Drug use is a serious problem at HMP Chelmsford according to HM Inspectorate of Prisons (42.6% of prisoners failed drug tests) and organised gangs supply prohibited items. Inspectors describe, "significant concerns about safety" and excessive levels of violence, much of the violence is due to supply and use of prohibited substances. Overcrowding and under-resourcing are blamed. Peter Clarke said the rising violence, suicides, accessibility of drugs and bad living conditions made him consider using the Urgent Notification protocol, which would make the Justice Secretary take action.

The main issues identified in this report were deficiencies in the management of mentally unwell prisoners; concerns with the management of at risk (potentially suicidal) prisoners; inadequate resourcing of dental services; inadequate recording of requests to access health services, waiting times and health related complaints; and no process in place for external accreditation of any of the prison health services. The Choir of Leeds Minster is the choir of Leeds Minster, Leeds, England, which became a Minster in September 2012. The choir was founded by vicar, Richard Fawcett probably as early as 1815, and was certainly in existence by 1818 (from which year there is accounting evidence for choristers' laundry). The church's choir - boys and men - was, from its origins, a charge on the church rate; and, in what was then a largely non-conformist town, a none-too- popular one. By the 1830s, the choir's resourcing had been taken over by a list of voluntary subscribers.

A large scale government funded ESRC (Economic and Social Research Council) research project with Professor Leslie Moran, Paul Tyrer and Karen Corteen examined the sustainability and experience of gay space, resulting in the book Sexuality and the Politics of Violence and Safety. The book explores how violence can be used as a resource in political claims-making. It also brings together innovative multi-methods, including a census space survey and citizen's inquiries, alongside traditional intervies and focus groups. Air Marshal Murdoch led the RAAF through the build-up of Australia's commitment to the Vietnam War beginning in the mid-1960s. He clashed with the Chief of the General Staff (CGS), Lieutenant General Sir John Wilton, over the latter's recommendation in mid-1965 to deploy two UH-1 Iroquois helicopters to Vietnam. Wilton believed that both services would benefit from gaining familiarisation with air/ground operations in the region before large-scale commitment of Australian forces. Murdoch dismissed the idea on resourcing grounds, despite the fact that two-thirds of the RAAF's UH-1 complement had been purchased for the express purpose of army cooperation.

Bardo National Museum Abed has held a number of positions during her career, including as from 1986 to 1991 as Director of the Bardo Museum in Tunis. She is a specialist in Roman mosaics, particularly in Tunisia and was the first person to study the conservation of re-buried mosaics. Abed is working with international partners to secure the future and safety of Tunisia's important mosaics, whilst recognising the differences in resourcing that lie between the western museum world and the Mediterranean. Thuburbo Majus - plan in French Abed has spent her career encouraging the study of mosaics in Tunisia and has written widely on their history and conservation.

In 2011, Corcadorca set up the Theatre Development Centre (TDC), a studio space based in Triskel Arts Centre, as a way of resourcing the theatre sector in the region. A CFT is a team of teams, at base a small co-located team of experts, each expert reaching back to their respective team when necessary, for additional knowledge on requirements, acquisition, science and technology, test, resourcing, costing, and sustainment.

After the introduction of Voluntary Student Unionism the hours which Student Radio broadcasts have been reduced, making the "Roundabout" program the largest purchaser of access time. Radio Adelaide collaborates with community radio stations 2SER Sydney and 4EB Brisbane to contribute content to the national current affairs radio programme The Wire by co-ordinating, resourcing and developing stories. Radio Adelaide was a Registered Training Organisation providing nationally accredited training and in 1999 won Adult Learning Australia's Outstanding Training Provider of the Year Award.

The Australian Government Crisis Committee (AGCC) is the national co- ordination body composed of Ministers and senior officials from Australian Government agencies convened by the Department of the Prime Minister and Cabinet and supported by the Crisis Coordination Centre of Emergency Management Australia. AGCC may convene in response to any crisis, including a terrorist act, where the scope and resourcing of Commonwealth Government support to States and Territories requires senior officials' level co- ordination. The purpose of the AGCC is to ensure effective co-ordination of information, intelligence and response options to support the NSC. The AGCC does not extend to managing the deployment of resources or other activities of operational agencies.

