Fiscal decentralization means decentralizing revenue raising and/or expenditure of moneys to a lower level of government while maintaining financial responsibility. While this process usually is called fiscal federalism it may be relevant to unitary, federal and confederal governments. Fiscal federalism also concerns the "vertical imbalances" where the central government gives too much or too little money to the lower levels. It actually can be a way of increasing central government control of lower levels of government, if it is not linked to other kinds of responsibilities and authority.

Vala is an object-oriented programming language with a self-hosting compiler that generates C code and uses the GObject system. Vala is syntactically similar to C# and includes notable features such as anonymous functions, signals, properties, generics, assisted memory management, exception handling, type inference, and foreach statements. Maglie began his professional career with Buffalo in 1938, appearing in five games and posting a 3.75 earned run average (ERA) while losing his only decision. He spent a full season with Buffalo in 1939, pitching in 39 games but posting a 4.99 ERA and a 3–7 record. California Education Code 48907 (1977), also known as the California Student Free Expression Law, acts as a counter to the Hazelwood v. Kuhlmeier (1988) Supreme Court ruling, which limited the freedom of speech granted to public high school newspapers. The Hazelwood v. Kuhlmeier decision held that public school curricular student newspapers that have not been established as "forums for student expression" are subject to a lower level of First Amendment protection than independent student expression or newspapers established (by policy or practice) as forums for student expression. Ed Code 48907 affirms the right of high school newspapers to publish whatever they choose, so long as the content isn't explicitly obscene, libelous, or slanderous, and doesn’t incite students to violate any laws or school regulations.

These questions about Scientologists' sexual behavior are often posed to members during "security checks", a specific form of auditing sessions where individuals are required to document their divergence from the organization's ethics. One of the questions asked in these security checks is, "Have you ever been involved in an abortion?". In contrast, it has been alleged that if a woman gets pregnant while in the Scientologist organization called Sea Org, she will either be sent to a lower-level organization of Scientology, or be pressured to have an abortion. The Traditional scientology wedding ceremony includes these remarks on men and women: ::Now, (groom's name), girls need clothes and food and tender happiness and frills, a pan, a comb, perhaps a cat.

The next major excavation attempt was carried out in 1861 by a company called "The Oak Island Association". The original pit was re-excavated to a depth of 88 feet (27 m), and two more shafts were dug. The first one missed its intended target of an alleged flood tunnel, while the other intersected the original shaft via a branched-off tunnel at around 105 feet (32 m) deep. Both of these shafts were filled with water when an alleged flood tunnel was again breached. At one point, one of the platforms placed in the original shaft at 98 feet (30 m) collapsed and dropped to a lower level. The effect caused the next two platforms to drop as well, with the treasure now resting some 119 feet (36 m) below ground along with an estimated 10,000 feet (3048 m) of lumber.

Vasi merely indicates the patterned parterre beds on the lowest level, later swept away by the familiar extensive landscape. The casino is set into the hill slope such that the main entrance on the north side is at a level above the giardino segreto or ‘secret garden’ enclosure on its south side, a parterre garden with low clipped hedges. The gardens on the sloping site were laid out from around 1650 by Innocent's nephew, Camillo Pamphili, formalizing the slope as a sequence from the parterres that flank the Casino, to a lower level below, framed by the boschi or formalized woodlands that rose above clipped hedges, and eventually arriving at a rusticated grotto in the form of an exedra, from which sculptured figures emerge from the rockwork.
