"Some had expected the agreement between Saudi Arabia and Russia to come out with cutting oil production," said John Doyle, director of markets at Tempus Inc in Washington.

"With the market pricing for lower interest rates, that's keeping a lid on the dollar," said Chris Gaffney, president of world markets at TIAA Bank in St. Louis.
Richard Hunter, head of markets at Interactive Investor, flagged concerns about the pub sector as a whole, citing its wafer-thin margins that are vulnerable to cost inflation.
"We see today's pull back in the EGX as a buying opportunity," Mohamed el-Jamal, managing director of capital markets at Abu Dhabi's Waha Capital, said on Monday.
"With foreigners selling off on the back of the emerging markets worries, margin calls were triggered in Saudi," said Marie Salem, director of capital markets at FFA Dubai.

Line, which is owned by the South Korean online portal Naver, will be tapping capital markets at a time when tech start-ups have had increasing difficulty raising funds from investors.
Frank Slagmolen, deputy head of global capital markets at Euroclear, said the bank has significant numbers of institutional clients that trade in Israel but currently needed to go through third parties.

"There is still uncertainty about fiscal policy, so the Fed is likely waiting for a bit more data and more certainty," said Tony Bedikian, head of global markets at Citizens Bank.
N. Jonathan Peress, an expert on electricity and natural gas markets at the Environmental Defense Fund, said that while companies push to add capacity, the long-term need might not materialize.
"What's very clear is we've reached the peak of the tariff war," said Mr. Loevinger, now a managing director for emerging markets at TCW, an asset-management company in Los Angeles.
Vivien Azer, an analyst who studies the alcohol and cannabis markets at the financial services firm Cowen, said the rising appeal of cannabis was part of a long-term cultural trend.
Kevin Wu, head of global markets at Hang Seng Bank in Shanghai, said fixings suggested the authorites had used the counter-cyclical factor to smooth out volatility under current market conditions.
"For economists, of course it's always been traditionally a very good signal of directionality of the economy," said Sonja Gibbs, senior director of capital markets at the Institute of International Finance.
The market has grown concerned that if the Saudis offset the losses from Iran, it will leave oil markets at risk of further production declines in countries like Venezuela and Libya.
"Yields remain at historically low levels; however, it's not immediately apparent what the catalyst for widening could be," said Diarmuid Toomey, head of European high-yield capital markets at Deutsche Bank.
Danielle Shay, director of options at Simpler Trading, said it pays to be cautious with broad markets at highs after a strong run, but does see one solid high-beta candidate.
"What you're buying is a management team with a lot of experience, which is very attractive to investors," Carolyn Saacke, chief operating officer for capital markets at the NYSE, told me.
Steel producers around the globe complain that Beijing dumps its steel on world markets at prices lower than the cost of raw materials, costing jobs at mills from Italy to Indiana.
The dollar Eurobond became the largest issue for the finance ministry since 2013, said Andrey Solovyov, Global Head of Debt Capital Markets at VTB Capital, one of the bond placement organisers.
Because one cannot invest in risk assets and protect against both corrections and bear markets at the same time, risk-management efforts should focus more on bear markets rather than corrections.
"We are pretty confident that the picture we have come up with in January is not going to change very much," said Neil Atkinson, head of oil markets at the agency.
"If yields are rising, the economy is overheating and therefore getting nearer to off the cycle," Bill Blain, strategist and head of capital markets at Mint Partners, told CNBC via email.

Thailand Future Fund Infrastructure Fund (TFFIF), the trust's full name, expects about half of the investment it attracts to be from retail investors, the Head of Capital Markets at Phatra Securities, Anuwat Ruamsuke, told reporters.
"I'm personally skeptical that it makes sense now," said Seth Carpenter, the chief United States economist at UBS, who served as acting assistant secretary for financial markets at the Treasury Department from 2014 to 2016.
"Even with all of the geopolitical and trade tensions, we're still seeing good earnings by companies and that's supporting higher equity markets too, (pressuring gold)," said Chris Gaffney, president of world markets at TIAA Bank.
"The champagne corks will be popping again in Moscow this morning with another major win for (Vladimir) Putin over the DC establishment," said Timothy Ash, senior sovereign strategist for emerging markets at Bluebay Asset Management.
