacturing premises. The certification process will thus incur some costs, including the fees paid to the competent authority.

In Spain, Article 91 of the Constitution provides that the King shall give his assent to laws passed by the Cortes Generales (the legislative power) within 15 days after their final passing by them. The King has no veto power over the passed laws,Congress. Constitution, Article 91, synopsis as his acts, per Article 56.3 of the Constitution, are null and void if not countersigned by the Prime Minister. Furthermore, Article 59.2 allows the Cortes Generales to declare the King barred and suspend him temporarily or remove him from the post given the case that he refuses to comply with his constitutional duties.Congress.

The 1991 Constitution significantly increased judicial and legislative oversight of the executive's use of states of exception (articles 212 and 213), which are subject to the following provisions: # All decrees must be signed by the President and countersigned by all ministers, and be directly and specifically connected to the situation for which a state of exception was declared. # Human and fundamental rights may not be suspended, and international humanitarian law must be respected. The measures adopted must be proportional to the gravity of the events. # The normal functioning of the branches of government and state institutions cannot be impeded.

In the charters originating from him and in those which he countersigned, he called himself the fifth Lord of Laval of his name, not the seventh, as Blondel wrote, nor the fourth, as seen by Père Anselme: 8. Complaints about his harassment of the Abbey of Marmoutier and the domains it possessed in the district of Laval were referred to Pope Eugene III. On Guy's refusal to make good the damage done, the pontiff ordered Guillaume Passavant, Bishop of Mans, to excommunicate him and to ban his land; an act exercised in 1150.Chopin, de Doman.

Horace Walpole referred to the property as Mabland in a letter to Richard Bentley, a mocking reference to the ornate decoration of contemporary Marylebone Gardens. Some observers conjecture that Walpole was piqued by his neighbour's anticipation of his own architectural ambitions, as this pre-dated his embellishment of Strawberry Hill House. Alexander Pope lived nearby to the north, their two respective properties perhaps separated by one or two small intervening houses. Robartes was a witness to Pope's will, whilst Pope countersigned a lease for Robartes, evidence that the two were on good terms during their 22 years as neighbours.

In 1826, the governor Lucas Fernandez dispatched a decree to change the name of the city to Matamoros, in honor of Mariano Matamoros, a hero of the Mexican War of Independence who participated along with José María Morelos. During the Texas Revolution (1836), Matamoros was the fortress for many Mexican soldiers against rebel attacks. In 1851, the city of Matamoros was again heroic for defending soldiers against attacks, and the troops of Francisco Avalos were able to repel their enemy. After that victory, the state congress granted Matamoros the title of "Heroic", countersigned by the Mexican Congress.

In such circumstances, the president may convene government cabinet meetings and preside over them. If the parliament is not in session, the president is authorized to regulate all matters required by the state of war through regulations carrying the force of law. In case of an immediate threat to the independence, unity and existence of the state, or if the governmental bodies are prevented from performing their constitutional duties regularly, the president may, at the proposal of the prime minister, issue regulations carrying the force of law. Such regulations must also be countersigned by the prime minister to become valid.

An unissued $10 Small Treasury Note, authorized by the Act of February 24, 1815. This particular note is a remainder which was given a serial number but was never countersigned. A Treasury Note is a type of short term debt instrument issued by the United States prior to the creation of the Federal Reserve System in 1913. Without the alternatives offered by a federal paper money or a central bank, the U.S. government relied on these instruments for funding during periods of financial stress such as the War of 1812, the Panic of 1837, and the American Civil War.

They agreed, "France would place all her forces at the disposal of the League of Nations to oppose a violation of the Treaties".A. J. P. Taylor, The Origins of the Second World War (Penguin, 1991), p. 130. On 8 March, Prime Minister Albert Sarraut went on French radio to state: "In the name of the French government, I declare that we intend to see maintained that essential guarantee of French and Belgian security, countersigned by the English and Italian governments, constituted by the Treaty of Locarno. We are not disposed to allow Strasbourg to come under fire from German guns".

Until the revocation of the Edict of Nantes (1685), the secretary – whose oversight covered a huge geographical area – was especially concerned with communicating with provincial governors, intendants and bishops regarding real or imagined violations of the provisions of the Edict, and disputes concerning the demolition of temples and religious freedom. As public opinion in the 17th century became increasingly hostile to the Huguenots, the secretaries fulfilled their duties in applying more rigorous measures on the Protestants. In 1685, the then-secretary, Balthazar Phélypeaux, countersigned the Edict of Fontainebleau. The department continued to exist after the revocation, although its purview changed.

The office of Namiestnik was introduced in Poland by the Constitution of Congress Poland (1815), in its Article 3 (On the Namiestnik and Council of State). The namiestnik was chosen by the Tsar from among the noble citizens of the Russian Empire or the Kingdom of Poland, excluding naturalized citizens. The namiestnik supervised the entire public administration and, in the monarch's absence, chaired the Council of State of Congress Poland, as well as the Administrative Council of Congress Poland. He could veto the councils' decisions; other than that, his decisions had to be countersigned by the appropriate government minister.

State Seal Act (1904)After a legislative paper is signed by the King and countersigned by a competent authority, the seals are affixed to it by the officers of the Cabinet Secretariat which acts as their Keeper. Following that, a copy is published in the Government Gazette, whilst the original paper is placed for safekeeping at the Cabinet Secretariat. The constitution, however is made into three handwritten copies in the form of a traditional Thai book. The three copies were then given to; the Cabinet Secretariat, the Secretariat of the House of Representatives and the Bureau of the Royal Household.

