In 1999, a retired High Court judge, Sir Thomas Thorp, was commissioned by the Ministry of Justice to examine a petition for the royal prerogative of mercy lodged by Ellis's counsel, Judith Ablett-Kerr QC. She commissioned and supplied reports by experts that were based on selective information, for Thorp to consider.