Those facilities would have the option of refining oil from U.S. shale fields, which would be a boon to American drillers, said Hillary Stevenson, director of oil markets at Genscape, an energy market data firm.
"The story for this week is clearly centered on Turkey, tariffs, the dollar, and weakness in the equity market," Kevin Giddis, head of fixed income capital markets at Raymond James, said in an emailed statement.
But plenty of banks and analysts continue to tout the market's strength, pointing to strong fundamentals and noting that Washington's political scandals, as headline-grabbing as they may be, have barely fazed markets at all.
"Even with all of the geopolitical and trade tensions, were still seeing good earnings by companies and that's supporting higher equity markets too, (pressuring gold)," said Chris Gaffney, president of world markets at TIAA Bank.
"You will have a problem with availability of parts, and repair shops don't want to service them," said Lenny Sims, who tracks the motorcycle business as vice president for specialty markets at J. D. Power.
"What's really putting pressure on the equity markets at the moment is actually the liquidity from the credit markets," Sean Taylor, chief investment officer for Asia-Pacific at DWS, told CNBC's "Street Signs" on Thursday.
Even remaining on the watchdog's gray list would have consequences, complicating Pakistan's ability to raise money on international markets at a time when its economy is sputtering and it is in dire need of loans.
"We like wearables because someone who might go out running tends not to take a smartphone with them because it's bulky and heavy," said Jay Darfler, the senior vice president of emerging markets at ADT.
"The big risk is still with trade and China," said Chris Gaffney, president of world markets at TIAA Bank, noting the market has not fully priced in the possibility of a protracted trade war with China.
EQT, which acquired I-MED in 2014, launched the sale in a process led by Morgan Stanley in early 2017, having cancelled a share market flotation in 2015, citing volatility in global markets at the time.
Back in October, Powell stated that the U.S. was a "long way" from hitting neutral, when it came to interest rates — which indicated to markets at the time that more rate hikes were on the horizon.
Mike Bell, a global market strategist at J.P. Morgan Asset Management, said it was clear that U.S. growth will fade in 2019, while presenting the bank's "Guide to Markets" at an event in London on Wednesday.
"Sovereigns can issue debt in hard currency or local currency, but that's a luxury which is not there yet for most corporates," said Abhishek Kumar, lead portfolio manager for emerging markets at State Street Global Advisors.
The worsening inversion is "certainly validating that a recession has a great chance of being here a year, year and a half from now," said Kevin Giddis, head of fixed income capital markets at Raymond James.
Indicated 0.5 percent lower Hannover Re said substantial price declines in some reinsurance markets at the start of the year did not threaten its goal of earning about 21.8 million euros in net profit in 2500.
For Richard Sylla, the Henry Kaufman professor of the history of financial institutions and markets at NYU's Stern School of Business, the late '50s change actually stemmed from events that followed the 1929 stock market crash.
The ECB'S 1.7-trillion-euro asset-purchase programme has helped keep borrowing costs low, underpinning bond markets at times of volatility such as in the wake of Britain's vote in June to leave the European Union.
Julian Sandbach, head of central London capital markets at Jones Lang LaSalle, said that in recent weeks long-term focused Asian investors had returned to the London office market, and the pound's plunge was the catalyst.
"It is a very good branding exercise to be in the France 50-year for example, and it shows your commitment to the region," said Jean-Marc Mercier, global head of debt capital markets at HSBC.
In a sign of the pessimism gripping world markets at the start of a new year, two-year U.S. Treasury yields on Thursday briefly fell below 2.4 percent to reach parity with the federal funds rate.
Restarting a portion of that capacity may mean Chinese exports seep back into the global markets at a time when the country is already under fire for flooding the world with steel and other metal exports.
"With the inclusion factor increasing further, instances of foreign ownership reaching its limit will likely become more commonplace if local regulation does not change," said Charles Sunnucks, fund manager for emerging markets at Jupiter Asset Management.
That's where Honda, one of the world's largest sellers of motorbikes, can play a major part, although it is worth noting that the "GrabBike" service isn't available in all of Grab's country markets at this point.
