In the nightlights of the Damili Festival of San Nicolas a historical event of the two sister towns culminated between Mayor Willy and Mayor Melanie Grace Valdez signing the Historical Agreement, which eventually cemented the earlier immigration of Ilocanos from San Nicolas to Licab. During the height of Licab Town Fiesta usually in the last week of the month of March, Mayor Willy introduced the Kariton Festival which was ingeniously celebrated, with each Barangay Captain contributing floats decorated with farm produce skillfully designed to show progress of the town. A large number of Karitons paraded the town and the best ones were to receive Prizes from the festival judges.
