During a fight between Heero and Zechs Merquise, Relena discovers from Lucrezia Noin that Zechs is her older brother. Soon afterward, Relena assumes her birthright and restores the Sanc Kingdom according to her family's ideals, opening the nation's borders as a neutral haven to those who wish to escape the growing war. Since Romefeller regards the nation's pacifist stance as a threat, it begins to focus most of its military attention on the Sanc Kingdom, particularly after Heero and Quatre arrive, seeking sanctuary from OZ assassins.

He rules Genosha for some time with the aid of many who had previously opposed him, including Quicksilver, Polaris, and Fabian Cortez, and engages in a brutal civil war with the island's former human rulers. Despite the UN's hopes that Genosha's civil war between humans and mutants would destroy or at least occupy him, Magneto crushes all opposition to his rule and rebuilds the nation by forming an army of mutants dedicated to his cause, including mutants coming from all over the world seeking sanctuary. Eventually, Magneto uses the Genegineer's equipment to fully restore his power.Magneto: Dark Seduction #4, September, 2000 Intending to declare war on humanity, he captures Professor X to use as a symbol with which to rally his troops.

The emperor however began suspecting Germanus of playing a part in the revolt. Theodosius promptly informed his father-in-law of this and advised him to hide, and on November 21, Germanus fled first to a local church and then to the Hagia Sophia, seeking sanctuary from the Byzantine emperor's emissaries... On the very next day however, Maurice and his family and closest associates fled the capital before the advancing rebel army under Phocas, and crossed over to Chalcedon. From there, Theodosius was dispatched along with the praetorian prefect Constantine Lardys to seek the aid of Khosrau II, the ruler of Sassanid Persia. Maurice, however, soon recalled him, and on his return Theodosius fell into the hands of Phocas' men and was executed at Chalcedon.

Noriega being escorted onto a U.S. Air Force aircraft by agents from the U.S. Drug Enforcement Administration (DEA) on January 3, 1990 Noriega received several warnings about the invasion from individuals within his government; though he initially disbelieved them, they grew more frequent as the invasion drew near, eventually convincing Noriega to go on the run. Noriega used a number of subterfuges, including lookalikes and playbacks of his recorded voice, to confuse U.S. surveillance as to his whereabouts. During his flight Noriega reportedly took shelter with several supportive politicians, including Balbina Herrera, the mayor of San Miguelito. The last two days of his flight were spent partly with his ally Jorge Krupnick, an arms dealer also wanted by the U.S. Kempe reported that Noriega considered seeking sanctuary in the Cuban or Nicaraguan embassies, but both buildings were surrounded by U.S. troops.
