Jefferson, at first unperturbed by the Missouri question, soon became convinced that a northern conspiracy was afoot, with Federalists and crypto-Federalists posing as Republicans and using Missouri statehood as a pretext.Ellis, 1995. pp. 270–271 The disarray of the Republican ascendancy brought about by amalgamation made fears abound in Southerners that a Free State Party might take shape if Congress failed to reach an understanding over Missouri and slavery and possibly threaten southern pre-eminence. In May 1872 Bismarck thus attempted to reach an understanding with other European governments to manipulate future papal elections; governments should agree beforehand on unsuitable candidates, and then instruct their national cardinals to vote appropriately. Nicolás Salmerón Alonso, third president of the First Republic. Nicolás Salmerón, elected President of the Executive Power with 119 votes in favor and 93 votes against, was a "moderate" federalist who defended the need to reach an understanding with conservative groups and a slow transition to the federal republic. As soon as he took office he replaced the Republican General Ripoll - appointed by Pi y Margall - with General Manuel Pavia, of doubtful loyalty to the Federal Republic, at the head of the expeditionary army of Andalusia. Churchill's History of the Second World War books were written as much to influence the present as to understand the past. In the 1950s, Churchill was obsessed with the possibility of a nuclear war, and very much wanted to find a way to defuse the Cold War before it turned into a Third World War, which he believed might be the end of humanity. A major theme of the later volumes in the History of the Second World War series was that it was possible to reach an understanding with the Soviet Union. Given these concerns, Churchill presented the percentages agreement as a triumph of statecraft, with the obvious implication that this was the solution to the Cold War with the Western powers and the Soviet Union agreeing to respect each other's spheres of influence.

The battle is interrupted by Rom the Space Knight, who annihilates the Wraiths within the ranks of the Joes and forces the Autobots to pursue the alien. Meanwhile, Kup and Aileron discover the true problem with Ore-13, but are ambushed by M.A.S.K., with Miles Mayhem taking Kup prisoner. Optimus and Rom reach an understanding and the Space Knight accompanies them back to Metrotitan, just as Windblade returns from a mental voyage into Microspace, where she encountered its progenitor Micronus Prime. Her desire to save this dying dimension runs up against Optimus Prime's orders to protect Earth first, but Rom's recklessness prompts Prime to realize that both Earth and Microspace must be saved; meanwhile, in Microspace, the adventurous Micronauts head into the fray as part of a deal with Baron Karza.