However, after an enquiry by the State Services Commissioner Iain Rennie, Matthews kept his job because Corrections had made efforts to improve and had warned the government of the day and the previous government that under- resourcing was putting public safety at risk. Collins increased the availability of work programmes in prison, and increased funding to widen the availability of alcohol and drug treatment programmes. Corrections built three new Drug Treatment Units and introducing condensed treatment programmes for prisoners serving shorter sentences.

Scarlet Alliance is the peak body for sex worker organizations in Australia and campaigns for the full decriminalization of sex work, in addition to providing HIV/AIDS outreach and education to sex workers. The country has been credited with better sex worker occupational health and safety, high condom use, and the lowest STI and HIV rates around the world. Furthermore, the now-defunct Prostitutes Collective of Victoria (PCV), founded in Melbourne, Victoria, was the first sex workers’ organization in the world to receive government funding (the organization was renamed "Resourcing Health Education for the Sex Industry (RhED)" and became part of the Inner South Community Health Service, but, as of 2013, is a different kind of organization).

Sometimes a school is placed into special measures if it is judged as 'inadequate' (Grade 4) in one or more areas and if the inspectors have decided it does not have the capacity to improve without additional help. Schools placed into special measures receive intensive support from local authorities, additional funding and resourcing, and frequent reappraisal from Ofsted until the school is no longer deemed to be failing. Furthermore, the senior managers and teaching staff can be dismissed and the governing body may be replaced by an appointed Interim Executive Board (IEB). It seeks to plan on a longer-term basis than the usual year-to-year, appropriations-based practice, and to integrate diplomacy and development missions under one planning process. It similarly seeks to correlate the department’s missions with its capacities and identify shortfalls in resourcing. Finally, it is also a precursor to core institutional reforms and corrective changes.

The South African Democratic Teachers Union (SADTU) is the largestMail & Guardian, 12 February 2013, Bongani Nkosi, Sadtu pickets for Soobrayan's head trade union for teachers in South Africa. It is allied to the African National Congress and is an affiliate of the Congress of South African Trade Unions (COSATU). The union has rejected a proposal by the Department of Basic Education (DBE) for performance-agreement contracts for school principals, pointing out that employment contracts already outlines principals' obligations, and claiming that such performance agreements would be unfair in the light of poor resourcing and lack of skills at schools. In 2017, the National Education Collaboration Trust began work with SADTU to improve teaching at the basic education level in the Eastern Cape and Limpopo provinces.

As Justice Attache, Levinson managed the U.S. government's diplomatic relationship with the Iraqi judiciary and its Chief Justice, Medhat al Mahmoud, and advanced the establishment of Major Crimes Courts where terrorists were prosecuted. Although stationed at the U.S. Embassy inside the International Zone, Levinson traveled to other population centers and provinces throughout Iraq, meeting with military and civilian leaders who were responsible for the administration of the rule of law in Iraq. In 2008, he worked in Kabul, Afghanistan as a Rule of Law and Courts Advisor. In this role, he collaborated with members of the Supreme Court of Afghanistan and helped draft and advance guidelines and procedures for establishing and resourcing commercial courts in Afghanistan to adjudicate business, contract and related civil conflicts.

The Passion Trust was established in 2011 to support Passion Plays taking place in the UK, and acts as a centre for resourcing, financing and equipping passion plays. It also advocates for public drama through local and national media. Trustees and supporters of the Passion Trust are involved in projects that have taken Passion Plays to prisons in Louisiana and Scotland, to Cape Town and to Brazil as well as a number of other locations in the UK. The Passion Trust hosts an annual conference attended by actors, arts practitioners, producers, directors, fundraisers and journalists. It also disseminates information for people starting new Passion Plays or wanting to develop existing plays, including script-writing, fund-raising, working with local councils and engaging with local communities.

A comparison of the 2012 PISA results concludes that school systems where schools have more autonomy over curricula and assessments tend to perform better overall, however the relationship between school autonomy and performance within countries is more complex, with factors such as accountability arrangements and teacher-principal collaboration in school management impacting on performance. Scholarly concern is registered about the effects of self-management and the deregulation of school choice that has accompanied it. These effects include: increased administrative burden on principals; levels of resourcing required to effectively self-govern; and the intensification of 'the gaps between schools serving the rich and those serving the poor, gaps marked by growing differences in school size, student intake, resources and achievement'. CIOs and CDIOs play an important role in businesses that use technology and data because they provide a critical interface between the business needs, user needs, and the information and communication technology (ICT) used in the work. In recent years it has become increasingly understood that knowledge limited to just business or just IT is not sufficient for success in this role. Instead, CIOs need both kinds of knowledge to manage IT resources and to manage and plan "ICT, including policy and practice development, planning, budgeting, resourcing and training." Additionally, CIOs are playing an increasingly important role in helping to control costs and increase profits via the use of ICT, and to limit potential organisational damage by setting up appropriate IT controls and planning for IT recovery from possible disasters.

