In a 2017 literature review by the National Academy of Sciences, they explain the positive impact of illegal immigrants on natives in the following way: > The entry of new workers through migration increases the likelihood of > filling a vacant position quickly and thus reduces the net cost of posting > new offers. The fact that immigrants in each skill category earn less than > natives reinforces this effect. Though immigrants compete with natives for > these additional jobs, the overall number of new positions employers choose > to create is larger than the number of additional entrants to the labor > market. The effect is to lower the unemployment rate and to strengthen the > bargaining position of workers.
To fill a vacant position, the Governor must first submit a candidate's name to the Commission on Judicial Nominees Evaluation of the State Bar of California, which prepares and returns a thorough, confidential evaluation of the candidate. Next, the Governor officially nominates the candidate, who must then be evaluated by the Commission on Judicial Appointments, which consists of the Chief Justice of California, the Attorney General of California, and a senior presiding justice of the California Courts of Appeal. The Commission holds a public hearing and if satisfied with the nominee's qualifications, confirms the nomination. The nominee can then immediately fill an existing vacancy, or replace a departing justice at the beginning of the next judicial term.
After his tenure as U.S. Attorney, Gallinghouse returned to private law practice in New Orleans. Gallinghouse's pursuit of corruption in government hurt his own career prospects. Toledano, a New Orleans Republican figure who ran for mayor in 1970 and the U.S. Senate in 1972 and was a journalist for such publications as National Review, attributed the "unsuitable" rating from the ABA to the system of "anonymous comments" from attorneys in the big law firms in the New Orleans area who disliked the investigations that Gallinghouse had conducted.

The only State Commissioner of Health that Virginia had ever known, Dr. Ennion Williams, died in 1931, leaving a large void because of his reputation and influence in other states. Dr. Draper was selected by Governor John Garland Pollard to temporarily fill the vacant position, arousing political ire over the selection of someone from outside the state. The governor, himself irritated by the criticism, had these words to say: Complaints about Draper being from out of state were hardly valid. Not only was he living in Cherrydale in Arlington County, Virginia at the time of selection, he had lived in Virginia while doing work at the two military installations during World War I and lived there again after the war while organizing county health departments, residing in Richmond in 1921 when his daughter was born.

Koeman bounced back quickly from a disappointing end to his reign at Ajax in February 2005, taking up the vacant position at Portuguese champions Benfica following the departure of legendary Italian Giovanni Trapattoni. In Benfica, against whom he won the 1988 European Cup Final as a player with PSV, Koeman only won the Portuguese Super Cup; the team finished the Portuguese League in third place (behind rivals Porto and Sporting CP) and was knocked out of the Taça de Portugal in the quarter-finals (after losing to Vitória de Guimarães). This, along with an offer from PSV, sufficed for the manager to leave one year before the end of his contract. Under Koeman Benfica did reach the quarter-finals of the Champions League; eliminating Manchester United in the final game of the group stage and Liverpool in the first knockout stage, before losing to Barcelona, who ended up winning the trophy.
Mitchell received the vacant position of Director of Military Aeronautics, but its responsibilities had been transferred to Menoher by Executive Order 3066 to end the dual status mess of the DMA and BAP, and his position was titular only. Instead he became Third Assistant Executive (in effect, S-3), chief of the new Training and Operations Group, where he installed like-minded airmen who had served with him France as division heads and used the position to expound his theories.Greer (1985), p. 23Lt. Col. Oscar Westover, a former infantryman and advocate of submission to "proper authority," was Menoher's deputy executive officer and urged him to relieve Mitchell and his followers if they did not cease their advocacy of an independent air force. In 1919, Mitchell proposed a Cabinet-level Department of Aviation equal to the War and Navy Departments to control all aviation, including sea-based air, airmail, and commercial operations.
By the 17th of December, owing to the continued destruction within his territory, Opizzo was able to receive a promise to receive the first vacant position within the principalities of Antioch or Cyprus: this was made good by his receipt of the church of Limassol on Cyprus on February 21 of the next year. On 28 January 1256, the bishops of Tortosa and Tripoli were ordered to provide Opizzo with the funds previously deposited with the Templars and Hospitallers by On September 6, however, he was stripped of his jurisdiction over Nicosia. These various placeholder terms are often used to indicate to the public that a vacant position in a lineup of speakers, musicians, or other performers remains to be filled. The terms also frequently indicate that a creative work, such as an album or film, is forthcoming but that the date of release is not yet known. If the forthcoming project is not yet named, these placeholders may be used to indicate that the name has not yet been selected, although the project may also be designated as "untitled" pending that determination. The terms are also used in sports schedules, particularly where one team has locked in a position in a playoff schedule, but its opponent cannot yet be determined because several teams may qualify for the spot depending on their remaining wins or losses for the season, or because other teams have not yet competed in playoff games that will determine who will face the locked-in team.
Saurin's effective control of the Dublin administration was well known to and for many years taken for granted by the British Government; in time however his inflexible opinions and unpopularity made him a political liability. The publication of a letter he wrote to John Toler, the Chief Justice of the Irish Common Pleas, urging him to use his influence with Protestant juries to secure guilty verdicts against Catholics in political cases, did great damage to both of their reputations. In due course the decision was taken to remove him from office as Attorney General, but to compensate him by appointment to the Bench. In 1822 the new Lord Lieutenant, Lord Wellesley, offered him the vacant position of Lord Chief Justice of the King's Bench for Ireland; when Saurin, who had never shown any interest in going on the Bench, refused, he was dismissed from the Attorney General's Office outright, a decision which seems to have come as an utterly unexpected blow to Saurin.

