Hover Attack (1984) is believed to be the inspiration for Bangai-O. The idea for Bangai-O came from Treasure employee Mitsuru Yaida (commonly known by the pseudonym "Yaiman"). He remembered playing an older shooting game that amazed him with the sheer number of bullets that could be rendered on the screen at once. Even though Yaiman and other staff behind the game have not identified the game, industry analysts agree that the game is almost certainly Hover Attack (1984) for Japanese computers.
Llamasoft's Polybius is a fast-paced 3D shooting game with elements of racing games. The game's play was designed to minimize virtual reality sickness by the use of continuous forward motion with limited abrupt changes, and no interruptions to gameplay other than controlled breaks at the end of each level; however, the game does include intense visuals. Although designed as a VR game, Polybius is fully playable in 2D on a standard PlayStation 4, and also includes support for 3D television output.
In 1991, several Konami employees led by programmer Masato Maegawa began holding planning sessions at coffee shops for an original game. (Abridged translation ) They were establishing early concepts for an action shooting game, a genre they were familiar with. They pitched their idea to Konami, but were told it would not sell and it was rejected. Maegawa and his team were growing frustrated with the industry's reliance on sequels to established franchises and console conversions of arcade games to generate revenue.

Players view the game from a first-person perspective with the motion controller acting as a gadget on- screen which include a floating net, a slingshot and a harisen. Players cycle through their arsenal using the Move button while either pressing the trigger button or performing gestures to utilize the gadget.
For MUSHA's soundtrack, Nakashima originally presented an idea for what he called "Edo Metal" music to composer Toshiaki Sakoda. They eventually agreed on creating a speed metal soundtrack which would match the fast scrolling action of the game. At the time MUSHA was developed, Sakoda felt most shooting game soundtracks were primarily fusion and mechanically sounding games that lacked a cohesive theme. He wanted this soundtrack to be the first heavy metal game soundtrack, or how he called it, a "heady metal suite" or "heavy metal rhapsody".

The titular character is Wreck-it Ralph, from a game called Fix-It Felix, Jr.. Bomb Bee was not a success when it was released. According to Matt Barton, the author of the book Vintage Games 2.0, the game did not sell well and likely sold the same amount of machines as Gee Bee, a game that didn't meet sales expectations either. The success of Namco's later release Galaxian, a revolutionary shooting game, is believed to have contributed to its failure. When Galaxian proved successful, Namco offered to bundle Bomb Bee machines with Galaxian to arcade owners in order to clear inventory.
Dyad is a "tunnel racing puzzle shooting" game that uses a number of new concepts to build upon a classic genre. The basic premise of the game revolves around momentum. By using the action button the player is able to pull themselves from one enemy to the next as they fly down the screen. This concept grows in complexity throughout its 26 levels from using combos to fill up a special meter, to being forced to rely on sound to differentiate icons on the screen.

In the 2006 French documentary film Japon: Histoire Du Shooting Game, produced by CanalSat's GameOne channel, senior producer Osamu Kasai explained that because of limited resources the development of the game had to be outsourced. A potential collaborator would have to be experienced with modern shoot 'em ups and have a shared design philosophy. Kasai concluded that "Treasure was the best choice" for the project.

As a fan of rhythm games, he wanted to fuse the musical and visual aspects of the game and include direct interaction between the two—a general goal Ishida had since joining Taito around ten years prior. The development staff drew inspiration for the game's visual from music videos for techno songs. Ishida also drew inspiration from Metal Black, a 1991 Taito shooting game; he commented that the game has an "element of 'evolution' as well". Ishida avoided the style of gameplay because he felt that it would have limited the game's audience.
With Nakajima as its vice president, Namco America's aim was to import games and license them to companies such as Atari and Bally Manufacturing. Its first import was Shoot Away, an electro-mechanical clay shooting game that proved successful in Japan. As the video game industry prospered in Japan during the 1970s with the release of Taito's Space Invaders, Namco turned its attention towards making its own video games. In 1990, SNK released beat 'em ups with a first-person perspective: the hack & slash game Crossed Swords, and the fighting & shooting game Super Spy. In late 1991, the fledgling id Software released Catacomb 3D, which introduced the concept of showing the player's hand on-screen, strengthening the illusion that the player is viewing the world through the character's eyes. Taito's Gun Buster was released in arcades in 1992. It features on-foot gameplay and a control scheme where the player moves using an eight-direction joystick and aims using a mounted positional light gun.

