Louis W. Hill of Great Northern Railway commissioned Doug Oland, one of the principle builders of the Prince of Wales Hotel to construct the building in June 1928. Hill made extensive alterations to the original building design before the foundation was laid on June 15. The first plans for the house consisted of only a single story, but Hill requested the inclusion of a second story with balconies under a four gable roof. The Hotel de Paris opened on October 9, 1875. The establishment was modelled after a French inn in Dupuy's native Alençon, and charged an exorbitant $4.00 per night to guests. The arrival of the Colorado Central Railroad in 1877 provided a further stimulus to Georgetown's growth and Dupuy's business. By 1881 he was able to purchase an additional 1/2 lot to the west, on which he built an extension with four further hotel rooms and an outhouse with laundry facility. Dupuy ensured that the hotel was fitted with the very latest conveniences, including gaslight (replaced in 1893 with electric lighting), radiant heating, and washbasins in every room equipped with hot and cold running water.

Mills House No. 1 is one of two survivors of three men's hotels built by banker Darius Ogden Mills in New York City. It originally contained 1,554 tiny rooms (7 and a half by 6 feet or 5 by 8 feet) that rented at the affordable rate of 20 cents a night, with meals costing 15 cents, The rooms contained only a bed with a mattress and two pillows, one stuffed with hair, the other with feathers, a chair and a clothes rack, and their walls stopped about a foot short of the ceiling. There were four toilets and six washbasins on each floor (for 162 rooms) and bathrooms on the ground floor. The building extends along Bleecker Street from Sullivan to Thompson streets, occupying four city lots.
