In 1990, Kenyan riot police raided a room at the University of Nairobi beating students with batons. A fleeing female student was shot in the stomach with a plastic bullet. Plastic bullets were used against protesters at a protest against globalization in Quebec in 2001, where one individual reportedly underwent an emergency tracheotomy after being hit in the throat. Plastic bullets were approved for policing in England and Wales in June 2001.

Ryan Berntt, a rioter who was shot in the head with a plastic bullet by police, causing a four-week coma and permanent brain damage, filed a civil suit against police and the City of Vancouver claiming excessive force. In 1997, he was found 75 percent liable for his own injuries, however, the British Columbia Court of Appeal ordered a new trial in 1999. In 2001, Berntt's civil suit was dismissed by the Supreme Court of British Columbia. In New York City, although the celebrations marking the Rangers' first championship in 54 years were peaceful and there were no reports of violence or arrests, they were marred by the Vancouver riots.

On 2 June 2013, during Gezi Park protests in Ankara, Turkey, a protester was wounded in the face by a "plastic bullet", later attributed to police use of the FN 303. During Independence Day demonstrations in Finland on 6 December 2015, police used FN 303 against counter-protesters, with one receiving eye injuries from projectile fragments. A 2019 study found that the performance of the FN 303 was significantly worse outside of a laboratory setting. Operational conditions were simulated by inducing physiological and psychological stress, and measuring salivary cortisol; accuracy and reported ease of use were both lower than that of the control group.
