Rapid reaction forces are designed to intervene quickly as a spearhead to gain and hold ground in quickly unfolding combat or in rather low intensity conflicts, such as uprisings that necessitate the evacuation of foreign embassies. Because they are usually transported by air, such military units are usually lightly armed, but often extremely well trained to compensate for their limited to small arms and light crew-served weapons and the lack of vehicles, armor and heavy equipment like tanks.

Air Mail as a distinct service was effectively ended within the United States on October 10, 1975, however, when all domestic intercity First Class mails began to be transported by air whenever practical and/or expeditious at the normal First Class rate. Domestic Air Mail as a separate class of service (and its rate structure) was formally eliminated by the successor to the Post Office Department, the United States Postal Service (USPS) on May 1, 1977. When the USPS began to service all international First Class mails by air without additional charge in 1995 and simultaneously eliminated Surface (or "Sea") service which provided transportation by ship, it also announced that the words "Air Mail" would no longer appear on any U.S. postage stamps However a stamp denominated for foreign mailing, and showing a small airplane silhouette, is considered to be the final "air mail" issue. It was issued in 2012.

Born on 15 September 1868, the grandson of Lord Charles Russell and the great-grandson of John Russell, 6th Duke of Bedford, Walter Windham was educated at Bedford School. Between 1884 and 1888 he circumnavigated the world four times under sail, and participated in the first London to Brighton Rally in 1896. He was a King's Messenger between 1900 and 1909, driving the first motor vehicle into Whitehall Court, carrying foreign dispatches, on 12 November 1902, and carrying the Anglo-Russian Entente from Saint Petersburg to London in 1907. In 1908 he offered a gold cup to the first airman to fly the English Channel, and this trophy was won by Louis Blériot in 1909. Two weeks later, on 10 August 1909, Hubert Latham flew a letter addressed to Windham from France to England, believed to be the first letter ever transported by air.

Large scale Ready Reaction Force used in peacetime such as with the use of US Army's Paratroopers (82nd Airborne Division and the 173rd Airborne Brigade Combat Team), US Army's Airborne Rangers of the 75th Ranger Regiment, United States Marine Corps/USMC's Force Reconnaissance units, US Navy SEALs and United States Army Special Forces and US Air Force's Special Tactics Squadrons, the time frame is sometimes hours to days depending on the geographical location and scale of operation. Because they are usually transported by air, such military units are usually lightly armed, but extremely well trained to compensate for their lower caliber, small arms weaponry and lack of heavy equipment like tanks and other armored vehicles that will soon follow by the larger "heavy" units that are to sustain and hold the ground that the RRF has captured and/or controlled from the spearheaded efforts.

To meet the operational requirements of the navy, it was necessary to create structure of a reaction force with organizational skills: flexibility, multi-tactical use of rapid response, firepower, mobility and economy of forces, in addition to the efforts of support for transport by air, sea and land, to the missions and tasks assigned by the navy to fulfill its mission. Therefore, the Amphibious Marine Reaction Force is defined as an organized force, equipped and trained as a component part of a Naval Force to develop operations in the immediate response missions that are assigned. It falls into an operational concept which states that given the need to respond as a projection of naval power, it requires that their actions be limited by an autonomous period of time. According to the task, units are integrated to meet requirements identified in a variety of operational environments; their capacity to be transported by air, sea and land are organic to the unit.

In May 1942, after a period of leave, the regiment concentrated around Caloundra, in Queensland, after which a long period of training for jungle warfare took place. During this time the regiment was warned out for possible deployment on a number of occasions, but was ultimately not required. Some personnel were detached for service in New Guinea around Milne Bay and with "Lilliput Force", but the regiment did not see action again until early September 1943 when the 54th Battery deployed a detachment of 31 artillerymen and two Short 25-pound artillery pieces to support the US 503rd Parachute Infantry Regiment's airborne landing at Nadzab, as part of Allied efforts to capture Lae during the Salamaua–Lae campaign. Following the successful capture of Nadzab, the rest of the regiment was transported by air and supported the Australian 25th Brigade's advance on Lae, and then the Australian 7th Division's subsequent involvement in the Finisterre Range campaign, during which its fire played a significant role in the successful capture of Shaggy Ridge by the Australian infantry on 27 December.

O'Brien became CRA of the 3rd Division, with the rank of brigadier on 4 April. On 5 May he was appointed director of artillery at Allied Land Forces Headquarters (LHQ). He was once again the youngest officer in the Army of that rank when he was appointed. At this point Australian manufacturers, who had produced no artillery pieces in 1936, were produces most of the Army's artillery: the 3.7-inch and Bofors 40mm antiaircraft guns, the 25-pounder field gun, and the 6-pounder anti-tank gun; production of the 17-pounder was authorised on 28 August 1942. O'Brien noted that the 25-pounder, while a superb weapon, was unsuitable for use in mountainous or jungle terrain due to the difficulty in transporting it. In September 1942, he recommended that it be redesigned to allow it to be broken down into components that could be dropped by parachute, and to reduce its weight by shortening the barrel and reducing the size of the tail, so that it could be towed by a jeep, which could be transported by air.
