The Bill would amend the federal law () to include American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam in the definition of "state" for purposes of provisions prohibiting trafficking in contraband cigarettes and smokeless tobacco. The 1978 Act makes it a federal crime to knowingly ship, transport, receive, possess, sell, distribute, or purchase 10,000 or more contraband cigarettes.