On 18 June, Tedros and Egyptian Foreign Minister Mohamed Kamel Amr issued a joint statement reiterating "their commitment to strengthen their bilateral relations and coordinate their efforts to reach an understanding regarding all outstanding issues between both countries in a manner of trust and openness building on the positive developments of their relations.
On 8 May, Tsipras was tasked by Papoulias to attempt forming a government within the stipulated three days. In the 1960s two theories emerged to explain the causes of World War I. One championed by the West German historian Andreas Hillgruber argued that in 1914, a "calculated risk" on the part of Berlin had gone awry.Hillgruber, Andreas Germany and the Two World Wars, Cambridge: Harvard University Press, 1981 pages 26 & 30–31. Hillgruber argued that what the Imperial German government had attempted to do in 1914 was to break the informal Triple Entente of Russia, France and Britain by encouraging Austria- Hungary to invade Serbia and thus provoke a crisis in an area that would concern only St. Petersburg. Hillgruber argued that the Germans hoped that both Paris and London would decide the crisis in the Balkans did not concern them and that lack of Anglo-French support would lead the Russians to reach an understanding with Germany.
However, Nhu met Lodge the same day that he met Maneli and rejected any contact with Communist nations, saying his loyalty was only to the United States. Shortly afterward, Nhu leaked the news of the meeting to the conservative American columnist Joseph Alsop in an attempt to blackmail Kennedy into increasing American support with the threat the Ngo brothers would reach an understanding with the Communists if the U.S government continued to criticize their handling of the Buddhist crisis. During a trip to Warsaw in January 1935, Göring told Jan Szembek that Schleicher had urged Hitler in January 1933 to reach an understanding with France and the Soviet Union, and partition Poland with the latter, and Hitler had Schleicher killed out of disgust with the alleged advice. During a meeting with Polish Ambassador Józef Lipski on May 22, 1935, Hitler told Lipski that Schleicher was "rightfully murdered, if only because he had sought to maintain the Rapallo Treaty." The statements that Schleicher had been killed because he wanted to partition Poland with the Soviet Union were later published in the Polish White Book of 1939, which was a collection of diplomatic documents detailing German–Polish relations up to the outbreak of the war. Former Kaiser Wilhelm II, who was in exile in Doorn, Netherlands, was horrified by the purge.
Since Gaddafi had kept mostly aloof in the months prior to the fall of N'Djamena, Habré hoped to reach an understanding with Libya, possibly through an accord with Acyl, who appeared receptive to dialogue. For the impending fight, Goukouni could count on 3,000–4,000 men taken from several militias, later merged in an Armée Nationale de Libération (ANL) under the command of a Southerner, Negue Djogo.
During the 1950s and early 1960s, Campos presented himself as a promoter of "pragmatic, democratic nationalism," as when he tried, as Brazilian ambassador in Washington, to reach an understanding between the John F. Kennedy administration and the left-leaning João Goulart government. Eventually, disagreements with Goulart's policies led to his resignation in August 1963. Roberto Campos sided with the military regime installed by the 1964 coup, which was greatly backed by Jorge Flores, a business partner of his. When Goofy appoints Max the official navigator of their road trip, things go much more smoothly for the two as Max gets to pick all the stops along the way. But, unbeknownst to Goofy, Max had secretly changed the driving route on the map to lead them to Los Angeles, and when Goofy finds out, he and Max come to a head as the two finally let out all their held-back emotions at each other before they finally reach an understanding in which Max confesses to his dad how he's felt about Roxanne and the lie he told her before. By this point, Max and Goofy admit that they are stuck together and wouldn't want to be with anyone else in this situation. A truth commission entitled the "Commission for the Clarification of Truth, Coexistence and Non-repetition" (Comisión para el esclarecimiento de la verdad, la convivencia y la no repetición) would be created following the signature of the final agreement. Its aim is to contribute to the construction and preservation of historical memory, reach an understanding of the conflict's multiple dimensions, satisfy victims' rights and promote coexistence. The Commission would be centered on victims (their dignification and satisfaction of their right to the truth) and its work impartial, independent, transitory and extrajudicial. From around 745, the Fihrids, an illustrious local Arab clan descended from Oqba ibn Nafi al-Fihri, seized power in the western provinces and ruled them almost as a private family empire of their own Abd al-Rahman ibn Habib al- Fihri in Ifriqiya and Yūsuf al-Fihri in al-Andalus. The Fihrids welcomed the fall of the Umayyads in the east, in 750, and sought to reach an understanding with the Abbasids, hoping they might be allowed to continue their autonomous existence. But when the Abbasids rejected the offer and demanded submission, the Fihrids declared independence and, probably out of spite, invited the deposed remnants of the Umayyad clan to take refuge in their dominions.

Gropper took a zealous part in the negotiations for church union and in the religious colloquies held in 1540 and 1541 in Hagenau, Worms, and Regensburg. In the latter place he secured agreement on the formulation of the doctrine of justification; but he and his sympathizers could not reach an understanding with the Protestants about the organization of the Church. When, therefore, Archbishop Hermann, felt himself committed to a far-reaching reform of ecclesiastical affairs in his archdiocese, and invited the Straßburg Reformer Martin Butzer for that purpose, Gropper came forward as the spokesman of the clergy of Cologne in opposition to the plans for Protestant reform proposed by his former patron; as a representative of the cathedral chapter he sought in the Landtag of March and July, 1543, to persuade the Estates to oppose Hermann and Butzer. As he was unsuccessful, he prepared an answer to the memorial for reformation which the archbishop laid before the latter Landtag.
According to F.B.M. Hollyday, Chancellor Otto von Bismarck feared that Pius IX and future popes would use the infallibility dogma as a weapon for promoting a potential "papal desire for international political hegemony": One example of the Catholic Church's political actions had already occurred in Italy on 29 February 1868, when the Sacred Penitentiary issued the decree Non Expedit, which declared that a Catholic should be "neither elector nor elected" in the Kingdom of Italy. The principal motive of this decree was that the oath taken by deputies might be interpreted as an approval of the spoliation of the Holy See, as Pius IX declared in an audience of 11 October 1874. Only in 1888 was the decree declared to be an absolute prohibition rather than an admonition meant for one particular occasion. In 1872 Bismarck attempted to reach an understanding with other European governments, whereby future papal elections would be manipulated.
Through Raeder approved of Hitler as a man who believed that it was necessary for Germany to achieve "world power status", he disapproved of Hitler's proposed means of attaining it.
