The winner is chosen according to which target has a shot closest to its center crossmark. Due to the random nature of the exact pattern of pellets that a shotgun shoots, that removes almost all skill from the contest and allows every shooter an equal chance.

The building materials were purchased from local merchants and the construction of the building was done mainly by the members. The Ashburn Volunteer Fire Department raised money through carnivals, car raffles, meat sales, turkey shoots, bingo parties, auctions, barn dances, horse shows donations and membership dues. The shoot is most commonly held using shotguns aimed at paper targets about 25–35 yards away. Original turkey shoots, however, date at least to the time of James Fenimore Cooper and were contests in which live turkeys were tied down in a pen and shot from 25–35 yards. If the turkey died, the shooter received it as a prize.

Meat shoots are a type of shooting sport similar to block shoots, ham shoots, and turkey shoots. They are typically run as fund raising events by small rod and gun clubs, gun owners associations, or Veterans of Foreign Wars chapters. Rules vary depending on location, but the general idea is that using shotguns or other small target shooting weapons, participants shoot at paper targets to try to win prizes (often, hams or turkeys, or select cuts of beef). Events usually include a numbered sign-up sheet on which shooters write their name to indicate for which prize they would like to compete.
