Some argue that a particular interpretation of the world, a conscious or subconscious ontology, accounts for the phenomenon. They argue that the active shooter lives in a world of victims and victimizers, that all are one or the other. Gödl claimed that it was the popularity among Coats and Serbs of these narratives of perpetual victimization in the 1980s that portended the violent break-up of Yugoslavia in 1991-1992.
