The District Commissioner was hard put in 1922 for instance to produce 200 able-bodied young men to work on a local road-building project. The battalion was disbanded in 1943, and the Jewish laborers were sent to work camps. The first labor centers were established in early 1941 by the ÚŽ as retraining courses for Jews forced into unemployment; 13,612 Jews had applied for the courses by February, far exceeding the programs' capacity. On 4 July, the Slovak government issued a decree conscripting all Jewish men aged 18 to 60 for labor. Although the ÚŽ had to supplement the workers' pay to meet the legal minimum, the labor camps greatly increased the living standard of Jews impoverished by Aryanization.

This meant to put an end to local particularism, which was seen first in the violent suppression of the Hauran Druze Rebellion in Syria in 1909. During the Syrian rebellion, the Ottomans succeeded in suppressing the Jabal Druze revolt after conquering the villages, forcibly registering villagers and disarming them, collecting taxes in cash or cattle, and conscripting 1000 men into the Ottoman army.

Pećanac joined forces with local leader Kosta Vojinović, and they both established headquarters on Mount Kopaonik. In September 1916, the Serbian high command sent Kosta Pećanac into the Toplica District to organize a guerrilla uprising. There, Pećanac contacted several groups and joined forces with local leader Kosta Vojinović and they both established headquarters on Mount Kopaonik. In January–February 1917 the Bulgarians began conscripting local Serbs for military service and a rumor was spread that the Allies had reached Skopje, so the Serbs should rise in revolt. The decision for this rebellion was taken and on February 21, near the Toplica river the rebellion broke out.

The program was reintroduced in 1908 on, costing Finland much of its autonomy and again causing further Finnish resistance, including the Jäger movement. During 1909-1917 the Finnish politicians in the Senate of Finland were replaced by Finnish-born officers of the Russian army who were formally subjects of the Grand Duchy, creating the so-called admiral- senate or saber-senate. Russia demanded higher payments for not conscripting Finns (issue of sotilasmiljoonat, "Military millions"). The 1910 "Law of all- Empire legislation procedures" removed most of Finnish legislation from the newly established Finnish Parliament to the Russian Duma and State Council.

The government does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. During the reporting period, the government took steps to investigate and address the problem of forced child labor in animal herding. It also initiated efforts to raise awareness about the illegality of conscripting child soldiers, to identify and remove children from the ranks of its national army, and to demobilize children captured from rebel groups. Thomas Lubanga Dyilo (born 29 December 1960) is a convicted war criminal from the Democratic Republic of the Congo (DRC) and the first person ever convicted by the International Criminal Court (ICC). He founded and led the Union of Congolese Patriots (UPC) and was a key player in the Ituri conflict (1999–2007). Rebels under his command have been accused of massive human rights violations, including ethnic massacres, murder, torture, rape, mutilation, and forcibly conscripting child soldiers. Monument dedicated to the memory of the Urkun massacre in Victoria park, Karakol, Kyrgyzstan In June 1916, Tsar Nicholas II adopted a draft of conscripting Central Asian men from the age of 19 to 43 into labor battalions for the service in support of the ongoing Brusilov Offensive. As a result, a revolt broke out on July 3 among the Muslim inhabitants of Russian Turkestan against the Russian authorities. Russia was forced to divert several thousand soldiers from the Eastern Front to suppress the rebellion, which ended in February 1917. Suppression of the rebels was typified by general massacres against the local population.

Carta's successful escape to Egypt rekindled the idea of abducting the chief military commander of Crete. In 1943, Major Patrick Leigh Fermor and Captain William Stanley Moss hatched the plan in Cairo for the abduction of General Friedrich-Wilhelm Müller, then military governor of Crete and commander of the 22nd Air Landing Division. Müller had gained a reputation for brutality and was despised by the Cretan people, being personally responsible for mass executions, torture, razing of villages and conscripting civilians into labour units. The SOE planned to kidnap him while keeping the use of violence at a minimum and transport him to Egypt, thus giving a morale boost to the Cretans.