The election campaign was dominated by the issue of European Objective 1 funding. The constituency was part of the area of Wales that was granted Objective One status in 1999, but under European rules the funding had to be matched by a minimum of 25% from other sources, including private funding and resources from central and local government. In addition to the specific research at the local and national level, OxCEPT is thoroughly embedded in the wider research culture of Ripon College Cuddesdon, where there is a particular expertise in mission, ecclesiology, ecumenism, Anglicanism, and Biblical hermeneutics. Notable work undertaken by OxCEPT has included several research projects, including the report on Fresh Expressions commissioned by the Church Urban Fund which particularly focused on emerging forms of church in deprived communities. ARCS (Action Research in Church and Society) was jointly pioneered by OxCEPT and Heythrop College (University of London), one outcome of which was the ‘Living Church in the Global City’ report which investigated the mission outreach of the church and church- related groups. ‘Sustaining Leaders in Mission and Change’ was a significant report into the ministry and resourcing of Archdeacons in the Church of England.

Micah Challenge was launched globally on 15 October 2004, timed to coincide with the UN International Day for the Eradication of Poverty. Approximately 11 national campaigns were launched around the world during that year, and this number has steadily increased until by the end of 2006 Micah Challenge was present in 36 countries in both the global south and the global north. Whilst the UK campaign was launched on 15 October 2004 alongside the international launch, levels of activity and resourcing remained low initially as the Make Poverty History campaign was in full flow in the UK at this time. With Christians and Christian agencies playing such a full part in the campaign, the decision was taken that Micah Challenge’s time had not yet come in the UK. It was not until 22 May 2006 the Micah Challenge UK Board of Directors met for the first time.

The trust provides powers for the land and assets to be held by the foundation on behalf of the learning community or schools, alongside a wide range of legal opportunities to employ staff, manage shared projects, acquire and use further accommodation or facilities. What is notable about the co-operative model is that the powers of the existing governing body (or bodies) are retained - as the supervising and accountable body for school performance, the budget and resourcing decisions for each of the schools within the trust. The trust represents a separate legal entity for strategic shared objectives, which is resourced appropriately by the schools and other partners for the agreed priorities and programmes of joint working. Partnerships within such trusts often include representation at Board level of local employers, higher education and the local authority - who generally see these as a positive adjunct to school improvement work.

Following the Blacksod incident, an Irish Times report highlighted how resourcing issues delayed the Air Corps involvement in the rescue, and highlighted that Air Corps' CASA maritime patrol fixed-wing aircraft have advantages over CHC operated helicopters in top-cover situations, in that they can arrive "twice as fast" and "remain circling in its higher vantage point for up to nine hours". The Defence Forces said that in 2017 three requests for top cover had to be refused due to reduced availability.

This model was based on a Socio-Economic Status (SES) score, derived by selecting a sample of parents' addresses and mapping these to various household income and education data points collected from the national census conducted every five years. In 2013, after release of the (first) Gonski Report, the funding formula was changed to compute individual school funding compared to a School Resourcing Standard (SRS). The SRS uses exam results from the National Assessment Program – Literacy and Numeracy (NAPLAN) tests, calculates the SRS from a cohort of well-performing schools, and applies this formula to other schools on the assumption that they should be able to achieve similar results from similar funding. The funding provided to independent schools is on a sliding scale and still has a "capacity to pay" element; however, on average, funding granted to the independent school sector is 40 percent of that required to operate government schools, the remainder being made up by tuition fees and donations from parents.

