The teams that traditionally play in the Rose Bowl game (since 1947) are the champions of the Pacific Coast Conference, and subsequently Pacific-10, representing the "West" (which was renamed the Pac-12 in 2011 with the addition of the University of Colorado and the University of Utah) and Big Ten conferences, unless one team (or both teams) play in the BCS National Championship Game. Then, according to the BCS rules, the first year the Rose Bowl loses a team to the National Championship Game and a team from the non- automatic qualifying group is an automatic qualifier, that team will play in the Rose Bowl.Staff writer (April 26, 2010). Accordingly, the system of non-automatic import licensing was extended in 2011, and regulations were enacted for the auto sector establishing a model by which a company's future imports would be determined by their exports (though not necessarily in the same rubric). A net energy importer until 1987, Argentina's fuel exports began increasing rapidly in the early 1990s and today account for about an eighth of the total; refined fuels make up about half of that. Utah and Boise State both finished in the top 15 of the BCS standings and were thus eligible for BCS at-large spots. It was generally understood, however, that only one team would get a berth, as it would be hard to justify allowing a second mid-major conference team into a BCS bowl over an AQ conference runner- up. This difficulty in "justifying" both non-automatic qualifying teams going to BCS bowls led a number of BCS critics to point to this situation as being reflective of the arrogance and assumption of higher quality of the AQ conferences that is not borne out by any statistics or their win-loss records, but rather is based on past records and reputations. Utah qualified automatically as the highest ranked (in the top 12) non-AQ conference champion and defeated Alabama in the Sugar Bowl.

In 2008, a lawsuit was threatened due to the exclusion of teams from the non-automatic qualifying conferences in the BCS system. Following Utah's win over Alabama in the 2009 Sugar Bowl, Utah Attorney General Mark Shurtleff announced an inquiry into whether the BCS system violates federal antitrust laws. In 2009, senior Utah senator Orrin Hatch announced that he was exploring the possibility of a lawsuit against the BCS as an anti-competitive trust under the Sherman Antitrust Act. On November 27, 2009, the Fort Worth Star-Telegram ran a story that said that Rep. Joe Barton (R-TX), ranking member of the House Committee on Energy and Commerce, announced that he would hold antitrust hearings on the BCS, again based on the Sherman Antitrust Act and its provisions outlawing non-competitive trusts, beginning in May 2010.

ABC attempted to replace Auburn with Georgia Tech, but the switch prompted UCLA to opt out entirely because the game would essentially be a home game for the Atlanta-based Yellow Jackets, with no scheduled return trip to Los Angeles. Finally, an agreement was reached in which LSU and North Carolina would match up, with the Tigers winning 30–24. The 2010 game also saw the introduction of a trophy awarded to the winner, the Old Leather Helmet. The 2011 edition was the first Chick-fil-A Kickoff to feature a team that was not a member of the ACC or SEC, the two conferences with tie-ins to the Peach Bowl. Boise State of the Mountain West Conference, one of the most successful programs from a BCS non-automatic qualifier conference in recent years, defeated Georgia 35–21.

Automatic brakes on the other hand use the air or vacuum pressure to hold the brakes off against a reservoir carried on each vehicle, which applies the brakes if pressure/vacuum is lost in the train pipe. Automatic brakes are thus largely "fail safe", though faulty closure of hose taps can lead to accidents such as the Gare de Lyon accident. The standard Westinghouse Air Brake has the additional enhancement of a triple valve, and local reservoirs on each wagon that enable the brakes to be applied fully with only a slight reduction in air pressure, reducing the time that it takes to release the brakes as not all pressure is voided to the atmosphere. Non-automatic brakes still have a role on engines and first few wagons, as they can be used to control the whole train without having to apply the automatic brakes.

Boise State went 13–0 during the regular season, their second straight undefeated season, to win the conference championship for the second straight year and seventh time in eight years. They would be ranked No. 6 in the BCS at the end of the regular season and received an invitation to the Tostitos Fiesta Bowl to become the first team from a non-automatic qualifying conference to receive an at-large berth to a BCS bowl (other non-AQ teams had received automatic bids under BCS rules). The Broncos faced BCS No. 4 ranked TCU in the first matchup of two teams from non-AQ conferences in a BCS bowl. They defeated the Horned Frogs 17–10 and finished the season No. 4 in AP and coache's polls. Other bowl-eligible teams in 2009 were Nevada (8–4), Fresno State (8–4), and Idaho (7–5).

By now, the runaways had travelled about . This train was also fitted with 'simple' (non-automatic) continuous vacuum brakes, and these were lost when the engine became disconnected.

Out of the FEKS theater, a new film-making group was being formed. Backley began the year having problems with a knee injury, but with an early season win in Sweden under his belt another victory on 13 July at the Norwich Union Grand Prix in Gateshead throwing 85.69 defeating Boris Henry (83.52) and Alexandr Ivanov (81.69), he put these firmly behind him, A couple of weeks later at the North Down International at Bangor Northern Ireland his opening throw of 81.42m was once again good enough to see off the competition. It was therefore disappointing when after managing to qualify for the final, only in seventh position, at the IAAF championship Stade de France, Paris, on the final weekend of August, his third and best throw of only 80.13m could not take him through to the last eight in the Sunday final. Sergey Makarov took the title with 85.44 ahead of Andrus Värnik 85.17 and Boris Henry 84.74 with these all being recorded in the first round. In Backley's final year of competition in 2004, where he was hoping to add to his Olympic medal haul, he struggled to find form and at the 2004 Summer Olympics in Athens, Greece, in a wide-open field, he only made the final as the last non-automatic qualifier.