Justin Schmidt, head of digital asset markets at Goldman Sachs, pointed out that without custody of the kind that is commonplace for stocks and bonds, institutions can't go near bitcoin and its ilk as an investment.
KKR is also raising capital for investments elsewhere and on Tuesday said it had closed its latest buyout fund European Fund V, focused on transactions in core Western Europe markets, at 5.8 billion euros ($6.42 billion).
In this one particular area, we are concerned about the impact that a Fee Pilot, that the SEC was looking to adopt would be more of an experiment that would put our public markets at risk.
Richard Truesdell, co-head of global capital markets at law firm Davis Polk & Wardwell, said there were worries that over-valuation would lead to fewer tech IPOs and more conservative valuations this year than originally predicted.
"We are doing a better job at ensuring analyst classes have a better intake (of women)," said Claudia Jury, global co-head of currencies and emerging markets at JPMorgan and a senior sponsor for the program.
"There are no good alternatives, from an income standpoint, to the U.S. equity markets at this point, and that's driving the momentum today," said Bill Northey, chief investment officer at Private Client Group of U.S. Bank.
"There is a bit of weight from issuance, but what is really driving the direction of markets at the moment is geopolitics," Rabobank strategist Matt Cairns said, adding that trading was thin as Easter holidays approached.
The startup is apparently working with around a dozen telcos across 35 markets at this point — although it remains to be seen how many of those conversations will turn into fully fledged co-branded app efforts.
"Investors have been generally taking a risk-off approach and we're seeing limited conviction that oil prices are going to be high in the near term," said Kirby Gavelin, head of equity capital markets at RBC.
Speaking on condition of anonymity due to the political sensitivity of the meetings, investors told Reuters they were flabbergasted by his stance and willingness to go into battle with world markets at such a fragile time.
But rather than generating a collective sigh of relief, equity markets, at least early on, went into a state of renewed angst over the possibility that their hoped-for Fed rate cut would be indefinitely delayed.
"In the short term, we prefer to remain cautious on both the A-share and H-share markets, at least until we receive more clarity on a near term resolution to negative drivers," the note said.
But that those trends all appeared to abate in the second full week of September, especially in light of better-than-expected retail data, said Kevin Giddis, head of fixed income capital markets at Raymond James.
The oil market was taking the decision very negatively due to the impact on jet fuel demand and expectations for business activity and economic growth, said Bjoernar Tonhaugen, head of oil markets at energy consultant Rystad.
"The banking system usually looks at its greatest health at the top of an expansion," said Kim Schoenholtz, a professor of the history of financial institutions and markets at New York University's Stern School of Business.
"The changes we have made to the company have put us in a stronger position to fulfill our responsibility to deliver safe, affordable mortgage financing for our customers, in all markets at all times," Mayopoulos said.
The attack has left U.S.-Iranian hostilities in uncharted waters, rattling world markets at the start of 2020 just as an easing in U.S./China trade tensions along with better economic data had boosted investor sentiment.
"As we start to hear more about tapering and so on, we will start to see a lot more tension on rates," said Tanneguy de Carne, global head of high-yield capital markets at Societe Generale.
Those worries have been compounded by rising U.S. crude exports that threaten to loosen Russia and Saudi Arabia's grip on key overseas markets at a time of strong economic growth and rising demand for petroleum products.

"Asia has been benefiting from a more favorable economic environment [when compared] to Europe and the U.S.," said Ralph Achkar, director of capital markets at Colt, which provides connectivity services to link up currency and derivatives traders.
"Today's jobs report shows the U.S. economy continues to create jobs at a strong pace even as we enter the longest period of economic expansion on record," said Tony Bedikian, head of global markets at Citizens Bank.
"The general slowdown of the Chinese and world economies over the past few years has impacted global trade growth across all currencies, not just the yuan," says Michael Moon, Asia Pacific head of Payments Markets at SWIFT.
A group of lawyers said on Monday that they planned to sue the company in British court, accusing the bank of using high-speed trading software to profit in foreign currency markets at the expense of customers.

"This will be the first time since the 1986 oil price downturn that we see two consecutive years of a decline in investments," Bjoernar Tonhaugen, vice president of oil and gas markets at Rystad Energy, told Reuters.
