Morris' goal to make salaries more competitive with those of other schools "proved to be an elusive one", partially due to ETSU's relatively overstaffed faculty, evidenced by abnormally low student–teacher ratios. Morris attempted to improve faculty morale in other ways than through salary, reducing the membership of the Faculty Senate in order to make it more of a decision-making body while also creating a Senior Faculty Forum, which often gave suggestions to the president that were ultimately implemented. By the late 1980s, as the faculty at ETSU shrank, Morris began to address one of his highest priorities: building a more diverse faculty. Women grew from 20% of the faculty in 1975 to almost 26% in 1990, and in 1987 Donna Arlton became the first woman to hold a high-level academic office when she was named vice president of academic affairs, replacing Morris himself.

Lines of authority were difficult, at best, since GHQ Air Force controlled only operations of its combat units while the Air Corps was still responsible for doctrine, acquisition of aircraft, and training. Corps area commanders continued to exercise control over airfields and administration of personnel, and in the overseas departments, operational control of units as well.Three examples of the negative effects of this long-ingrained policy, even after creation of the AAF, occurred in Hawaii in the six months preceding the Japanese attack on Pearl Harbor, where neither the Air Corps nor the AFCC had any command jurisdiction. First, Maj. Gen. Walter C. In May 2003, when Nigeria Airways had a Boeing 737-200 as its sole serviceable aircraft, the government decided not to pump more money into the overstaffed carrier but to liquidate it.

Bowdon directed The Cartel, a 2009 documentary film about corruption in American public education that was distributed by Warner Brothers. The film views the current state of public schools in the U.S. as a “national disaster for the workforce of the future.” Bowdon notes that the U.S., by many measures, “spends more on education than any country in the world,” and chooses to concentrate principally on his own state, New Jersey, which spends more per student on public education than any other state, but where average standardized-test scores in public schools are very low. In an effort to explain where all the money allocated to public education is going, Bowdon portrays a union-dominated institutional culture in which bureaucracies are overstaffed by highly paid administrators, expenditures on school-construction projects are unsupervised and out of control, corruption and patronage are rampant, incompetent teachers cannot be fired, and excellent teachers cannot be rewarded.