By the year 737, Emperor Xuanzong discarded the policy of conscripting soldiers that were replaced every three years, replacing them with long-service soldiers who were more battle-hardened and efficient. It was more economically feasible as well, since training new recruits and sending them out to the frontier every three years drained the treasury. By the late 7th century, the fubing troops began abandoning military service and the homes provided to them in the equal- field system. The supposed standard of 100 mu of land allotted to each family was in fact decreasing in size in places where population expanded and the wealthy bought up most of the land.

The involvement of the Grand Duchy of Luxembourg in World War II began with its invasion by German forces on 10 May 1940 and lasted beyond its liberation by Allied forces in late 1944 and early 1945. Luxembourg was placed under occupation and was annexed into Germany in 1942. During the occupation, the German authorities orchestrated a programme of "Germanisation" of the country, suppressing non-German languages and customs and conscripting Luxembourgers into the Wehrmacht, which led to extensive resistance, culminating in a general strike in August 1942 against conscription.

This led to much larger numbers of ethnic Russian settlers flowing into Turkestan than had hitherto been the case, and their settlement was overseen by a specially created Migration Department in Saint Petersburg (Переселенческое Управление). This caused considerable discontent amongst the local population as these settlers took scarce land and water resources away from them. In 1916 discontent boiled over in the Basmachi Revolt, sparked by a decree conscripting the natives into labour battalions (they had previously been exempt from military service).

Besides Turki al Buhamad, the Fighters of the Tribes are also led by his brother Ahmad al Buhamad; both of them are part of the Al Buhamad tribe of Raqqa Governorate. Their militia claims to have thousands of supporters among tribes in central Syria, and its recruits are mostly drawn from eastern Syrian tribal members (such as the Deir ez-Zor and al-Hasakah Governorates), though they also have fighters from the Aleppo, Hama, and as- Suwayda Governorates. Pro-Opposition sources have accused the Fighters of the Tribes of forcibly conscripting and blackmailing people into enlisting. Most of militia's troops are members of the Arab Socialist Movement.

Under proclamation signed April 23, 1898, President William McKinley ordered the call up of 125,000 troops. Rhode Island was directed by Secretary of War Russell A. Alger to raise a regiment of infantry from existing militia units in lieu of conscripting 720 individuals to augment the Regular Army as U.S. Volunteers by letter dated April 25, 1898. On May 2 the state established a camp site at Quonset Point in Rhode Island, and formally named the site "Camp Dyer" in honor of Governor Elisha Dyer, Jr. on May 7, 1898. The regiment began to muster until fully assembled between May 10 and 17, with Colonel Charles Wheaton Abbot, Jr., commanding.

In 1785, Governor John Sevier signed the Treaty of Dumplin Creek, which "Ceded the territory south of the French Broad and Holston Rivers and west of the Big Pigeon River and east of the ridge dividing Little River from the Tennessee River to the State of Franklin." Upon signing this treaty, Sevier began conscripting trusted men to settle the new territory. Two of these men that Sevier trusted were Martin Shultz and Frederick Emert, who had both served with Sevier in the Revolutionary War. Martin and his family moved into what would become known as Emert's Cove, in current day Pittman Center, Sevier County, Tennessee.

The Civil Constructional Corps (CCC) was an organised labour force of men who volunteered or were conscripted (manpowered) into service to provide wartime infrastructure during World War II in Australia. In April 1942, the CCC was established to supply labour forces for the creation of infrastructure such as aerodromes, gun emplacements, barracks, roads and other projects undertaken by the Allied Works Council. Labour was obtained by conscripting men between the ages of 18 and 60, who were not serving in the armed forces or a reserved occupation. The men received civilian award rates but could not strike and were sent anywhere within Australia where work was required to be undertaken.