After first wowing markets at his March 10 news conference with a bigger-than-expected easing package, the European Central Bank president then muddled the message with a seemingly offhand remark that rates may have bottomed out.
While Lyft has grown steadily in the last five years and is valued in private markets at $7.5 billion, the San Francisco-based company has been overshadowed by crosstown rival Uber, which is valued at $69 billion.
"Investing in Hong Kong IPOs has not driven investor returns in the past 6-7 months which has contributed to the general sentiment and valuation sensitivity," said Finlay Wright, Director, Equity Capital Markets at Rothschild Global Advisory.
The figures highlighted Britain's reliance on EU markets, at a time when Brexit talks are bogged down on preliminary issues and have yet to discuss trade, less than two years before existing arrangements are due to end.
"For the bond investor, it is proper to use the word 'ugly' when describing inflation because that's the real Achilles Heel for the bond market," wrote Kevin Giddis, head of fixed income capital markets at Raymond James.
"Scale and domestic market are hugely important factors as we go through this period of low interest rates, low volatility [and] potentially large global macroeconomic instability," said ​Matt Long, managing director of European capital markets at Accenture.
"We saw today's inflation data - the markets started to back off today because it challenges the need for additional rate cuts," said Chris Gaffney, president of world markets at TIAA Bank, calling bullion's decline a kneejerk reaction.
Bjornar Tonhaugen, head of oil markets at Rystad Energy, a consultancy, told clients Monday that oil slipped to 17-year lows as it became clear that demand for energy would stay weak for at least another month.
Jim Truman, the director of global metallurgical coal markets at research group Wood Mackenzie, said the specialized workers that would be required, such as underground electricians, could also be hard to find given coal's downturn since 2008.
In recent years, the most the Saudis have exported by tanker is about 7.6 million bpd, implying that they have at least 1 million bpd of production they could add into global markets at fairly short notice.
He has cast himself as the leader of the rules-based international trading system, even as China faces accusations of stealing intellectual property, subsidizing state-owned companies and dumping products on world markets at unfairly low prices.

But soaring U.S. production is upending global oil markets at a time when other major producers — including the Middle East-dominated Organization of the Petroleum Exporting Countries and Russia — have been withholding output to prop up prices.
"It's a private company very creatively using public resources — in this instance, teachers' time and expertise — to build new markets at low cost," said Patricia Burch, an associate professor of education at the University of Southern California.
O). "In terms of geographies, looking to next year, we will see a rotation favoring emerging markets at some point in the year, (and) Europe once Italy is fixed," Blanque said, speaking by video link from Paris.
"In light of Brexit, the CMU (capital markets union) project is more vital than ever for the EU to enhance and integrate its capital markets capacity and infrastructure," said Rick Watson, head of capital markets at AFME.
Shafik, who is responsible for financial markets at the British central bank, said that even if regulators could control the lending by domestic banks, foreign lending still had a major influence on the risk of financial crises.
Indeed, more than three-quarters of foreign exchange strategists, 37 of 47, who answered an additional question said emerging market currencies are set to be hit harder than developed markets at least over the next three months.
"We need to see a stabilisation of consumer sentiment and once that is there, some of the stronger companies in that sector could look to IPO," said Georgy Egorov, emerging markets head of equity capital markets at UBS.
Expansion into Asia would provide the fast-growing firm with new markets at a time when it faces increased regulatory scrutiny in the United States and Israel over the potential health risks of its products' high nicotine content.
To be sure, a couple weeks of data represent a small sample size, but the drop is very concerning in light of market conditions and trade tensions, says Ken Smithmier, director of research for agricultural markets at ClipperData.
DUBLIN (Reuters) - Having rocked world markets at the start of 22, China will remain in the spotlight in the coming week, with data that may help gauge how sharply growth is slowing in the world's second-largest economy.
"Our company has been doing business in Israel for 20 years ... and we are looking forward to helping the continued growth of TASE and the companies listed on it," said Natti Ginor, head of Israel markets at Jefferies.
Trump has called the agreement an attack on American businesses, arguing it doesn't do anything to address currency manipulation and would allow foreign competitors to dump cheaply-priced goods in U.S. markets, at a cost to American businesses.