A Cooperative Strategy for 21st Century Seapower articulates that U.S. maritime forces be able to operate across the full spectrum of operations, raising the prevention of war to a level equal to the conduct of war. The strategy delineates the following six expanded core capabilities for U.S. Seapower to achieve a balance of peacetime engagement and major combat operations capabilities: #Forward presence #Deterrence #Sea control #Power projection #Maritime security #Humanitarian assistance/disaster response The first four core elements listed have always been fundamental to U.S. maritime forces and were essential elements to the United States and its allies and partners during the Cold War. The last two, Maritime Security and Humanitarian Assistance/Disaster Response, were elevated to core elements by the new maritime strategy. The U.S. sea services have traditionally done these types of missions but they will seek to be more proactive and purposeful in training, missions, and resourcing the missions and capabilities associated with them.

Russell's father, John Russell, emigrated to Canada from England in 1957, and over the course of a six decade involvement in the rugby community, he joined Ottawa's first rugby club - the Ottawa Beavers, became the founding president of the Ottawa Indians RFC, established the Bytown Blues RFC, was the first president of the Ottawa Area Rugby Association, was one of eight founding members of Twin Elm Rugby Park, served on the Canadian Rugby Union board for a decade, and inducted in the Rugby Ontario and Twin Elm Rugby Park Hall of Fall. Russell studied human biology with a biomedical minor at the University of Guelph (1982-1987). She worked in pharma for over twenty years, starting as a sale representative and rose to marketing director for the gastrointestinal franchise at AstraZeneca Canada, Inc. Russell now works for Pangaea Consultants as an Associate Managing Director with an expertise in channel marketing and strategic insights and resourcing.

The Luganda Society became a catalyst for inspiring and resourcing a number of writers in the Luganda language, including Solomon Mpalanyi, Phoebe Mukasa, Hugo Ssematimba, C. Kalinda, Dr. Livingstone Walusimbi and Michael B. Nsimbi himself. In 1958 the society began a regular program on Radio Uganda to promote teaching and learning of Luganda and various aspects of Buganda's culture, and organise on-air Luganda language competitions. In 1959 the society began organising competitions in schools, and in 1965 began offering scholarships to the best students in Luganda, known today as the Dr. Nsimbi Scholarship Scheme. In 1963 the society organized the first Pageant of Uganda, a cultural festival held at Uganda's National Theater in Kampala, highlighting Uganda's many cultures. The Society eventually gained government recognition for their cause, and from the 1970s worked together to produce a Luganda language curriculum at Makerere University, the country’s only university at the time, in 1976.

Therefore, the Cluster has focused most of its efforts in encouraging children into science and engineering in primary schools and improving teaching resources by supporting the Children Challenging Industry (CCI) Programme, a curriculum- based science learning activity linked to field trips into industry. Children Challenging Industry (CCI) attracting Children to Science, Training and Resourcing Primary Teachers This programme was initiated in this region by Thomas Swan of Thomas Swan and Co. Ltd. In the early 1990s Tom Swan recognised the need to engage with school children about the role of the chemical industry in our society, and commissioned a three year programme with the Chemical Industry Education Centre (CIEC, now the Centre for Industry Education Collaboration) at the University of York. The Children Challenging Industry Programme was created with the aim, to not only give primary school children an experience of science in action in industry, but also to train primary school teachers how to teach science and where to find science teaching resources.

Vincennes conducted numerous exercises and patrols in the South China Sea, the East China Sea, the Yellow Sea and the Sea of Japan. Vincennes also conducted exercises to develop and refine tactics to counter North Korean Special Operations Forces infiltration operations in the Yellow Sea. Perez participated in the Federal Executive Fellowship (FEF) Program as a Fellow at the Massachusetts Institute of Technology from August 2000 to August 2001. He focused his Fellowship studies on the technical challenges and political implications and challenges of sea-based Ballistic Missile Defense (BMD). Following his Fellowship tour, Perez reported to the Chief of Naval Operations Staff, Surface Warfare Directorate (N76) as the future ships branch head. As the future ships branch head, Perez oversaw the resourcing and requirements for both LCS and the future DDG 1000 ship programs. Perez was in the Pentagon on September 11, 2001. The Navy awarded Perez the Navy and Marine Corp Medal for Heroism for his actions immediately after the attack.

Due to thorough planning by the brigade commander, Row, and effective resourcing, this was quickly overcome and after a determined Japanese counterattack on the 34th Battalion's positions was turned back on the night of 1/2 November, organised Japanese resistance came to an end by 2/3 November. By 12 November, the island was effectively cleared, however, patrols and mopping up actions continued after this.
