The act was intended to protect the economic interests of Native individual artists, cooperatives, organizations and tribes from individuals or companies at home and abroad who falsely claimed to sell Indian products. Version 2 of 3-D Secure, which incorporates one-time passwords, is a form of software-based strong customer authentication as defined by the EU's Revised Directive on Payment Services (PSD2); earlier variants used static passwords, which are not sufficient to meet the directive's requirements. 3-D Secure relies upon the issuer actively being involved and ensuring that any card issued becomes enrolled by the cardholder; as such, acquirers must either accept unenrolled cards without performing strong customer authentication, or reject such transactions, including those from smaller card schemes which do not have 3-D Secure implementations. Alternative approaches perform authentication on the acquiring side, without requiring prior enrolment with the issuer. For instance, PayPal's patented 'verification' uses one or more dummy transactions are directed towards a credit card, and the cardholder must confirm the value of these transactions, although the resulting authentication can't be directly related to a specific transaction between merchant and cardholder.

Goldstein-Rose's campaign platform focused on his youth and energy to push for system change, with an emphasis on clean energy and education policy. Once in the legislature he introduced bills related to clean energy, K-12 education, and election reform, and joined the Progressive Caucus in pushing for criminal justice reform and other policies. Halfway through his term, he switched his voter registration to unenrolled (Independent) on February 20, 2018, to emphasize current problems with the two-party system and spark conversations about partisanship and national political discourse. During his term in office, Goldstein-Rose created several civic engagement and civic education programs, including a monthly free dessert discussion, an "UnCampaign" in which he knocked on doors during election off-season to speak with unlikely voters about state politics, a CivicsFest celebration and contest organized with the League of Women Voters of Amherst, talks about government and political issues at local schools, and a monthly guest column in the Amherst Bulletin in which Goldstein-Rose explained details of the Massachusetts legislature's process and discussed current issues.

In the November 2018 statewide elections, two Green-Rainbow Party Candidates—Juan Sanchez of Holyoke (candidate for Secretary of the Commonwealth, 3.8% of the vote) and Jamie Guerin of Northampton (candidate for Treasurer and Receiver-General of Massachusetts, 3.5% of the vote) both reached the 3% of the vote threshold to once acquire for the Green-Rainbow Party official state party status. As a result, the Green-Rainbow Party became one of four recognized political parties in Massachusetts. Additionally in the November 2018 elections, Jed Stamas, (Green-Rainbow Party Candidate for State Auditor) received 2.6% of the vote, Matthew Moncreaff, (Green-Rainbow candidate for State Representative, 1st Worcester District) received 22.1% of the vote, Danny Factor (Green-Rainbow Party Candidate for State Representative, 14th Middlesex District) received 10% of the vote, Yasmine Khdeer (Green-Rainbow Party Candidate for State Representative, 2nd Worcester District) received 3% of the vote, and Green- Rainbow Party endorsed unenrolled candidate Terra Friedrichs won 2% of the vote in her candidacy for State Senate in the Middlesex and Worcester District. In municipal elections earlier in 2018, Green-Rainbow Party member David Spanagel was elected Library Trustee in the town of Lancaster, Massachusetts, and Green-Rainbow Party member and incumbent Town Meeting Member Brian Moss was re-elected in Shrewsbury, Massachusetts, Precinct 8.