And for some of the countries that have suffered from China's slowdown and its devastating impact on commodities markets, at least one aspect of the outflow of Chinese money offers a chance to offset some of the damage.
The two-year extension to the beginning of 2022 gives more time to meet the requirement, which is especially important as it may be more difficult or costly to access markets at times during the Brexit negotiation period.
"However, with homebuilding activity still failing to keep up with demand and not enough current homeowners putting their home up for sale, prices continued their strong ascent – and in many markets at a rate well above income growth."
U.K. Sport, the administration that allocates money to the athletes, received around £125 million ($164 million) a year over the last four years, according to Giambattista Rossi, a lecturer in sport labor markets, at Birkbeck, University of London.
"We saw todays inflation data - the markets started to back off today because it challenges the need for additional rate cuts," said Chris Gaffney, president of world markets at TIAA Bank, calling bullion's decline a knee-jerk reaction.

"The market is turning its attention to things like the debt ceiling, U.S.-China trade talks, and a handful of Fed speeches," Kevin Giddis, head of fixed income capital markets at Raymond James, wrote in an emailed statement.
A perfect storm appeared to be brewing around oil markets at the start of the year, but the winds that looked as if they might at least partially reverse the oil price rout appear to be dying down.
"The strength behind the Treasury market right now is evident when we reach certain support levels, like 2.50% on the 10-year note," said Kevin Giddis, head of fixed income capital markets at Raymond James in Memphis, Tennessee.
Tandem's top five markets at this point are the US, China, Brazil, Italy, and Mexico, according to Aschentrup, though he emphasizes that no one country makes up more than 10 per cent of its users at this point.
"The extent of leverage provided to the investor by the private bank varies and can go up to as high as 5 to 1," said Shantanu Sahai, executive director and co-head of debt capital markets at Nomura.
The turmoil on China's stock markets at the turn of the year was one trigger for the broader global sell-off and Shanghai shares have continued to slide in the past week in contrast to greater stability elsewhere.
"Given ... such a big setback in the last few days, I don't think it's a surprise that we are seeing a little bit of a breathing space," said Anders Svendsen, chief analyst for emerging markets at Nordea Markets.
This disc-less Xbox is going to be a part of Microsoft's current generation of Xbox consoles, not a part of the upcoming Scarlett family of consoles that are expected to hit the markets at a later date.
"We have seen a little bit of client sentiment that maybe risk assets have gone too far, you're going to see a little bit of a retracement," said Scott Lampard, head of global markets at HSBC Bank Canada.
"More than the German political developments, the concerns over a rising trade conflict is more worrying for global markets at this stage and that is going to keep risk appetite muted," Commerzbank FX analyst Esther Maria Reichelt said.
Bond yields across the bloc rose 1 to 2 basis points, while U.S. 10-year Treasury yields touched four-year highs at 2.90 percent as investors flocked back to stock markets at the expense of safe-haven bonds.
"The deterioration of Brazilian assets has been essentially global as the local news flow remains positive," said the head of markets at a major bank in Sao Paulo, adding that the real's weakness was also hitting investor confidence.

FRANKFURT, Feb 3 (Reuters) - Germany's Hannover Re said substantial price declines in some reinsurance markets at the start of the year did not threaten its goal of earning about 950 million euros ($1.04 billion) in net profit in 2016.
Market speculation suggests Thursday's report may be a reflection of strains in the political and trade relationship between Australia and China in recent times, Ivan Colhoun, chief economist for markets at the National Australia Bank, said in a note.
By undermining banks' profitability - hence their balance sheets and willingness to lend - or even encouraging hoarding of physical cash to avoid deposit fees, financial markets at least have become unnerved about sub-zero interest rates and their unintended consequences.
The DAX is also some 20 percent below a record high reached in April 2015, but City of London Markets' trader Markus Huber said it might still be too risky to buy into European stock markets at current levels.
Still, in a sign of the pessimism gripping world markets at the start of a new year, German 10-year bond yields were set for their biggest weekly drop since October with a fall of around 7 basis points.
"The dollar overall, across the board, has been getting beat up this week and a lot of that has to do with the political risk here in DC," said John Doyle, director of markets at Tempus Inc in Washington.
