An add-on or addon is a typically small mod which adds to the original content of a specific game. In most cases, an add-on will add one particular element to a game, such as a new weapon in a shooting game, a new unit or map in a strategy game, a new vehicle or track in a racing game, items in a game like Minecraft or Terraria, or additional contents in simulation games (such as new pilotable airplanes, e.g., the Airbus A330 or Boeing 787 Dreamliner). This can be accomplished without changing any of the original game's existing content.

The first anime featuring a giant mecha being piloted by the protagonist from within a cockpit was the Super Robot show Mazinger Z, written by Go Nagai and introduced in 1972. Mazinger Z introduced the notion of mecha as pilotable war machines, rather than remote-controlled robots. Nagai later introduced the concept of gattai ("combination"), where several modules slot together to form a super robot, with Getter Robot (1974 debut). Jack Taggert worked on an experimental pilotable suit for Project: Firepower for Edwin Cord (a rival businessman of Tony Stark). The project was ostensibly designated by the U.S. Armed Forces, in conjunction with Senator Boynton, to serve as an ultimate deterrent against opponents of the United States. However, when Iron Man launched his "Armor Wars", attacking armored villains and even government agents without provocation, the Firepower program was modified with the specific goal of stopping Iron Man. While Taggert continued to train for the fight with Iron Man using a simulator rig, Boynton invited Tony Stark out to the first formal demonstration of the Firepower suit, believing that Iron Man would somehow find out from his "ex-employer", and hoping to lure the rogue Avenger into a trap.

According to McCoy, the studio was not sure what their next game would be after completing the post-release support for Titanfall 2, though they knew they wanted to keep making Titanfall games. As with the development of Titanfall 2, the studio broke into several small teams to create "action blocks", small game prototypes that showcase a gameplay element, a weapon, or similar feature of a game that would fit into a Titanfall sequel. One such "action block" was inspired by the success of the battle royale game genre led by PlayerUnknown's Battlegrounds; this prototype, which applied gameplay mechanics of previous Titanfall games in a battle royale format, was considered very successful and the studio decided to expand this model. The designers decided that having the pilotable Titans (large mecha) from their previous games would not work well in a battle-royale setting and instead focused on creating strong character classes which felt appropriate for the Titanfall franchise.