The movie was shot during fall 1991 using the production capabilities of Avala Film. The making of the movie coincided with the beginning stages of the disintegration of SFR Yugoslavia that included continual ethnically motivated incidents in the breakaway constituent republic of SR Croatia that culminated in the Battle of Vukovar. Since the Yugoslav People's Army (JNA) was involved in the above conflict, it was conscripting young men for battle thus many of the film's male crew members including director Dragojević received military call-ups. According to Dragojević, in order to avoid the draft, they resorted to sleeping in different apartments most nights during the movie's shooting.

Torcy in September 1870 The German army comprised that of the North German Confederation led by the Kingdom of Prussia, and the South German states drawn in under the secret clause of the preliminary peace of Nikolsburg, 26 July 1866, and formalised in the Treaty of Prague, 23 August 1866. Recruitment and organisation of the various armies were almost identical, and based on the concept of conscripting annual classes of men who then served in the regular regiments for a fixed term before being moved to the reserves. This process gave a theoretical peace time strength of 382,000 and a wartime strength of about 1,189,000. German tactics emphasised encirclement battles like Cannae and using artillery offensively whenever possible.

After Emperor Nicholas II adopted on the "requisition of foreigners" at the age of 19 to 43 years inclusive, for rear work in the front-line areas of the First World War. The discontent of people fueled the unfair distribution of land, as well as the calls of Muslim leaders for a holy war against the 'infidel' Russian rule. On 25 June 1916 (8 July 1916, ), shortly before the start of the rebellion, Tsar Nicholas II adopted a draft of conscripting Central Asian men from the age of 19 to 43 into labor battalions for the service in the ongoing in support of the ongoing Brusilov Offensive. Some regional Russian officers were bribed to exempt certain people from conscription.

Thomas Lubanga Dyilo, the leader of the Union of Congolese Patriots, and other militia leaders were arrested by Congolese authorities and imprisoned in Makala Prison, Kinshasa. Lubanga was accused of having ordered the killing of the peacekeepers in February 2005 and of being behind continuous insecurity in the area. On February 10, 2006, the International Criminal Court issued an arrest warrant for Lubanga for the war crime of "conscripting and enlisting children under the age of fifteen years and using them to participate actively in hostilities". Congolese authorities transferred Lubanga to ICC custody on 17 March 2006. Lubanga was found guilty in 2012 and sentenced to 14 years imprisonment, becoming the first person convicted by the ICC.

The Volkssturm (, "people's storm") was a national militia established by Nazi Germany during the last months of World War II. It was not set up by the German Army, the ground component of the combined German Wehrmacht armed forces, but by the Nazi Party on the orders of Adolf Hitler, and its existence was only officially announced on 16 October 1944. It was staffed by conscripting males between the ages of 16 and 60 years who were not already serving in some military unit. The Volkssturm comprised one of the final components of the total war promulgated by Propaganda Minister Joseph Goebbels, part of a Nazi endeavor to overcome their enemies' military strength through force of will.

The Butcher The Butcher was a general under the former king who usurped the throne twelve years ago after the king was killed fighting nomadic invaders and the queen and baby crown prince disappeared. His nickname comes from having been previously apprenticed to a meat seller, but he has lived up to it "by the ruthless slaughter of friends and foes alike". Feared by even his own guards, he personally tortures captives when the mood suits him. The Butcher undertook long and careful preparations for his war with the dragons, such as constructing a fleet of warships using trees from the Green Darkness' and conscripting the members of the Kingfisher clan to serve as a labor force.

In 1969, a decision was made to create the Central Security Forces from well trained and equipped police forces on large scale covering the whole country under the command of the Ministry of Interior (Egypt) to conduct special police operations in response to operational needs. The creation of those forces followed the paramilitary model, and became close – in formation, training, equipment and operating procedures – to the Italian Carabinieri, Indian CRPF and the Russian OMON. The initial batch of recruits were drawn from the Police and had to undergo military training under the Army. Later on, in 1970, a separate training institute was set up for the CSF and the force started conscripting its recruits, just like regular Army conscripts.