"The absence of a direct corporate tax and a tax on dividends are both positive catalysts for the Saudi equity market in the short term," said Mohamed el-Jamal, managing director of capital markets at Abu Dhabi's Waha Capital.
Alexi Chan, global co-head of capital markets at HSBC, said a reduction of up to 50% in banks' holdings of bonds — the result of regulation and increased costs — meant banks are no longer major providers of market liquidity.
"Coal is still the most affordable technology in power generation, although we are seeing some push back in coal development," Kiah Wei Giam, principal analyst of coal/gas markets at Wood Mackenzie, said at the Singapore International Energy Week.
"If China and the U.S. can reach a good agreement, that will actually propel emerging markets and have a bigger impact on emerging markets than on the U.S. market," said Chris Gaffney, president of world markets at TIAA Bank.
An additional 460 million pound provision for the mis-sale of payment protection insurance (PPI) was an "unwelcome development" but Lloyds' strong results gave it the benefit of the doubt, said Richard Hunter, head of markets at Interactive Investor.
Credit Suisse David Miller is replacing Jim Amine, the long-serving chief executive of investment banking and capital markets at Credit Suisse; Amine will also step down from the Swiss bank's executive board and Miller will take his place.

LONDON (Reuters) - The former head of the European Central Bank said on Wednesday that the euro zone will stay intact despite testing times ahead politically but differences between member states' banking put the bloc's markets at risk of fragmentation.
"It's not like the Minutes were all that earth-shattering, but if you looked closely, you may have seen a bit of the hawkish tone get adjusted," wrote Kevin Giddis, head of fixed income capital markets at Raymond James.
"The last time they did it (encouraged dollar repatriation), it had a huge impact on the dollar and this time the scale could be much larger," Abhishek Kumar, lead portfolio manager for emerging markets at State Street Global Advisors.
But overall Chinese investment volume is declining and is unlikely to pick up because of a planned meeting of the National Congress of the Communist Party in the autumn, said Doug Harmon, chairman of capital markets at the brokerage.
"Applying new requirements on suppliers entering and operating in the market will aid us to weed out those that are underprepared, under-resourced and unfit," Mary Starks, executive director of consumers and markets at Ofgem, said in a statement.
"We have seen more investors decline transactions perceived as over-levered or loosely structured for issuers in less-predictable sectors of the economy," said Jeff Cohen, managing director and global head of leveraged finance capital markets at Credit Suisse.
"While it is not unexpected, the extension for the easing of Huawei sanctions had added to the relief for markets at the start of the week," wrote Jingyi Pan, a market strategist for IG Group, in a research note.
"US-China still remain no closer to easing tensions with a date for negotiators to meet in September yet to be determined," Tapas Strickland, director of economics and markets at the National Australia Bank, wrote in a morning note.
While Mr. Trump has asserted that he "inherited a mess" from Mr. Obama, the economy that he took over has shown some fundamental resilience: a 10th year of economic expansion, stock markets at historical highs and low interest rates.
"The issue is that with 4-7 million tonnes of LSFO in the Greater Singapore area, that is not a huge amount of supply," said Alan Gelder Vice President Refining, Chemicals and Oil Markets at Energy consultancy Wood Mackenzie.
"Maintaining the flow of data between the U.K. and the European Union is vital to ensure cross-border business continues as normal after Brexit," Kevin Burrowes, head of clients and markets at PwC, said in a statement on Tuesday.
"Trump cannot upset what is driving emerging markets at this point in time that is, a cyclical global growth upturn which is evidenced when you look at global trade," Fabiana Fedeli, senior portfolio manager at Robeco in Rotterdam, said.
Steve Barrow, head of G10 strategy at Standard Bank and who also cut his teeth in financial markets at the time of Plaza, reckons the dollar's "impulsive" rally could go another 10 percent before being corrected by the market.
"The assumption was that if you can't get healthcare done that some of the other things on his agenda, mainly the tax reform, would be a harder sell," said John Doyle, director of markets at Tempus Inc in Washington.
"Investors continue to see significant fund flows into the tech sector as they consider it more resilient and less exposed to the economic cycle," said Sam Losada, Head of EMEA Equity Capital Markets at Bank of America Merrill Lynch.