Contra Force is an action shooting game released by Konami for the Nintendo Entertainment System in 1992 in North America. It is a spinoff of the Contra series, being the third game in the series released for the NES following the original Contra and Super Contra. However, the game's plot and setting are unrelated to both previous and succeeding entries, as the villains in the game are human terrorists instead of an alien menace. The game was scheduled to be released in Japan under the title of , with no ties to the Contra series, but was cancelled.

In the MS-DOS version of Fun House, the players have to play in three mini-games before a trivia round; they are either a shooting game or a different kind of arcade game. After answering three kid-oriented trivia questions (usually about ice cream or elementary school knowledge), they had to run through the Fun House Maze for some more points. Each player had to go into the Fun House three times to pick up prizes. Most of the prizes were good (adds points to the score) while some of them were actually obstacles (deducts points from the score).
Famitsu was negative towards the game's slow pace and inferiority to similar titles available on the Saturn, believing that the core gameplay of Terra Cresta was unsuitable for a 3D shooting game. The company was founded by former Konami employee Etsunobu Ebisu on October 3, 2005. He told Nintendo about the new company and asked if they could work on a game. Long-time Nintendo employee Takahiro Harada asked Ebisu if he would like to make a new Wario Land title, since Harada learned before the meeting that Ebisu was involved in the development of a Nintendo DS platform game he enjoyed very much, and Harada always wanted to make a Wario Land sequel. A game based on the film called Mechanical Violator Hakaider: The Last Judgement was released for the Sega Saturn exclusively in Japan on December 27, 1996. It is a light-gun shooting game where the player controls Hakaider and use the Hakaider Shot, while also incorporating adventure game elements. Taking place 10 years after the original film's events, Hakaider, after refusing follow Professor Gil's orders, loses his right hand from an attack by Waruder. Using a spare right arm, Hakider heads back to Jesus Town in order to retrieve his right arm back and defeat Gil.
Consoles + regarded the title as an "excellent shooting game". Andreas Kanuf of German magazine Video Games gave it an overall positive outlook. Retro Gamer regarded it to be an acceptable addition to the R-Type series. Kurt Kalata of Hardcore Gaming 101 praised its visuals and sound design but noted the lack of "careful design and required strategy" from previous R-Type entries. Metal Slug co- designer Kazuma Kujo regarded R-Type Leo to be "quite innovative for an R-Type game, and it was well done for a shooter, but it doesn’t quite feel like an R-Type game".

Wanting to cash in on this sudden revival, Namco decided to create a 3D sequel to Xevious for the System 11 board, featuring mechanics popular with other shooters to draw in newer players. Alien Soldier was developed for and marketed towards hardcore Mega Drive players. After developing Gunstar Heroes, Treasure was divided into four teams working on separate projects: Dynamite Headdy, Light Crusader, Yū Yū Hakusho Makyō Tōitsusen, and Alien Soldier. Development of Alien Soldier lasted two years and was led by Hideyuki Suganami, who from the start wanted to make the entire game himself. Despite 32-bit fifth generation hardware already on the market, he chose to program the game for the 16-bit Mega Drive, claiming that he may have been too captivated by the idea of making an "action shooting" game which the system was known for.

Space Invaders was created by Japanese designer Tomohiro Nishikado, who spent a year designing the game and developing the necessary hardware to produce it. The game's inspiration is reported to have come from varying sources, including an adaptation of the mechanical game Space Monsters released by Taito in 1972, and a dream about Japanese school children who are waiting for Santa Claus when they are attacked by invading aliens. Nishikado himself has cited Atari's arcade game Breakout as his inspiration. He aimed to create a shooting game that featured the same sense of achievement from completing stages and destroying targets, but with more complex graphics.
Director Yukio Futatsugi Panzer Dragoon was created in the early 1990s as the Japanese video game company Sega was preparing to release its Saturn console. In 1993, as the Saturn lacked third-party games, Sega asked its developers for game ideas; according to art director Manabu Kusunoki, Sega asked for shooting game ideas to add variety to the Saturn's launch library. Twenty-three-year- old Yukio Futatsugi, who had joined Sega only two years before, proposed several concepts, including Panzer Dragoon. Futatsugi became the head of Team Andromeda, a development team that Sega assembled for the project in early 1994 and was built around the duo formed by Futatsugi and Kusunoki.

