Five different minigames are offered, one of them a cooking game starring Starly. Returning from earlier entries in the series is the wardrobe collection in which players dress Starfy and Starly in different outfits.

Starfy dozed off, and Moe told him to listen, then Starly petted Moe and talked to him about his love, Ruby the zebra turkeyfish, while Starfy sat and played with his handheld game console that resembles the original Nintendo DS. Later, after their relaxation, Starfy, Starly and Moe went with Mattel to stop Degil and restore peace to the Amy Kingdom.

On 28 September 2004, during the Asian All-Stars Athletic Championship in Singapore, India's best high jumper broke his own National record with a height of 2.25 m to take the silver behind Hu Tong of China. In 2007, both Hari Shanakar and Benedict Starly sailed past a height of 2.14 m during the 33rd National Games, held in Guwahati.

When they are attacked by a wild Starly, the protagonist and their rival decide to examine the briefcase. They are then given a choice of one of three Pokémon found within—the Grass-type Turtwig, the Fire-type Chimchar, or the Water-type Piplup—and proceed to battle the attacking Pokémon. After defeating the Starly, Lucas or Dawn retrieves and returns the briefcase to the professor. Noticing that a bond has been forged between the young protagonist and his or her chosen Pokémon, Rowan offers it to them, asking that they embark on a journey and fill their Pokédex.

Starfy's father told Starfy and Moe that it fell to them to stop Ogura for a third time. Moe became angry and refused, because he was bored of doing the same things they did in the past. Later, Starfy's sister, Starly, jumped and bounced on Moe, and introduced herself to him. She later pushed him and her brother off the edge of Pufftop Palace and jumped down with them to pursue Ogura.

Returning from the previous four Starfy titles are costumes that offer special abilities, including ghost, dragon, chicken, and an ice-tailed seal costume. Unlike other games in the series, instead of touching a costume, Starfy touches Bunston's thought bubbles to put on a costume. The game also has DS wireless co-op play in select areas and boss fights, where one person controls Starfy and the other controls Starly. Only one cartridge copy of the game is required for this feature.

Densetsu no Stafy 4 takes advantage of the dual screens, using them to show both the main game and map of the level simultaneously, while it uses the touchscreen to play the bonus stages, scroll the map, interact in the title screen and navigate menus. Some costumes in the costume collections of Densetsu no Stafy 2 and Densetsu no Stafy 3 return in fully rendered 3-D, which allows the player to manipulate the 3D models of Starfy and Starly to see more of their costumes.

The Legendary Starfy series are platform games, focusing more on swimming than running and jumping around. Players control the protagonist of the series, Starfy, throughout each game; from the third title onward, Starfy's sister Starly is also playable occasionally. When on land, the controls are equal to the controls of most other platform games. When in the water, players can only move Starfy around using the control pad alone; however, if players want to make Starfy swim faster, they hold the B button down while moving him around.