It is generally assumed that this also fulfills the demand of signature by Article 47. The affirmation needs sign and ministerial countersign but also the older Royal Order has to be signed and countersigned, ordering to publish the law in a special publication, the Staatsblad van het Koninkrijk der Nederlanden (Bulletin of Acts, Orders and Decrees of the Kingdom of the Netherlands, also called Bulletin of Acts and Decrees). Only after such publication the law has an external binding force (Article 88). In the Dutch constitutional system there is not only formal law; also other general governmental regulations are recognised, binding the citizen; the overarching concept is called "material law".

With unrest spreading to army officers in England, the Cabinet acted to placate the officers with a statement written by Asquith reiterating the duty of officers to obey lawful orders but claiming that the incident had been a misunderstanding. War minister John Seely then added an unauthorised assurance, countersigned by General John French (the head of the army), that the government had no intention of using force against Ulster. Asquith repudiated the addition, and required Seely and French to resign. Asquith took control of the War Office himself, retaining the additional responsibility until the war began in 1914.Jenkins, Asquith (1964) pp 311–13.

Constitution, article 10 At this point, the President of France, the speaker of either house or a delegation of 60 deputies or 60 senators can ask for the text to undergo constitutional review before being put into force;Constitution, article 61 it is then sent before the Constitutional Council. The President can also, only once per law and with the countersigning of the Prime Minister, send the law back to parliament for another review. Otherwise, the President must sign the law. After being countersigned by the Prime Minister and the concerned ministers,Constitution, article 19 it is then sent to the Journal Officiel for publication.

The constitution starts with an imperial edict made by the Emperor. It contains the Emperor's Privy Seal and signature, and is countersigned by the Prime Minister and other Ministers of State as required by the previous constitution of the Empire of Japan. Following the Belgian model, executive power was entrusted to the Prince, but he was not responsible for exercising it. An example in which a countersignature is needed is with British passport applications.

On 29 March 1889, the French warship Dives landed on Rimatara with the colonial governor of French Oceania, Étienne Théodore Lacascade, on board, and he had Rimatara and its dependency Îles Maria declared a French protectorate. The French sources state that the queen, regent and chiefs had personally petitioned Governor Lacascade to take over the islands, but British sources believed the whole affair to be largely contrary to the desire of the majority of the islanders. With unrest spreading to army officers in England, the Cabinet acted to placate the officers with a statement written by Asquith reiterating the duty of officers to obey lawful orders but claiming that the incident had been a misunderstanding. The use for the ideological-political end or to present a specific belief is not allowed. An entity that has interest can send the documents to the Statement of Interest Register (CDI). A first group of 28 Victoriaschule prisoners, with a single Wehrmacht officer as defence lawyer,Dieter Schenk, Die Post von Danzig, page 96 was tried on 8 September, a second group of 10, who recovered in the hospital, on 30 September. All were sentenced to death as illegal combatants under the German special military penal law of 1938. The sentence was demanded by the prosecutor Hans Giesecke and declared by presiding judge , vice-president of the Oberlandesgericht Danzig (Higher Regional Court of Danzig). Twenty-eight of the judgements were countersigned, and thus became legally valid, by General Hans Günther von Kluge, the further 10 by Colonel Eduard Wagner, who later committed suicide on 23 July 1944 as a member of the 20 July plot.

The president of Croatia may dissolve Parliament upon the request of the government if the government proposes a confidence motion to Parliament and the majority of all deputies adopt a motion of no confidence or if Parliament fails to approve government budget 120 days after the budget is proposed in the parliament. That decision must be countersigned by the prime minister to become valid. The president may also dissolve Parliament after a motion of no confidence supported by a majority of all deputies has been adopted and a new government cannot be formed within 30 days or if a new government cannot be formed after general elections (maximum period of 120 days). However, the president may not dissolve Parliament at the request of the government if a procedure to determine if the president has violated provisions of the constitution is in progress.

The general nominated another subordinate to replace his colleague Nguyen Van Xuan, but Minh Mạng overruled him and instead appointed one of his mandarins Bui Minh Duc to the post. Although the emperor formally asked Duc to cooperate with Duyet, Minh Mạng then appointed Duc to the post of Minister of the Board of War, putting him above the general in the chain of command, effectively making Duyet irrelevant with regards to the running of the protectorate. Ross was one of the trusted senior advisors to Prime Minister Ian Douglas Smith attending the talks with the British Government in Gibraltar aboard in 1969. He was one of the two primary drafters of the Rhodesian Proclamation of Independence (Unilateral Declaration of Independence) and in recognition was granted one of fourteen copies which were countersigned by the original signatories. After influential entrepreneur Assis Chateaubriand Bandeira de Mello brought the problem to the attention of high-ranking Brazilian authorities, the Brazilian Government agreed to take exceptional measures to remedy the situation of the royal couple. Accordingly, the question of the recognition of the marriage in the law of Brazil was settled on 20 October 1942, when the dictatorial Brazilian President Getúlio Vargas issued a special "alvará" (a kind of decree), naming ex post facto one of the guests of the religious wedding as his representative empowered to witness that wedding on behalf of the Presidency of the Republic. By this same document the Brazilian President directed that, extraordinarily, the religious wedding already celebrated on 15 October should be recognized as having civil effects, and that the said decree of the Presidency of the Republic would have full force as a Brazilian civil marriage certificate, with effect retroactive to 15 October. The decree was countersigned by the Brazilian Minister of Education and Culture, Gustavo Capanema, then Acting as interim Minister of Foreign Affairs, and was published in the Official Journal of the Brazilian Government on 22 October 1942.
