Between 2017 and 2018, CAP conducted a year- long viability study on the project that involved Jacobs and John Portman and Associates. In March 2019, the Urban Land Institute (ULI) published a feasibility study on the project, while that same month the estimated cost for the project was stated at $452 million.

In 2007 the Amazonas Secretariat for the Environment and Development commissioned a pre- viability study for a railway. A railway would have relatively high construction costs, but would avoid 80% of the carbon emitted by construction of the highway, or 760 million tonnes of carbon. Carbon credits could be used to fund construction of the railway and purchase of rolling stock.

Resistance remained, even when it was made clear that NATSS was formed of representatives of the existing bodies. Much hostility to the merger proposal arose because the NSRA and NRA are member associations, so could not merge without explicit permission from their memberships at an AGM or EGM. The NATSS steering group had no powers beyond conducting research and the project was essentially a viability study. As the project was funded by UKSport, it was believed by the proponents there was no need to seek permission from members before undertaking the studies.

Gradiant was created after the initiative of a group of lecturers at the School of Telecommunications Engineering (Escola de Enxeñaría de Telecomunicación), University of Vigo (Fernando Pérez- González, Javier González Castaño and Carlos Mosquera) who believed that their research experience and its transference to the economic sector could and should be optimised. With this idea, in 2003 they started to discuss the possibility of creating a technological center. A viability study was carried out and presented to private companies working in the sector in Galicia and to the administration. The foundation was officially constituted in December 2007, with Fernando Pérez-González as executive director; Gradiant started operations in May 2008, in temporary facilities provided by the university.
