The Bishops Exclusion Bill was re-introduced in December 1641, and this time, the mood of the country was such that neither the House of Lords nor Charles felt strong enough to reject the bill. The Bishops Exclusion Act prevented those in holy orders from exercising any temporal jurisdiction or authority after 5 February 1642; this extended to taking a seat in Parliament or membership of the Privy Council. Any acts carried out with such authority after that date by a member of the clergy were to be considered void. In this period, Charles became increasingly convinced that a number of Puritan- influenced members of Parliament had treasonously encouraged the Scottish Covenanters to invade England in 1640, leading to the Second Bishops' War.
