He accepted appointment in 1998 to the Performance Audit Implementation Steering Committee of the Portland Public Schools, which guided the financially troubled district through comprehensive reform in response to an independent performance audit. The Office of Aboriginal and Torres Strait Islander Health, often known by its acronym OATSIH, was a division of the Australian Government's Department of Health and Ageing. It was set up in 1994 in the then Department of Human Services and Health to give a greater focus on the health needs of Indigenous Australians in mainstream health programs. On 1 July 1995, following a Government decision to transfer responsibility for Aboriginal and Torres Strait Islander health from the Aboriginal and Torres Strait Islander Commission (ATSIC) to the Health portfolio, the Office assumed responsibility for providing funding to Aboriginal community controlled health and substance misuse services previously administered by ATSIC. The long-term strategy of the Office was to improve the access of Aboriginal and Torres Strait Islander peoples to comprehensive primary health care services.

The fundamental right of the British people to be governed by an elected legislature and the executive of the United Kingdom should not be violated by anything more than a vesting of law-making responsibility in a delegate power through an Act of Parliament. In 1950, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) estimated that 46,000 of the 156,000 PalestiniansThe Internally Displaced Refugees who remained inside the borders demarcated as Israel by the 1949 Armistice Agreements were internally displaced refugees. As it was for most other Palestinian refugees, the homes and properties of internally displaced Palestinians were placed under the control of a government body, the Custodian of Absentees' Property via legislation that includes the 1948 Emergency Regulation Concerning Absentee Property (a temporary measure) and the 1950 Absentee Property Law. Unlike Palestinian refugees, the internally displaced Palestinians and others who remained inside what became Israel were made citizens by the Citizenship Law of July 1952. That same year Israel requested that UNRWA transfer responsibility for registering and caring for internally displaced persons to Israel and basic humanitarian assistance was provided to the internally displaced for a time.

In October that year, the French High Command finally agreed to transfer responsibility for Cambodian national security to the ARK and for that effect, another French-Khmer military agreement was signed. Under the terms of this agreement, the French-led Khmer military units were to be transferred to the control of the Cambodian national authorities, and that an operational zone was to be created in the east bank of the Mekong and assigned to the French Union forces. The latter was held jointly by the French Lower Mekong Operational Group (French: Groupement Opérationnel du Bas Mékong – GOBM) and ARK units, which provided security to the entire length of Route 13 inside Cambodia. The only elements that remained subordinated to the French Commander-in-Chief in Cambodia were the Military Mission and the GOBM. The ARK and the Khmer National Guard were consolidated into a new national defense force comprising 17,000 men, the Cambodian National Armed Forces (French: Forces Armées Nationales Cambodgiennes – FANC).

On 19 March, Eisenhower told Bradley to prepare the 1st Army for a breakout from the Remagen bridgehead any time after 22 March. The same day, in response to the 3rd Army's robust showing in the Saar-Palatinate region, and to have another strong force on the Rhine's east bank guarding the 1st Army's flank, Bradley gave Patton the go-ahead for an assault crossing of the Rhine as soon as possible. These were exactly the orders Patton had hoped for; he felt that if a sufficiently strong force could be thrown across the river and significant gains made, then Eisenhower might transfer responsibility for the main drive through Germany from Montgomery's 21st Army Group to Bradley's 12th. Patton also appreciated the opportunity he now had to beat Montgomery across the river and win for the 3rd Army the coveted distinction of making the first assault crossing of the Rhine in modern history.
