Established in 1964, Singapore Cancer Society is a self-funded voluntary welfare organisation which is dedicated to minimising the impact of cancer in Singapore through the provision of cancer treatment subsidies, financial and welfare aid to needy cancer patients, home hospice care services for terminally-ill cancer patients, as well as rehabilitation support programmes for recovering cancer patients and cancer survivors. In addition, the Society also provides free cancer screening services and promotes cancer awareness and prevention through its public education and community outreach programmes. Annually, the SCS helps more than 2,000 needy cancer patients and reaches out to more than 100,000 individuals through its cancer screening, public educational and community outreach programmes.

In 1986 the Government of Singapore had recognised that falling birth rates were a serious problem and began to reverse its past policy of Stop-at-Two, encouraging higher birth rates instead. By 30 June of that year, the authorities had abolished the Family Planning and Population Board, and by 1987, the total fertility rate had dropped to 1.44. That year, Goh Chok Tong announced a new slogan: Have Three or More (if you can afford it), announcing that the government now promoted a larger family size of three or more children for married couples who could afford them, and promoted "the joys of marriage and parenthood". The new policy took into account Singapore's falling fertility rate and its increased proportion of the elderly, but was still concerned with the "disproportionate procreation" of the educated versus the uneducated, and discouraged having more than two children if the couple did not have sufficient income, to minimise the amount of welfare aid spent on such families.

When President Nixon took office in 1968, issues pertaining to poverty and welfare in the United States had been at the forefront of many political discussions, largely stemming from prior President Johnson's proclaimed "war on poverty" in 1964. Welfare and social insurance had been a federal responsibility as early as the 1930s, when state- sponsored welfare was replaced with "social security" networks headed by the Federal government which included commonly considered aspects of welfare support such as unemployment benefits, workers compensation, and veterans' payments. The Social Security Act of 1935 dictated welfare as a "layered system" in which five "layers" of income protection – ranging from private insurance, social insurance, and categorical assistance – acted to reduce the threats of poverty. Those that created the bill hoped that the act would create a dynamic that would not only reduce the amount of poverty in the nation, but in doing also reduce the need for social insurance as more and more citizens became able to support themselves free of welfare aid.

The TANF program, emphasizing the welfare-to-work principle, is a grant given to each state to run its own welfare program and designed to be temporary in nature and has several limits and requirements. The TANF grant has a maximum benefit of two consecutive years and a five-year lifetime limit and requires that all recipients of welfare aid must find work within two years of receiving aid, including single parents who are required to work at least 30 hours per week opposed to 35 or 55 required by two parent families. Failure to comply with work requirements could result in loss of benefits. TANF funds may be used for the following reasons: to provide assistance to needy families so that children can be cared for at home; to end the dependence of needy parents on government benefits by promoting job preparation, work and marriage; to prevent and reduce the incidence of out-of-wedlock pregnancies; and to encourage the formation and maintenance of two-parent families.

The record budget surpluses were channeled to social welfare programs such as financial aid to the hardcore poor, cash handouts to the elderly, public housing upgrades, free Wi-Fi service at selected hot spots, and free bus services within the city and between Penang island and Seberang Perai for workers. Social welfare aid of RM 100 is awarded annually to senior citizens, single mothers, disabled individuals, new-born babies, and school-going pupils in Primary 1 and 4 as well as Form 1 and 4. On 1 March, Lim launched the Bridge Express Shuttle Transit (BEST), which is a free-of-charge park and ride shuttle bus service which ferries commuters across the Penang Bridge from Seberang Jaya to the Bayan Lepas Free Industrial Zone. This bus service aims to increase usage of public transport, which in turn will reduce traffic congestion during peak hours on the Penang Bridge and therefore ease the financial burden of factory workers. The SMART Centre Penang is an initiative set up by the Penang state government and the think-tank investPenang during the Penang Outlook Forum in June 2009 chaired by Lim.
