United Nations Security Council resolution 831, adopted on 27 May 1993, after reaffirming Resolution 186 (1964) and all subsequent resolutions on Cyprus, the Council discussed the financial situation surrounding the United Nations Peacekeeping Force in Cyprus (UNFICYP). The Security Council reconfirmed that the extension of the mandate of the UNFICYP peacekeeping force in Cyprus would be reviewed every six months. It also stressed the importance of voluntary contributions to United Nations peacekeeping operations, in particular stressing the importance of an early settlement of the Cyprus dispute and the implementation of confidence-building measures. Both sides were instructed to co-operate with UNFICYP to extend the unmanning agreement of 1989 to all areas of the United Nations-controlled Buffer Zone where the two sides were in close proximity to each other.

Concern was also expressed at buildup of military forces and armaments in the Republic of Cyprus, and tension was also increasing over military training flights. The aim was to demilitarise the island eventually. The Secretary-General was requested to review the structure and strength of the peacekeeping force with a view to restructuring it if necessary.

Although Freud never interviewed Schreber himself, he read his Memoirs and drew his own conclusions from it in an essay entitled "Psycho-Analytic Notes on an Autobiographical Account of a Case of Paranoia (Dementia Paranoides)" (1911). The Council deplored the deaths of three Greek Cypriot civilians and one Turkish Cypriot soldier, and the injuries to civilians and UNFICYP, noting in particular the disproportionate use of force by Northern Cyprus and the passive role played by the Cypriot police when dealing with civilian demonstrations. The proposals included: :(a) to reduce the number of foreign troops in the Republic of Cyprus alongside a reduction in defence spending; :(b) urging both sides to co-operate with the United Nations Peacekeeping Force in Cyprus (UNFICYP) to extend the unmanning agreement of 1989; :(c) extending the control of the UNFICYP to include Varosha; :(d) to promote people-to-people contact between the two communities by reducing restrictions across the United Nations Buffer Zone; :(e) that restrictions on foreign visitors crossing the Buffer Zone be reduced; :(f) that both sides propose bi-communal projects and commit to the holding of a Cyprus-wide census; :(g) that both sides conduct feasibility studies regarding the resettlement and rehabilitation of persons who would be affected by the territorial adjustments and in connection with a programme of economic development; It then requested the Secretary-General Boutros Boutros-Ghali to follow up on the implementation of the above measures, including proposals to make the negotiating process more effective and to maintain contact with the Security Council on the matter. At the conclusion of the March 1993 meetings, the resolution required Boutros-Ghali to submit a report on the joint meetings.
