Billings is the son of Bruce and Emily. Billings attended the San Diego School of Creative and Performing Arts (SDSCPA) and Samuel F. B. Morse High School and San Diego State University who played for the SDSU baseball team as a short reliever in 2004 and a starter in 2005 and 2006. In 2005, he played collegiate summer baseball with the Wareham Gatemen of the Cape Cod Baseball League. While at SDSU, Bruce Billings became the school's all-time strikeout leader (Stephen Strasberg went on the break Billings record before leaving for professional baseball).

In these situations, a team may choose to keep their "fifth" starter on the roster in the long reliever role. This happens particularly in the post-season, when the fifth starter is a better pitcher than the "regular" long-reliever, allowing the team to carry either an additional short reliever, or position player, in lieu of the regular long man. In recent years, teams began experimenting with an opener, a relief pitcher who starts a game but only pitches for at least the first inning. In this strategy, the opener usually pitches against the opponent's best batters at the start of a game in hopes of throwing them off guard, before giving way to a long reliever who would normally be a starter in this situation.

Tatum's professional career began when he signed with the Angels in 1966 after he was selected in the second round of the secondary phase of the 1966 Major League Baseball Draft. In his fourth minor league season, in , he was converted from a starting pitcher to a relief role, and he was recalled by the Angels in May. He quickly established himself as the team's top short reliever—the term "closer" was not then in use. Mossi, along with Narleski and Ossie Alvarez, was traded to the Detroit Tigers on November 20, 1958 for Billy Martin and Al Cicotte. The trade meant that Mossi was guaranteed a spot in a major league starting rotation, something he had missed with the Indians. He went 17–9 with a 3.36 ERA in 1959. In 1960 he went 9–8, albeit on a club that was well below .500, with an ERA of 3.47. Mossi pitched the greatest season of his career in 1961, going 15–7 with a 2.96 ERA on a Tigers club that recorded over 100 wins. It was not long after this that he began to experience problems with his throwing arm, and in his final two years with the Tigers he went 18–20 with a combined ERA of 4.01. He spent the final two years of his career as a short-reliever, his arm no longer capable of starting.
