Over the past decades, Qatar has also offered shelter to several prominent Hamas affiliates: from Saleh al-Arouri, the founder of Hamas' military wing, Izz ad-Din al- Qassam Brigades, known for his ability to mastermind attacks from abroad who was reportedly hosted by Qatar after leaving Turkey in December 2015, to Husam Badran, the former leader of a Hamas cell and the current media spokesperson for Hamas who instigated several deadly suicide bombings during the Second Intifada and is based in Qatar since 2011. Along with Turkey, Qatar was the only country that endorsed Hamas for ousting the Palestinian Authority from the Gaza Strip in 2007. Shortly after, Qatar publicly pledged $250 million in aid for Gaza, devastated after the Israeli war, and soon rose as a lead actor in the Palestinian conflict. The relation between the Gulf country and the terrorist group was reinforced especially between 2008 and 2009 after several expression of mutual support, and especially after Qatar condemned the Gaza blockade.

As president he has been a regular media spokesperson such as on BBC current affairs programme Panorama, and that killings by those with mental illness are both unusual and declining. He has argued against making benefits conditional on co operating with mental health treatments, as subsequently accepted by the Carol Black report and warned psychiatrists against diagnosing Donald Trump, no matter how tempting this may be. He has also claimed to oppose lazy or negative stereotypes and images of psychiatry and false dichotomies such as “physical versus mental” or “drugs versus talking” and instead putting forward more positive images. For example on Any Questions in August 2014, he opposed the motion proposed by Will Self that psychiatrists were to blame for the current epidemic of mental disorders. During the junior doctors dispute he continued to emphasise support for junior psychiatrists whilst arguing that the deeper causes of the dispute went beyond pay and hours, comparing junior doctors careers to “being shuffled around the country like lost luggage” and that it is impossible go on increasing demand and expectations with diminishing resources.

Ultimately, however, the Socialists formed a new government with the Serbian Progressive Party. Vukomanović served as a supporter of the administration in the assembly and was selected as a member of Serbia's delegation to the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA). The 2007 Serbian parliamentary election did not produce a clear winner, and an unstable coalition government was eventually formed, led by the DSS and the rival Democratic Party (Demokratska stranka, DS). Koštunica continued to serve as prime minister.