As Chamberlain sought to maximise the number of workers subject both to military conscription and compulsion into industry, Lloyd George pledged to the unions that he would oppose any sort of "industrial conscription". If Amita is placed in charge, she turns Kyrat into an authoritarian drug state, forcing villagers into work in factories and drug fields, and conscripting children into the group as soldiers to bolster their ranks against the remnants of the Royal Army; Ajay also learns that she has had her sister, Bhadra, taken away, "never to come again". If Sabal is placed in charge, Kyrat becomes a patriarchal fundamentalist theocracy where all of Amita's supporters are executed, women are denied fundamental political rights, and Bhadra is anointed as a religious symbol for the country to rally around.

Topics for party propaganda included antisemitism, attacks on the Christian churches, and (after the start of the Second World War) attempting to shape morale. In 1943, Goebbels began to pressure Hitler to introduce measures that would produce "total war", including closing businesses not essential to the war effort, conscripting women into the labour force, and enlisting men in previously exempt occupations into the Wehrmacht. Hitler finally appointed him as Reich Plenipotentiary for Total War on 23 July 1944, whereby Goebbels undertook largely unsuccessful measures to increase the number of people available for armaments manufacture and the Wehrmacht. As the war drew to a close and Nazi Germany faced defeat, Magda Goebbels and the Goebbels children joined him in Berlin.

In 1917, with the First World War still raging, the British government implemented the Military Service Act III, conscripting into the armed forces men who had previously been rejected on medical grounds. As a result, Spare was forced to join the Royal Army Medical Corps, initially being stationed at its depot in Blackpool, where he worked as a medical orderly, giving tetanus vaccine injections to British troops before they were sent abroad. At Blackpool, he was reprimanded for scruffiness, and complained that a part of his pay was being taken away for a "sports fund." When Chen reached Fu, however, Li Hongyi took a defiant stance and treated Chen with disrespect. Chen did not dare to speak of having him come to Jinling, but, when he reached Jian Prefecture (劍州, in modern Nanping) on the way back to Jinling, Chen felt humiliated, and issued an order in Li Jing's name, without authorization, claiming for himself the acting authority to oversee Fu, conscripting the militia soldiers in the region to head toward Fu, and ordering Li Hongyi to report to Jinling. When Li Hongyi resisted, battles began. Li Jing was incensed by Chen's issuing of orders without authority, but by that point, Southern Tang officials became supportive of Chen's endeavor, and so Li Jing sent reinforcements.

The republicans soon reneged on the terms of the treaty, and their parole, repudiating the guarantees of religious freedom; and they began conscripting peasants once again. They also murdered thousands of royalist prisoners including the Bishop of Dol. Charette and his men returned to the fight again in July and moved to help the planned invasion at Quiberon by French royalist emigrés with assistance from the British Royal Navy.

This battle is considered a Union victory, but the failure of Patterson to pursue Confederate movements into the Shenandoah Valley allowed them to regroup and contributed to the later Union defeat at the First Battle of Bull Run. On 22 August 2006, a Pre-Trial Chamber of the ICC found that there were reasonable grounds to believe that Ntaganda bore individual criminal responsibility for war crimes committed by the FPLC between July 2002 and December 2003, and issued a warrant for his arrest. He was charged with the war crimes of enlisting and conscripting children under the age of fifteen and using them to participate actively in hostilities. The arrest warrant was originally issued under seal because the court decided that "public knowledge of the proceedings in this case might result in Bosco Ntaganda hiding, fleeing, and/or obstructing or endangering the investigations or the proceedings of the Court". In April 2008, the court ruled that circumstances had changed and unsealed the warrant.

