Not many U23Bs still exist, but a few shortline and regional railroads still use them in everyday service. At some point, 42BE was fitted with steel sheeting over the timber sides in an attempt to preserve them. Cars BE 44 to BE 48 were converted from BDSE mail sorting cars between 1922 and 1929 (see details below). Cars 49, 50, 51 and 52BE were former first class airconditioned cars, reclassed when new steel carriages were introduced. 53BE to 61BE were converted from composite ABE cars during 1981, as the start of the transition from wooden stock to all steel cars and altered rostering of carriages into small fixed sets. 8BE was scrapped on 11 April 1958 following a side-swipe at Mount Barker in the early morning of 1 January 1958.

In the Merserail dispute, guards on Merseyrail have taken part in fifteen days of strikes as of March 2018. In January 2016, the RMT published the results of a survey in which it claimed that 78% of regular Merseyrail passengers opposed proposals for the operator to introduce driver-only operation and remove guards from its services. The RMT launched a public campaign lobbying for Merseyrail to keep the guard on the train. Relations between the RMT and Merseyrail broke down in May 2016 following a lack of progress in negotiations and concerns over planned staff rostering by Merseyrail on the day of the Rock 'n' Roll Liverpool Marathon & 1/2 Marathon, scheduled for 29 May.

In November and December 2017, CrossCountry on-board train managers and senior conductors affiliated with the National Union of Rail, Maritime and Transport Workers (RMT) staged five 24-hour and two 48-hour strikes in an industrial dispute regarding staff rostering, in particular in relation to working on Sundays. These were either moored close by or pulled up on the shore in front, but it is highly unlikely that they would have been brought into the building given the scale of the lower room and the original doorway. Their relatively small coal bunker capacity proved inadequate for the rapidly expanding suburban network of the 1880s, therefore between 1901 and 1905 they were rebuilt at the Newport Workshops as 4-4-2T locomotives, with an enlarged bunker of capacity on extended frames supported by a trailling radial axle. At the same time, the opportunity was taken to replace the troublesome leading Bissell truck with one of the design being used successfully on the contemporary 'New' A and D class locomotives, as well as increasing the cylinder diameter from 17 to 18 inches. When rebuilt, these locomotives were regarded as equivalent to the Victorian Railways' ubiquitous E class 2-4-2T suburban engines for rostering purposes, and were known as the ME class, although the original 'M' class plates carried on the locomotives were not altered.

To improve the efficiency of train working, Train Controllers (also known as Controllers, District Controllers, Line Controllers and Area Controllers) were progressively introduced on many British-style railways in the early years of the 20th century, the first being on the Midland Railway in 1907. Although the specifics of their duties varied between railways, Train Controllers were responsible for tracking train movements (especially freight), ensuring freight trains were loaded economically and provided with suitable locomotive power, liaising with train crew rostering personnel, ordering additional trains to run for the carriage of extra freight tonnage or passengers as required, allocating paths for unscheduled services and making alterations to scheduled working in order to maximize efficiency and deal with any irregularity in traffic which may affect smooth operation. On busy railways such as the Midland, it was at times very difficult for Signalmen to keep track of train movements and make optimal traffic regulation decisions whilst operating signalling equipment. Consequently, fast trains could be delayed by slower trains on the line ahead.

Both the RMT and TSSA planned to go on strike at Eurostar during August 2016, the former for seven days and the latter for four days. Ultimately, following a series of negotiations, only one day of the RMT strike went ahead, while all TSSA strikes were cancelled. On 29 February 2016, the RMT opened a formal dispute with Eurostar over concerns regarding staff rostering, particularly allegations of train managers being made to work alone on some sections of route, following an incident involving a female train manager being charged with gross misconduct after refusing to operate a service which would have resulted in her running a section of the route with no other Eurostar staff members on board. Eurostar train managers based at St Pancras International station in London were balloted for potential industrial action several months later, which passed in favour of full strike action. Seven days of strikes were announced for two weekends in August 2016: for 96 hours on 12–15 August, coinciding with the Assumption Day public holiday in Belgium and France; and for 72 hours on 27–29 August, coinciding with the late August bank holiday weekend in the United Kingdom.
