Shintoho declared bankruptcy in 1961, forcing Ishii to seek employment at another studio. He moved to Toei Company where he directed Flower and Storm and Gang (Hana to Arashi to Gang) (1961), starring Ken Takakura. His 1965 Abashiri Bangaichi with Takakura would solidify that actor's stardom and give Ishii his biggest success of the 1960s. Ishii would go on to direct 10 of the 18 films in this series.Schilling, p.68. In 1968, Ishii initiated two popular, long-running series for Toei. In the first entry in the Hot Springs Geisha series (1968–1972), Ishii successfully replaced his usual "darkly sardonic cinematic style in favor of this light and frivolous 'mainstream' comedy about geisha masseuses operating inside a hotsprings resort." Ishii left this series to other directors.

There are occasional reports of border guards taking bribes to look the other way. In April 2007 in Ho Chi Minh City, police disrupted a Korean trafficking ring that fraudulently recruited Vietnamese for marriages, rescuing 118 women. Three separate traffickers were convicted and sentenced from 6–12 years for trafficking women to Macau to allegedly work as masseuses and then forced them into prostitution. Police from Vietnam and Laos cooperated in rescuing eleven women and breaking up a sex trafficking ring that moved women and girls to Malaysia, the Philippines, and Indonesia. In July, the Ho Chi Minh People’s Court convicted six Vietnamese with sentences ranging from 5–12 years for trafficking 126 women to Malaysia under the guise of a matchmaking agency.

As part of the second the services provided would be paid for by a government grant, until then the Corps and the services it provided had been privately funded by the Pagets and by donations. Until 1917 all Corps members were UK based but from January 1917 onwards members could volunteer to work overseas and by the end of the war 56 members of the Corps had or were working abroad in Italy and France. By the end of the war over 2,000 masseuses and masseurs were at work and just under 3,400 had been engaged by the Corps at some point during the war. The Corps came to an end in January 1919 when a formal Military Massage Service was formed under the auspices of the Army and Pensions Massage Association.

Women and children involved in prostitution are vulnerable to rape, murder, and AIDS as well as other sexually transmitted diseases.Dennis A. Ahlburg, Eric R. Jensen and Aurora E. Perez, Determinants of extramarital sex in the Philippines , Health Transition Review, Supplement to Volume 7, 1997, 467–479 Surveys of women working as masseuses indicated that 34 percent of them explained their choice of work as necessary to support poor parents, 8% to support siblings, and 28% to support husbands or boyfriends. More than 20% said the job was well paid, but only 2% said it was easy work, and only 2% claimed to enjoy the work. Over a third reported that they had been subject to violence or harassment, most commonly from the police, but also from city officials and gangsters.

In 2007, Yang, along with members of her family, opened the first of a chain of Asian massage parlors (employing only Asian female masseuses) in Palm Beach County and Broward County, Florida, primarily branded as Tokyo Day Spa locations. The enterprise grew to include "at least six day spas as well as a massage school and several nail salons", with one massage parlor being a location in Jupiter, Florida that Yang sold in 2013, and which would thereafter become the Orchids of Asia spa. The Miami Herald reported that these businesses had a reputation for illegally offering sexual services while still owned by Yang, but she denied knowledge of this. One spa operated by Yang in Broward County was allegedly unlicensed, and ceased operations in February 2019; Yang was sued by the landlord of the property on the claim that "Yang broke her five-year lease when she shut down the spa and stopped paying rent" at that time.