In particular, once, when a man from his county lost his parents but was too poor to give his parents a proper burial, Dou was tilling in the fields, but he dropped his tilling and immediately went to help the man bury his parents, and after this incident he became particularly praised among the people. For a while, he served as the leader of the neighborhood, but after he was accused of crimes, he fled, returning home only after a general pardon. When his father died, more than a thousand people attended the funeral, and Dou refused all gifts given him for the funeral. However, when non-trivial levels of migration began, this state of affairs sometimes led to international incidents, with countries of origin refusing to recognize the new nationalities of natives who had migrated, and when possible, conscripting natives who had naturalized as citizens of another country into military service. Anders is first encountered in Origins – Awakening fending off darkspawn on his own when the Warden-Commander arrives in the midst of an assault on Vigil's Keep, with several templars lying dead around him; Anders denies his culpability in the templars' demise. He revealed that he was in the midst of being taken back to the Ferelden Circle when darkspawn attacked Vigil's Keep, but offers to help repel the darkspawn attack. At the conclusion of the siege, the Warden-Commander has the option of conscripting him into the Grey Wardens in order to save him from the templars, who has accused him of murder. During this time he met Justice, a spirit from the metaphysical realm known as the Fade, who is stranded in the decomposing body of a dead Warden named Kristoff.

In 1257, Möngke resolved to establish firm authority over Mesopotamia, Syria, and Persia. The khagan gave his brother, Hulagu, authority over a subordinate khanate and army, the Ilkhanate, and instructions to compel the submission of various Muslim states, including the caliphate. Though not seeking the overthrow of Al-Musta'sim, Möngke ordered Hulagu to destroy Baghdad if the Caliph refused his demands of personal submission to Hulagu and the payment of tribute in the form of a military detachment, which would reinforce Hulagu's army during its campaigns against Persian Ismaili states. In preparation for his invasion, Hulagu raised a large expeditionary force, conscripting one out of every ten military-age males in the entirety of the Mongol Empire, assembling what may have been the most numerous Mongol army to have existed and, by one estimate, 150,000 strong.

A prisoner of war (POW) is a non-combatant—whether a military member, an irregular military fighter, or a civilian—who is held captive by a belligerent power during or immediately after an armed conflict. The earliest recorded usage of the phrase "prisoner of war" dates back to 1610. Belligerents hold prisoners of war in custody for a range of legitimate and illegitimate reasons, such as isolating them from the enemy combatants still in the field (releasing and repatriating them in an orderly manner after hostilities), demonstrating military victory, punishing them, prosecuting them for war crimes, exploiting them for their labour, recruiting or even conscripting them as their own combatants, collecting military and political intelligence from them, or indoctrinating them in new political or religious beliefs.

Acceptance of French- speaking units was greater in Canada from the start of the Second World War in comparison to the first. While the creation of the 22nd Infantry Battalion (French-Canadian) required large rallies of French Canadians in 1914 accompanied by political pressure to overcome Minister Sam Hughes' abhorrence of the idea, this greater acceptance of French-Canadian units as well as informal use of their language diminished the ferocity of Quebec's resistance to the war effort. Opposition to conscription was not limited to Quebec. In British Columbia, where the fear of the "Yellow Peril" was a major issue, many were opposed to conscription as conscripting Chinese-Canadians and Japanese- Canadians would lead to the demand for Asian-Canadians to be given the right to vote, which the white population of British Columbia were adamantly opposed to.

The JNA took an active role in events in nearby Benkovac on 19 May, distributing a leaflet with the names of 41 Croats targeted for immediate execution and providing weapons to SAO Krajina forces in the area. In late May, the conflict gradually escalated to exchanges of mortar fire. From late June through July, northern Dalmatia saw daily armed skirmishes but no actual combat; nonetheless, the conflict's increasing intensity in the region (and elsewhere in Croatia) caused residents of Zadar to build bomb shelters. SAO Krajina authorities called up three TO units in the Zadar hinterland on 11 July (a day after the fatal shooting of a Croatian police patrol in the Zadar area), and at the end of July the JNA 9th (Knin) Corps began conscripting the Serb population in Benkovac to strengthen its ranks.