Intimidated, the boy confessed that after the Sabbath morning service his father called Eszter to his house under the pretext of requiring her to remove some candlesticks (an act forbidden to Jews on Saturdays); that a Jewish beggar, Hermann Wollner, who lodged with them, had led the girl to the vestibule of the synagogue and attacked her; and, after having undressed her, two slaughterers, Ábrahám Buxbaum and Leopold Braun, had held her while another slaughterer, Salamon Schwarz, incised her neck with a large knife and emptied the blood into a pot. These three men, applicants for the vacant position of preceptor and shoḥeṭ, came to Tiszaeszlár to officiate on that particular Sabbath, and had, as the boy said, remained in the synagogue after morning service. All this, according to his confession, Móric observed through the keyhole of the synagogue door. During the 45 minutes he thus stood on watch, he saw after the operation a rag was tied around the neck of the girl and her body dressed again, in the presence of Sámuel Lustig, Ábrahám Braun, Lázár Weisstein, and Adolf Jünger.
Serbia's Law on the Election of Representatives (2000) initially indicated that, if an elected representative's mandate ended before the dissolution of the assembly, the right to fill the vacant position would "belong to the political party on whose electoral list the representative whose mandate [had] ceased was elected," and a new parliamentary mandate would be awarded to a candidate from the relevant party's electoral list who did not win a mandate in the general election.Law on the Election of Representatives (Article 92), Official Gazette of the Republic of Serbia, No. 35/2000, made available via LegislationOnline, accessed 28 February 2017. The law did not specify that the mandate would fall sequentially to the next candidate on the list who did not win a mandate. In addition, elected representatives whose party memberships were terminated or whose names were struck from the register of their party (or the political organization on whose list they were elected) were automatically deemed to have their assembly mandates terminated; this latter provision was rescinded by a constitutional court decision in 2003.
Davis, pp. 169–170 Buchanan often asked Breckinridge to receive and entertain foreign dignitaries, but in 1858, Breckinridge declined Buchanan's request that he resign and take the again-vacant position as U.S. Minister to Spain.Davis, pp. 181, 192 The only private meeting between the two occurred near the end of Buchanan's term, when the president summoned Breckinridge to get his advice on whether to issue a proclamation declaring a day of "Humiliation and Prayer" over the divided state of the nation; Breckinridge affirmed that Buchanan should make the proclamation.Davis, pp. 250–251 A marble bust of Breckinridge from the Senate's vice-presidential bust collection As vice president, Breckinridge was tasked with presiding over the debates of the Senate. In an early address to that body, he promised, "It shall be my constant aim, gentlemen of the Senate, to exhibit at all times, to every member of this body, the courtesy and impartiality which are due to the representatives of equal States."Davis, p. 167 Historian Lowell H. Harrison wrote that, while Breckinridge fulfilled his promise to the satisfaction of most, acting as moderator limited his participation in debate.