The Gradius series was created when Hiroyasu Machiguchi, the series creator was given a team to work with and asked everyone what kind of game they wanted to develop, to which they responded being a shoot 'em up, with the intent of surpassing Namco's Xevious.Game Hiyou 9/99 They decided to make it a horizontal shooting game because they wanted to reuse material from Scramble as much as possible, and Gradius was originally named Scramble 2. The development lasted for a year after refining and experimenting with the gameplay. The team originally tried twenty different movement patterns for the Options and used a process of elimination when something did not work.

The action in this segments are more straightforward, as the screen scrolls automatically to the right while several kinds of enemy soldiers attack the player. The bottom of the screen indicates the player's remaining health, as well as their remaining ammunition, both which can be replenished by picking up power-up items hidden inside weapon crates.

Gradius was the creation of Konami game designer Machiguchi Hiroyasu, being the first video game he publicly released. Joining the company in the early 1980s originally as a programmer, Konami was trying to transition from being a producer of medal machines to a video game developer and assigned him to a small team to try and create a game that could put the company on the map. He asked the team what kind of game they'd like to work on, responding that they'd like to make another shooting game. The shoot'em up genre had seen a resurgence at the time with Namco's Xevious, with the goal of the project being to make a shooter that could surpass it.
With Taurasi joining the core of the 2000 Championship team, Auriemma confidently predicted another championship in 2001, but the season turned out to be more difficult than expected. UConn won the Big East Tournament over Notre Dame in a game remembered for the Bird at the Buzzer shot, but lost key players Abrosimova and Ralph to season-ending injuries. Soldier Blade was originally titled Sonic Blaster F-92, which had to be changed due to trademark issues. The initial idea for Soldier Blade was conceived by Hudson Soft designer Ukiuki Uribo, during conversations with others about which game to use for the company's upcoming Caravan video game tournament. Hikaru Aoyama suggested creating a new shooting game with the tournament in mind; Uribo was hesitant to begin working on it due to it being around six months away, however Hudson executives pushed for the idea to go forth anyway. During early stages of production Uribo was simultaneously working on several Game Boy titles, which gave him less time to focus on the new game until these were completed.

The first five levels of Salt Shooter were free. The full game of Salt Shooter was obtained by purchasing the "Sodium Pilot Outfit - Red Chili Edition" from the Commerce Point, which was a shop with associated Sodium products and other content from Outso and Lockwood Publishing. From December 17, 2009 to December 24, 2009, each day during that time period, 150 voucher codes granting access to the pilot outfit and Salt Shooter Game were sent out to random users who visited the Sodium Hub.
In March 2010, released Wildflower & Cover Songs: Complete Best 'Track 3', a 2-CD set featuring a four-track single and a full-length cover album of classic rock songs. It was led by the song "Wildflower", the theme song for the drama Gold, and also featured "Tamashii Revolution", a song used to promote the NHK broadcast of the 2010 FIFA World Cup. By jumping through time, players can change events in the past to alter history and affect the world in the future. The PlayStation version of the lightgun (Sony ID: SLEH-00005, SLUH-00017), sold as the Hyper Blaster in Japan and Europe, is colored green (with the Japanese model being black) and only works in the first controller slot on the original design of the PlayStation 2. The Hyper Blaster was also the first light gun for the PlayStation, preceding the release of Namco's GunCon by a few years. Project Horned Owl, a gun-shooting game published by Sony Computer Entertainment, was the first title to support it. The Hyper Blaster and the GunCon were mutually incompatible, although some games (such as the NTSC-U/C version of Elemental Gearbolt) supported both peripherals.
GoldenEye 007 was developed by Rare and directed by Martin Hollis, who had previously worked as a second programmer on the coin-op version of Killer Instinct.