When the Cabinet finally authorised the Somme Offensive, Robertson had the Army Council make a statement in favour of conscripting married men. During the evening, approximately 300 women assembled at the School of Arts for the purpose of holding a meeting, where motions would be passed requesting the federal government to immediately begin conscripting men for the purposes of providing reinforcements at the front, without the delay of holding a second plebiscite. Chen subsequently forged an order in Li Jing's name, conscripting the troops of Jian, Fǔ, Xin, and Ting (汀州, in modern Longyan, Fujian) Prefectures and putting them under the command of Feng Yanlu so that he could lead a campaign against Li Hongyi. "Captain Gaston", an armed group commander allegedly responsible for the mid-2006 murder of an NGO child protection advocate, remained at large in Kitshanga, North Kivu, during the reporting period. His January 2007 arrest warrant has not been executed and, after being promoted by the FARDC to the rank of Major, he is leading a FARDC battalion between Ngungu and Karuba.

According to the Asian Centre for Human Rights (ACHR), the Rome Statute of the International Criminal Court identifies "conscripting or enlisting children under the age of fifteen years into armed forces or groups or using them to participate actively in hostilities" as a war crime. The agency has accused the Tamil Makkal Viduthalai Pulikal (TMVP), a LTTE breakaway group and government-backed paramilitary group, of recruiting children, describing it as "state terror" and has appealed to the international community to refer Sri Lanka to the International Criminal Court for investigation into the violations of the Rome Statute. Brad Adams, Asia director at Human Rights Watch has said, "The government is fully aware of the abductions but allows them to happen because it's eager for an ally against the Tamil Tigers". The Human Rights Watch further added that it would be impossible to transport abducted children without the complicity of the Sri Lankan Army.

In aftermath of Tisza's failured efforts to form a government, king withdrew Széll's commission and asked Khuen-Héderváry to start new initiative to form government in Budapest but this time it should be accompanied by negotiations between broader political fractions. To successfully fulfill kings expectations Khuen-Héderváry made favorable political deal with Independence Party by promising their leaders that he would drop Fejérváry's new conscripting proposition and support bill for enlisting only regular number of yearly recruits, if they become supportive to his government and end obstruction to form new government. Soon after new Khuen-Héderváry cabinet was appointed on 27 June 1903, they realized at the time of its introduction at parliament that a great part of the opposition representatives would continue their obstruction and make parliamentary work impossible. The situation of the prime minister further deteriorated after the session of parliament on 29 July, when representatives of the Independence Party announced that László Szapáry, Governor of Fiume, who belonged to the friends of Khuen-Héderváry, had tried to bribe oppositional representatives into suspending their obstruction.

Thomas Lubanga Dyilo was indicted on 10 February 2006 on three counts of war crimes with regard to the situation in the Democratic Republic of the Congo (DRC). He was alleged to have been the founding leader of the Union of Congolese Patriots (UCP), a rebel movement in the northeast part of the DRC, as well as the founding commander-in-chief of the UCP's armed wing, the Patriotic Force for the Liberation of the Congo (FPLC). From July 2002 to December 2003, the UCP and the FPLC allegedly fought in the Ituri conflict under the command of Lubanga Dyilo. Lubanga Dyilo is accused of conscripting and enlisting children to the FPLC and of using them "to participate actively in hostilities". Lubanga Dyilo was arrested on 19 March 2005 by Congolese authorities after allegedly ordering an attack on UN peacekeepers; following the indictment in 2006 and the subsequent arrest warrant, Congolese authorities transferred Lubanga Dyilo to the Court's custody on 16 March 2006. On 9 to 28 November 2006, the confirmation of charges hearing was held and all the charges where confirmed on 29 January 2007.

120,000 men of the BEF general reserve were kept in Britain to help the economy by spending their wages there. There were too many troops in the Middle East (2 divisions were rushed from there to France after the German offensive began), but this was partly the fault of Robertson who had attempted to prevent action there by submitting inflated estimates of troop requirements. 88,000 BEF men were on leave when the German offensive began.
