François Charles's exposé, Les Deux Prostitutions: études du pathologie sociale, ("The Two Prostitutions: Study of the Social Pathology") developed methods for police to persecute through meticulous documentation of homosexuality. Others include Johann Caspar and Otto Westphal, Karl Ulrichs. Richard von Krafft-Ebing's 1886 publication, Psychopathia Sexualis, was the most widely translated work of this kind. He and Ulrichs believed that homosexuality was congenitally based, but Krafft-Ebing differed; in that, he asserted that homosexuality was a symptom of other psychopathic behavior that he viewed to be an inherited disposition to degeneracy.

Tourist police were implemented, and efforts to better regulate businesses, control prostitutions, repair infrastructure and promote tourism were undertaken at various times during the 2000s. In March, 13 executives of the company's London headquarter, including the CEO Andrew Witty, received an email with a sex tape as an attachment from an anonymous writer called "gskwhistleblower." The secretly filmed tape showed Mark Reilly's sex with a young Chinese female. The email accused the company and Mark Reilly of using China Comfort Travel to bribe doctors and provide prostitutions to make sure of the business. The company board was shocked by the tape as it violated Mark Reilly's privacy with a possible break-in.

Until the year 2000, there was no internationally recognized definition of sex trafficking. The United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons (UN Protocol) defines human trafficking in the following way: "Trafficking in Persons shall mean the recruitment, transportation, transfer, harbouring, or receipt of persons, by means of use of force or other forms of coercion, of abduction or fraud, of deceptions, of the abuse of power of a position of vulnerability or of the giving or receiving of payment or benefits to achieve the consent of a person having control over other persons, for the purpose of exploitation. Exploitation shall include, at the minimum, the exploitations of the prostitutions of other or other forms of sexual exploitation, forces labor or services, slavery or practices similar to slavery, servitude or the removal of organs". According to the UN protocol, sex trafficking does not require cross border movements of humans.

Craigslist asserted its immunity from Sheriff Dart's claims on the grounds of Section 230(c)(1) of the Communications Decency Act, which provides immunity from liability for providers and users of an "interactive computer service" who publish information provided by others. Craigslist's Memo in Support of the Motion for Judgment on the Pleadings Section 230(c): Protection for "good samaritan" blocking and screening of offensive material (1) Treatment of publisher or speaker—No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider. Applying § 230(c)(1) to Sheriff Dart's Public-Nuisance Claim Sheriff Dart alleged that Craigslist actually committed unlawful acts by knowingly arranging prostitutions and directing users to places of prostitution. The court, however, refused to accept this argument because Craigslist did not create these ads, citing Chicago Lawyers' Committee For Civil Rights Under Law v.

As the year 2015 came to an end, there had been an increase of around 40% of commercial crimes including prostitution or sex-related scams involving the internet; the public has been advised by the National Crime Prevention Council (Singapore) to be wary of controversial practices such as sugar mommies, credit-for-sex or internet love scams. With sensual massage palours and other sex-related vice activities also appearing in suburban heartlands such as Woodlands, Sembawang, Sengkang, Jurong West, Yishun, Chinatown and River Valley, the Government of Singapore is looking at various options of regulating and punishing violations such as cases of unlicensed prostitutions or operators of brothels. In 2016, examples of sentencing include Chew Tiong Wei who was jailed 85 months and fined S$130,000 for running an online vice ring and evading S$26,964.65 in income tax. There are also reported cases of nightly vice activities involving transvestite prostitutes soliciting at a car park in the old Woodlands Town Garden which is adjacent to the Johor-Singapore Causeway.
